About the project
The Star Platinum Polaris II is a completed, separately identified phase within Borey Peng Huoth’s wider Grand Star Platinum district on the eastern side of Phnom Penh. This dossier covers Polaris II only. It does not combine the phase with the first Polaris development, The Star Polaris 23 Condominium or the broader Boeung Snor portfolio. The developer’s dedicated page presents four three-storey shophouse designs, so the project is best understood as a landed, street-facing neighbourhood rather than a condominium. A ground floor may suit customer-facing or office use, but actual business use depends on borey rules, the legal designation of the lot and any required approvals.
The phase history is supported by both developer material and an independent planning source. Peng Huoth Group’s milestone record associates Polaris II with 2016. A JICA urban development study lists The Star Platinum Polaris II as a constructed 512-unit project that started in 2016 and ended in 2017. Borey Peng Huoth’s own property catalogue also places the phase among completed schemes. Buyers are therefore dealing with a physical resale asset rather than an off-plan promise: the house, frontage, street environment and neighbouring buildings can be inspected before the legal and financial review is completed.

Polaris II sits along National Road No. 1 in Sangkat Nirouth, Khan Chbar Ampov, within the Boeung Snor corridor. The official project description places it about 2.5 kilometres from Preah Monivong Bridge. That reference is useful, but commuting decisions should be based on real journeys across National Road 1 and the bridge approaches at the times a household actually travels. The east-bank location can work well for buyers who value a finished home in an established Peng Huoth district. It is less convincing for someone who must reach BKK1, Daun Penh or Toul Kork several times each day without tolerance for variable traffic.
The product range is unusually well documented for an older resale phase. The developer identifies Shop House Classic, Shop House B, Shop House C and Shop House D. Every published model has three floors, four bedrooms, five bathrooms, one parking space, a living room, dining area and kitchen. The main differences are building width and depth, facade language and the position of a particular lot. The official dimensions describe the building body, not a standard land plot or net internal area. A buyer should therefore compare survey plans, cadastral boundaries and measured conditions rather than assume that two houses with the same marketing type provide identical land or usable space.
Pricing comes from individual resale stock and should not be treated as a single project tariff. At the review date, CAM Realty advertised a four-bedroom, five-bathroom house at $139,000 and marked the price negotiable. That listing described a 4.2 by 10 metre building, a plot of about 4.2 by 17 metres, 126 square metres of house area and 71.4 square metres of land. A separate Khmer24 advertisement for Polaris 2 asked $179,000 for a 4.2 by 12 metre building on a 4.2 by 19 metre plot. The gap can reflect house type, street position, corner exposure, fit-out, furniture, seller urgency, remaining obligations and the quality of the title file.
The official Polaris II page highlights infrastructure across the wider Grand Star Platinum environment, including PH Eco Mall, Platinum Sports Center, Southbridge International School, PH Euro Park, PH Grand Hall, the PH Polaris food-and-beverage zone, Choray Hospital, a bank, market, public school, healthcare centre, government services and a fire station. This is a useful picture of the surrounding district, not proof that every facility sits inside the phase boundary, is covered by one service charge or can be used without separate terms. A serious viewing should include the actual route from the shortlisted house to the facilities that matter most.
A completed shophouse needs a building inspection rather than reliance on launch renders. Roof drainage, water staining, facade joints, electrical distribution, water pressure, air-conditioning, stairs, bathrooms and street drainage all deserve attention. With four bedrooms and five bathrooms spread over three levels, small defects may repeat across several wet areas. Buyers should also examine rear access, parking practice, signage and alteration rules, any changes made by previous occupiers, outstanding maintenance charges and utility history. A fresh interior finish can improve presentation without resolving structural or documentation issues.
The legal route is specific to the seller and the land documentation. One current agency listing describes the tenure as a Borey title, but a marketing page is not a substitute for reviewing the title, original developer contract, registration history and the seller’s authority. Foreign buyers need independent advice on a lawful ownership structure for landed property before paying a reservation or deposit. Polaris II can suit a family, an owner-operator or a buyer seeking an established east-side address, but the decision should rest on the exact house: clean documents, sound condition, a useful frontage and a commute that works in practice.

Landed property — what this means for a foreign buyer
This is landed housing, not a unit in a co-owned building. Cambodian law does not allow a foreign individual to hold land. Foreign ownership works for an apartment above the ground floor inside a co-owned building, within the foreign quota — that is a different product from this one.
That does not automatically mean the project is closed to you: structures exist, and each carries its own legal and tax trade-offs. Which one applies — if any — is a question for a qualified Cambodian lawyer on your specific deal, not something we settle on a web page. Home types & sizes
The Classic model uses a more formal, symmetrical facade with arched detailing. Its official specification gives three floors, four bedrooms, one parking space, a living room, dining area and kitchen. The two published building depths should not be converted into a presumed house or land area: external dimensions do not account for walls, stairs, rear space or the cadastral boundary. A viewing should include the original plan for the exact property and a check for later changes to partitions, bathrooms or the frontage.
Type B has a lighter contemporary facade and a published building body of 4.2 by 12 metres. The internal programme remains three levels, four bedrooms, five bathrooms, one car space and the main family rooms. An owner-operator will care about frontage visibility and stopping space, while a household may focus on daylight, stair comfort and bedroom distribution. Those qualities are not guaranteed by the model name, so a corner house and an internal row house should be inspected and priced separately.
The developer publishes two building sizes for Shop House C, which means the model name alone does not define the scale of a particular property. Its architecture reads as more commercial, with strong vertical elements and broad glazing, but signage and facade alterations remain subject to management rules. Buyers should match the dimensions against the contract and land record, confirm practical parking in front of the unit and inspect the glazing and lower-floor fit-out, especially where a house has previously operated as an office or shop.
Type D is the shortest published building body while retaining three floors, four bedrooms and five bathrooms. A current CAM Realty resale with the same 4.2 by 10 metre building dimension was offered at $139,000 and described a plot of about 4.2 by 17 metres; that is one lot example, not a universal Type D standard. A compact body may reduce upkeep and entry cost, but stair layout, storage, ventilation and the practical usefulness of the ground floor deserve close inspection.
The official page confirms four shophouse models and their building dimensions, but it does not provide a phase-wide table of land area, net area or model pricing. Plot depth, corner position, fit-out and post-handover alterations must be checked for the selected property. Dimensions from an individual resale listing should not be applied automatically to every house with the same facade type.
