Thailand opens online Employee Welfare Fund registration before contributions begin

Registration is live before the contribution regime starts

The online service is a preparation step rather than the start of payroll deductions. Employers can create access to the service, set a PIN, submit employee lists for fund registration and print the registration certificate.

These are separate issues because the system went live more than two weeks before the new contribution arrangements take effect. The September window is intended to let employers get the records in place before October payroll calculations begin.

The initial rate is 0.25% from the employee and 0.25% from the employer

The Department's current guidance describes the main target group as establishments with at least 10 employees that do not have a provident fund. Headcount therefore should not be taken as the only test of whether an employer falls within the scheme.

From 1 October 2026 through 30 September 2031, the employee contribution is set at 0.25% of wages and the employer contributes another 0.25%. The official schedule then raises each side's rate to 0.50% from 1 October 2031.

As of 21 September, the official material still identifies 1 October as the start date. No postponement of that date appears in the official updates checked for this story.

The portal separates October contributions from November remittance reporting

The live EWFund portal says employers will be able to report remittances through the system from 1 November 2026. That is a separate operational milestone and should not be taken as moving the contribution start date away from 1 October.

For employers, the rollout therefore has three distinct stages: registration and employee data from 15 September, contribution calculations for covered workplaces from 1 October, and the portal's remittance-reporting function from 1 November. Before the first payroll calculation, each business still needs to confirm that its own employment and provident-fund arrangements put it within the scheme.
