Why this project is worth a look
A distinct Phase II
Premium is evidenced as a separate 24-storey Phase II rather than an alias for the completed LZ Sea View Residences. It has its own layouts, prices, construction date and hotel-commercial programme, while the operating first tower provides a practical reference for how the wider complex is managed.
Large residential formats
The range runs from 44.7-48.3 sqm studios to family homes of up to 137.5 sqm and penthouses of 271.6-367 sqm. Even the one-bedroom homes approach 90 sqm, although buyers should compare the exact geometry, orientation and registered unit plan rather than choosing on gross area alone.
Lifestyle infrastructure
The programme includes a pool, fitness and wellness areas, children's spaces, convenience retail, sports courts, concierge lobby and family facilities. Some amenities belong to the wider LZ Residential Complex, so buyers need a clear separation of tower-specific and shared services together with the full management fee schedule.
An observable operator
The completed sister tower allows prospective buyers to inspect operations, shared areas and service quality in person. That is useful evidence, but it does not replace due diligence on Premium's own contract, future finish, handover obligations and legal registration for the selected residence.
About the project
LZ Sea View Premium is the second high-rise phase of the LZ residential complex in Sihanoukville. It is not a new marketing name for the operating LZ Sea View Residences tower: the first building has 22 floors, was handed over in 2022 and is presented with 320 homes, while Premium is a separate 24-storey phase with its own price list, layouts, hotel floors and construction schedule. The developer's corporate profile explicitly calls it Phase II and presents the two towers as one integrated complex with shared lifestyle infrastructure and centralised management. Buyers are therefore assessing a new off-plan product next to an established building operated by the same group.
Construction was publicly launched in December 2025. The official project page schedules handover for December 2028, and IPS places completion in the fourth quarter of 2028; ERA publishes a later target of the second quarter of 2029. December 2028 is the most direct current developer date, but it should not be treated as a guarantee until it appears in the sale and purchase agreement. The selected contract should state the construction milestones, any permitted extension, the consequences of delay and the conditions for handover rather than leaving the timetable on a marketing page.

Premium is planned as a mixed-use tower even though the main product offered to buyers is furnished residential property. Studios occupy Levels 1-9 and 13-21, the Shira Collection Hotel is placed on Levels 10-12, one- to three-bedroom family residences occupy Levels 22-23, and penthouses sit on Level 24. Official descriptions also refer to office and commercial space. This vertical programme is why mixed-use is the more accurate category: residents will share the building and part of its service environment with hospitality and commercial functions, so access rules, lift circulation and cost allocation deserve an early review.
The residential range is substantially broader than in the first tower. Studios measure 44.7-48.3 sqm, one-bedroom homes 89.6-93.1 sqm, two-bedroom homes 90.7-93.1 sqm, and three-bedroom residences 133.9-137.5 sqm. Two penthouses are listed at 367 sqm and 271.6 sqm. Official material describes fully furnished delivery with fitted kitchens, bathrooms and balconies, but the furniture and appliance schedule needs to be attached to the contract. The available visuals are renders of a bright, pale interior concept; they illustrate the intended design, not the final workmanship or exact finishes of a completed residence.
The one- and two-bedroom ranges are close in gross size, which makes the actual plan more important than the headline area. A buyer considering two bedrooms should inspect room widths, storage, circulation and the amount of usable living space left after adding the second bedroom. Every shortlisted unit needs its own floor plan, orientation, balcony configuration and stated title area. A general range on a sales page cannot establish the dimensions or legal area of a particular apartment.
The amenity programme is designed around daily living, family use and a hotel-style service layer. Project material lists a concierge lobby, children's lounge and activity area, convenience store, outdoor pool, fitness and wellness facilities, lobby cafe, pickleball and basketball courts, playground and dog lounge. The wider complex profile also shows a 22-metre infinity pool, children's pool, indoor gym, outdoor fitness area, spa and rooftop bar in or around the existing tower. Buyers should separate facilities inside Premium from amenities shared with the first building and confirm which services are included in the regular management charge.
The site is in urban Sihanoukville, in Village 5 and the administrative area described by the developer as Commune 4 and by most project profiles as Sangkat Buon. This is not an isolated beachfront resort; it is a vertical city development connected to everyday shops, services and road routes. Upper floors and the architectural concept are oriented towards city and sea outlooks, but the view from a specific residence will depend on its direction, surrounding construction and future neighbouring projects. A site visit in both daytime and evening conditions is useful for testing access, noise, pedestrian convenience and the immediate streetscape.
A practical advantage of Phase II is that buyers can observe the completed first tower. They can inspect common-area upkeep, lift performance, front-desk service, the pool and the way the operator deals with owners and tenants. That does not prove that Premium will be delivered to the same standard, but it provides more observable evidence than a completely standalone off-plan project. Conversations with existing owners can reveal actual service charges, repair response, rental rules and operational friction that do not appear in a sales presentation.
Pricing needs to be read by source and date. IPS and FazWaz display an entry point around $54,715, while the official project price list checked for this dossier starts at $64,480 for a 44.7 sqm studio. The same official list shows a 48.3 sqm studio at $68,960, one-bedroom residences from $121,250, two-bedroom homes from $122,794, three-bedroom homes from $181,790 and an available 271.6 sqm penthouse at $520,520. These figures are not one guaranteed price grid: portals may show launch stock, limited campaigns or older inventory. A proper quotation must identify the unit number, floor, orientation, full price, discounts and all compulsory charges.
The construction-stage payment plan reduces the immediate cash requirement but links the buyer to project delivery. The current project page refers to a $2,000 booking and 36 instalments over roughly three years, with payment allocation described as flexible by agreement. A corporate profile simultaneously refers to a five-year structured instalment model. Before paying, the buyer needs a signed schedule showing which amount is non-refundable, when each obligation arises, how construction progress is evidenced and what happens if the timetable changes. Verbal flexibility should not replace contractual wording.
The apartment count remains a material conflict. The developer's corporate profile gives 296 units, the updated IPS project page gives 294, and ERA and some sales material refer to 308 or fewer than 308 residences. It is therefore safer not to publish a single total until an approved floor-by-floor schedule is provided. The difference might reflect hotel keys, commercial premises, revised layouts or different counting methods, but choosing an explanation without evidence would be speculation. Scale matters because it affects lift demand, management economics, resident density and voting rights after registration.
Ownership claims also require documents. IPS and ERA describe freehold or strata title, but no title package for a specific Premium residence was available for this dossier. A foreign buyer should verify that the selected unit falls within the permitted quota and can be registered in the buyer's name rather than relying on the word freehold in a listing. Independent legal review should connect the seller, land title, construction approvals, proposed strata registration, handover terms and unit plan. Parking rights, furniture, access to shared amenities and the freedom to rent independently or through the operator should be written into the transaction documents.
LZ Sea View Premium is best assessed as an urban mixed-use development with large furnished layouts and a substantial service programme, not as a promise of returns. Its useful screening strengths are a clearly separate phase, a confirmed 24-storey design, a broad residential mix, an operating sister tower and a detailed public price schedule. Its unresolved points are the final unit count, legal package, contractual completion date, exact instalment structure and the allocation of costs between residential, hotel and commercial uses. Once those documents are available, the project can be compared fairly with other Sihanoukville new-builds.
The sensible next step is to request a complete package for two or three specific residences rather than another general brochure. Each package should include the unit plan, outlook, floor, furniture and finish schedule, contract, instalment calendar, fee schedule, management rules and title evidence. The buyer can then compare the homes on layout quality and risk, visit the site and the first tower, complete independent legal due diligence and only then place a reservation. This process separates the verifiable property from broad claims about coastal lifestyle, status or future rental performance.

An open plan combines sleeping, living and kitchen functions and adds a balcony. The official price schedule distinguishes at least two sizes, so the chosen unit's kitchen position, storage, orientation and furniture package should be checked individually.
A spacious format with a separate bedroom, living room, kitchen and balcony is intended for longer stays by one person or a couple. The area is unusually large for a one-bedroom home, so buyers should see how much is assigned to usable rooms, circulation and terraces.
Two separate bedrooms fit into almost the same gross area as the one-bedroom format. Families should focus on room widths, privacy, storage and the remaining shared living space because a comparison by area alone can hide substantial differences in usability.
This family format is placed on the upper residential Levels 22-23 and combines three bedrooms, a larger shared zone and balconies. The exact plan, outlook, balcony count and area to be registered in the documents should be checked for the selected home.
The largest Level 24 residence is described with three bedrooms, panoramic outlooks, expansive terraces and a private jacuzzi. The official price list marked this option as sold when checked, so any renewed availability or resale must be confirmed separately.
This top-floor penthouse combines multiple bedrooms, large living areas, terraces and a private jacuzzi. Buyers need a full plan showing room areas, terrace boundaries, finish specifications and confirmation of which elements form part of the registered title area.
