Why this project is worth a look
A defined product
Thirteen one-bedroom villas make for a clearly described small-scale concept. Whether any individual home delivers enough living space or privacy still depends on plans and specifications that have not been made available for review.
Outdoor living
The original PropHero presentation identified pools and terraces as part of the villa offer. Their value to guests is easy to understand, but the exact pool dimensions and maintenance obligations cannot be inferred from the advertisement.
Southern Bali setting
Melasti provides a recognizable coastal reference point, with the wider Uluwatu area serving holiday visitors. The case for any particular villa becomes stronger only when the site, access road and actual travel distances are known.
An operating partner
Agmakina says it plans to operate the villas after completion. That is a potential convenience for remote owners, not proof of a particular net return or a substitute for reviewing the management contract.
About the project
Nerja Villas is a 13-home villa development marketed around Melasti, in the Uluwatu area of southern Bali. Its format is straightforward: one-bedroom villas with a private pool and terrace. Its sales position is less straightforward for someone arriving at the project today. Agmakina Group lists the development as sold out and under construction as of 21 October 2026. That puts it in a different category from projects accepting new reservations: a prospective buyer would need to find an actual resale or a permitted assignment, rather than assume that one of the original 13 villas is still available to reserve.

The homes are presented as self-contained villas rather than apartments in a managed block. A pool and terrace make sense for a couple looking for privacy, or for holiday guests who expect to spend time at the property itself. But a one-bedroom label says little about the usable living space. We could not establish verified floor areas, plot sizes, bathroom counts or complete room-by-room plans for Nerja Villas from the material made public. There is no sound basis for describing all 13 interiors as identical, or for assuming a particular furniture package, kitchen specification or parking provision.
Construction is the other immediate consideration. The Agmakina project page uses an under-construction status and says handover is approaching. It does not provide a dated completion certificate, a specific contractual handover day or a detailed construction programme for this development. That distinction matters especially if a sale involves transferring an original buyer’s position. The incoming buyer needs to establish which payments and building obligations remain outstanding, who is responsible for defects, and whether any completion date is enforceable rather than indicative.
Two brands appear in the project’s history. Agmakina Group carries Nerja Villas in its development portfolio and says its own team designs, builds and later runs the properties. PropHero advertised the same 13-villa scheme as PH9, the ninth development in its Bali investment series. Public statements by participants in their broader Bali business describe the companies as partners. That explains why a listing or sales presentation may carry either name, but it does not identify the land-title holder or the Indonesian legal entity with which a particular buyer contracted. Those are separate questions, and they cannot be answered from either logo.
There is an easy naming trap in the same investment portfolio. PropHero also promoted a separate scheme called Melasti Villas, identified as PH4 and comprising 15 villas. Nerja Villas is PH9, with 13. The two developments share a broad geographical reference, not a verified set of plans, titles or contractual dates. A resale brochure that merely says 'Melasti villas' is therefore not enough to establish which property is being sold; the documents must identify the actual Nerja unit.
Melasti is a useful location label, though not a substitute for a map pin. Badung Regency’s official visitor information places Melasti Beach in the Ungasan area of South Kuta, Badung. The project’s own website refers to Melasti and Uluwatu, without establishing the villa site’s street address, plot boundary or coordinates in the sources reviewed. A development described as near Melasti should not automatically be treated as beachfront, within walking distance or even within the same administrative village as the beach. Until the site is identified precisely, journey times and site-specific surroundings remain open questions.
The address gap affects more than sightseeing. Holiday guests notice access roads, traffic, nighttime noise, the approach to the entrance and the convenience of everyday services. Owners notice whether contractors can reach the property easily, whether water and power arrangements are reliable, and what maintaining the pool actually costs. Melasti has recognizable leisure attractions, but these property-level details will determine whether a particular villa is pleasant to stay in and economical to operate. None is established for Nerja Villas merely by citing the reputation of the area.
Agmakina intends to manage rentals once the villas open. That could provide a useful single point of contact for guest handling and maintenance, particularly for an owner living abroad. The commercial detail, however, is not public for this scheme: we found no Nerja-specific management agreement spelling out fees, distribution costs, cleaning charges, repair reserves, owner-use restrictions or termination rights. The company publishes occupancy information about other properties that it manages around Melasti. Those figures should not be treated as trading results or a reliable income forecast for Nerja Villas, which the same company still categorizes as being built.
There is a dated indication of the original sales proposition. In a PropHero announcement advertising a June 2025 presentation of its ninth Bali project, the full-villa investment figure was EUR 157,900, with a EUR 10,000 reservation amount mentioned. That was marketing for the launch period, not a verified transaction price and not a quotation for a home available in October 2026. The current developer portfolio says sold out. A secondary buyer might therefore face a different asking price, remaining construction instalments and costs of assignment or transfer, none of which can be determined from that earlier advertisement.
Ownership deserves its own review. Agmakina describes long-term leasehold as the model used across its business, but the sources reviewed do not show the land certificate, original lease or buyer-specific contract for Nerja Villas. Indonesian land law distinguishes a Hak Milik land title from other registered rights and from a contractual lease. A foreign individual cannot simply hold Hak Milik in their own name. That general rule does not tell us what an original Nerja purchaser actually acquired, when any contractual term began, whether a renewal is conditional or whether the rights can be assigned. The underlying documents, not the sales term 'own a villa', must settle those issues.
The same care applies to permits. Indonesia’s building framework distinguishes construction approval, PBG, from SLF, the document associated with a building’s fitness for use. We did not review documents connecting either approval to the Nerja Villas site. Missing public documentation is not evidence that a permit was never issued, yet marketing statements about an imminent opening cannot replace it. This is especially relevant if a buyer expects to begin short-term rentals immediately after receiving keys.
Nerja Villas may be worth following for someone who specifically wants a small, one-bedroom pool villa in the Melasti market and is open to a resale opportunity. The appeal is identifiable; its execution and contractual position are not yet independently established in public. The sensible basis for a future offer is the particular villa’s remaining rights, outstanding payments, verified condition and achievable net rental income. Comparisons with a different Agmakina development, or with the old launch price, cannot supply those missing answers.
Home types & sizes
The published scheme consists of one-bedroom private-pool villas with terraces. They are naturally more relevant to singles and couples than to large groups, but the source material does not establish a floor area, land area, storey count, bathroom count or full furnishing specification. Specifications from a different Agmakina development should not be carried across to this one.

Location
- The development is marketed in the Melasti–Uluwatu area of southern Bali, without a verifiable street-level address in the sources reviewed.
- Badung's official visitor information locates Melasti Beach in Ungasan, South Kuta. That describes the beach, not necessarily the Nerja Villas plot.
- Walkability, driving times, approach-road quality and immediate neighbours remain site-specific questions until the actual parcel is identified.

Best for: A buyer interested in a compact Bali retreat for a couple, with an outdoor pool as part of the stay. The actual suitability depends on floor space, finished specification and the right to use the home personally.; An investor comfortable assessing a resale or assignment rather than reserving a new developer unit. The buyer must know what rights remain, which payments are due and how obligations would transfer.; An overseas owner who values local rental operations but is prepared to examine a real fee schedule and management agreement. Operational convenience does not by itself establish an investment return.; Someone who knows the Melasti area and wants to judge a particular street or parcel on its merits, without assuming that a broad area label guarantees beach access or neighbourhood quality.; may not suit: Buyers who require a finished property with an independently established handover, occupancy approvals and actual rental accounts; those points have not been documented publicly for this scheme.; Anyone who needs a currently available developer unit with a firm published price, precise mapped location and verified title structure before considering the project..
What we confirm before booking
A short, project-specific list. We request these from the developer and go through them with you before any payment.
- No verified plot address, parcel boundary or project coordinates were found. 'Melasti–Uluwatu' does not establish the precise village or the actual distance to the beach.
- The individual villa contract and land-title documents were not available. The seller's legal identity, rights conveyed, starting term, renewal conditions and assignment procedure remain unverified; the contractual roles of Agmakina Group and PropHero are also unresolved.
- Agmakina labels the project under construction, but a dated handover, project-linked PBG/SLF documents, measured areas, final specification, management terms and any current resale price remain unverified. A permit not found online must not be described as a permit that does not exist.
