Finishes, wear, drainage, parking, neighbour density and day-to-day management are visible before the deal. Completion removes much of the timetable risk associated with off-plan housing, but it introduces resale questions: an owner may have a mortgage, tenant, arrears or undocumented alterations. Borey Uptown’s completed status is valuable only when the selected property and its records receive a full inspection.

Four-bedroom format

The original house type is described as a three-storey, four-bedroom, five-bathroom product. That scale can accommodate children, guests, parents or a dedicated office without turning the living room into overflow space. Parking, reception and kitchen-dining functions sit on the lower level, while private rooms are placed above. Resale buyers should confirm that the particular house retains the original configuration because individual advertisements do not always agree on the number of storeys or bathrooms.

Observable resale market

Borey Uptown already has visible sale and rental activity, allowing a buyer to compare a regular mid-row home, a corner position and a fitted property. The lowest current listing located in this review is $100,000 as of July 21, 2026, while other houses have been marketed at $110,000 to $150,000. The range is not evidence of automatic appreciation. It is a prompt to identify exactly what each asking price includes and what legal, physical or occupancy differences explain the gap.

Southern-city access

Road 217 connects the project with southern Phnom Penh, large retail destinations and the broader Hun Sen Boulevard corridor. The location can work particularly well for households whose school, work or family network is already on this side of the city. It is less obviously convenient for a daily central-city commute. Test the route at both morning and evening peak times; a marketing travel time or an off-peak map estimate is not a reliable basis for a housing decision.

House-level autonomy

A linked house provides a private entrance, at-home parking, multiple floors and more flexible household zoning than a typical apartment. The trade-off is greater owner responsibility. Roof, façade, waterproofing, plumbing and the internal electrical system belong to the individual property rather than a condominium management body. A serious inspection should include the upper floor and roofline, signs of water ingress, water pressure, kitchen extraction, electrical loading and cracks around the party walls.

A buyer can inspect the actual house, the street, neighbouring construction and the condition of shared areas before committing. That shifts the due-diligence focus away from construction delivery and towards the individual property’s history, physical condition, title, possible bank charge and true plot boundaries.

The core product is a modern linked house, also marketed as a flat house or shophouse. Launch material described a three-storey home with four bedrooms and five bathrooms. The arrangement follows a practical Cambodian urban-house pattern: parking or a garage, living space and an integrated kitchen-dining zone on the ground floor, with bedrooms, a study or work area and additional bathrooms above. The format can serve a family without turning every room into a compromise. It may also support a home office or a more public-facing ground floor, subject to community rules and the permitted use of the particular property.

Resale homes are no longer identical. A listing dated July 21, 2026 asks $100,000 for a four-bedroom house and states building dimensions of 4.2 by 16 metres on a 4.2 by 22 metre plot. A different corner property on FazWaz was offered at $110,000, showed a 77 sqm plot and was marked ready to move in. Another shophouse was advertised at $150,000 and at $580 per month for rent. Those figures are not a single project price list. Corner position, plot width, fit-out, furniture, orientation, tenancy, mortgage status and documentation can create a wide spread. The useful comparison is therefore between several Borey Uptown houses as well as against competing boreys.

The address is presented in two ways. Sales platforms usually label the project Prey Sa, Dangkao and Road 217. A Cambodian Ministry of Commerce official gazette gives an address inside the community as Street UP03, Phum Thmey, Sangkat Dangkao, Khan Dangkao. The evidence suggests that Prey Sa functions as the familiar market location while the formal postal and administrative address falls within Sangkat Dangkao. For navigation, Borey Uptown, Road 217 and the internal street are the clearest combination. For a transaction, the cadastral address on the selected plot’s title must take priority over the neighbourhood wording used in an advertisement.

The location belongs to Phnom Penh’s southern growth corridor around the 50 Metre Road and Hun Sen Boulevard. At launch, the project was promoted beside Chip Mong 50M Mall and within reach of AEON Mall Mean Chey. In practical terms, residents have road access to large-format retail, schools, banks and everyday services, but this is not a central, walkable address. A commute should be tested at the hours that matter to the household because Road 217 traffic can make a short map distance misleading. Buyers who do not drive or ride may find the location less convenient than a condominium in a more central district.

The project company is independently corroborated as Borey Uptown Development Co., Ltd. The exact employer name appears in two separate professional histories of people who worked with the project in administrative and sales functions. Pointer Property’s role is evidenced differently: its own company profile says it provided full project consultation and held exclusive sales and marketing rights for Uptown, while its management team documented pre-handover house inspections. Some aggregators collapse those roles and call Pointer the developer. The supported public description is Borey Uptown Development Co., Ltd as the project company and Pointer Property as consultant, commercial and management partner, while a Ministry of Commerce extract should still close the legal spelling and corporate relationship.

CCTV is the clearly documented project-wide facility. Public posts also show community activity around a park, although a current, complete schedule of management duties, fees and operating rules is not publicly available. A viewing should extend beyond the house: inspect lighting, drainage after rain, waste collection, internal road surfaces, access control, camera coverage and the actual recurring charges. In a completed borey, management quality can vary by row and over time. A well-presented interior cannot compensate for poor drainage, uncontrolled commercial use next door or weak maintenance of the surrounding street.

Borey Uptown received the Affordable Housing Development of the Year award at the 2023 Cambodia Real Estate Awards. That is a verifiable industry distinction, not a warranty for every resale house. A property may have been altered, rented, refinanced or repaired after handover. The buyer still needs a technical inspection, confirmation that the physical layout matches the documents, verification of the seller’s authority, review of land and building title, checks for utility arrears and bank encumbrances, and a clear understanding of borey rules. A hard-title claim in one advertisement must never be assumed to apply across the whole community.

The project’s appeal is straightforward: a completed three-storey, four-bedroom home in a southern residential corridor, with both owner-occupier and rental use visible in the market. The investment decision, however, belongs to the individual lot. A disciplined shortlist should include a standard mid-row house, a corner house and a property with an established fit-out. Compare plot dimensions, actual storey count, waterproofing, ventilation, daylight, parking, noise, title, mortgage position, management charges and the date on which the seller or tenant can deliver vacant possession. The cheapest asking price is only useful after those differences are understood.

Landed property — what this means for a foreign buyer

This is landed housing, not a unit in a co-owned building. Cambodian law does not allow a foreign individual to hold land. Foreign ownership works for an apartment above the ground floor inside a co-owned building, within the foreign quota — that is a different product from this one.

That does not automatically mean the project is closed to you: structures exist, and each carries its own legal and tax trade-offs. Which one applies — if any — is a question for a qualified Cambodian lawyer on your specific deal, not something we settle on a web page.
