How to Complete the All Indonesia Arrival Card for Bali

All Indonesia is the free, required arrival declaration for international passengers. It combines immigration, customs, health and quarantine reporting, but it does not grant a visa.

Who Must Submit an All Indonesia Arrival Declaration?

A flight into Bali’s Ngurah Rai Airport (DPS) is an international arrival in Indonesia. That is why the All Indonesia declaration applies. The requirement covers foreign visitors as well as Indonesian citizens returning from overseas; it is not a special form issued by the Bali provincial government.

The service brings four kinds of arrival reporting together: immigration, customs, health and quarantine information. Travellers no longer have to approach those declarations as unrelated online forms at airports using the integrated system. Each authority still applies its own rules when you arrive.

Your route matters. Someone who has already entered Indonesia in Jakarta and then boards a domestic flight to Bali is not entering the country a second time. The correct international arrival point may therefore be different from the city on the final hotel booking.

Think of the resulting QR code as proof that you filed information, not permission to cross the border. Visa checks, customs inspection and entry decisions remain separate.

When Should You Complete All Indonesia Before Flying to Bali?

Use your arrival date in Indonesia to work out when the form opens. Submission is available from three days before that date through the day you arrive. A departure date printed on a ticket from your home airport can be misleading if an overnight connection moves the Indonesian landing into the next calendar day.

There is no need to rush to the form while your itinerary is still changing. Once the international flight and first accommodation are settled, completing it before boarding leaves room to correct a mistyped passport number and store the QR code. Doing everything on arrival is possible within the published window, but connectivity and queues can make that an awkward choice.

The government address is allindonesia.imigrasi.go.id. Filing there is free. A site selling a paid ‘arrival card’ service may be an intermediary; its fee is not an Indonesian government requirement for this declaration.

For a rebooked journey, return to the arrival date first. That is the date the three-day filing window follows, even if your original ticket or departure time has changed.

What to Have Ready: Passport, Flight and Address

Keep the passport itself beside you, not just a photograph of your flight reservation. The form requests identity details, and the published immigration tutorial shows an option to read the passport’s machine-readable zone (MRZ). Whether you type or scan, compare the result with the passport page; similar-looking letters and digits are easy to overlook.

You will also need the international flight or vessel information, your Indonesian arrival date and entry point, plus the address where you will first stay. The airport handling the international arrival may not be Bali. For instance, a traveller who enters Indonesia in Jakarta before taking a domestic connection to Denpasar should distinguish those two legs.

An accessible email account matters. Official guidance describes a one-time passcode sent by email for foreign visitors, while Indonesian citizens follow a different verification flow. The site can change its screens, so treat any tutorial as guidance rather than a promise that every field will appear in exactly the same order.

Before opening the declarations, think through what is actually in your bags and whether any health, recent-travel or quarantine questions apply. A visa or stay-permit document is a separate matter; entering its details in an arrival form would not create permission to enter.

How to Submit All Indonesia and Keep Your QR Code

All Indonesia starts by asking which kind of traveller is filing: a foreign visitor or an Indonesian citizen. That choice shapes the information requested later. The government form then brings personal details, travel information and arrival declarations into one submission.

A passport scan can spare you repetitive typing, although it deserves the same careful reading as manually entered information. Review the identity fields against the document you will present at immigration. Also consider the geography of your journey: a flight itinerary ending in Bali does not necessarily mean your first Indonesian immigration check will take place in Bali.

Customs and quarantine answers deserve a deliberate read. Travellers sometimes have ordinary-looking items in their luggage that fall into a reportable category, such as certain animal or plant products or devices intended for use on a local mobile network. The form is your declaration of what you are bringing, not an automatic clearance of those goods.

Once the submission is accepted, the service displays a QR code. Download a copy that opens without a data connection and keep another accessible offline if possible. At the airport, staff need to see the code, not a browser tab that can only reload over the internet.

Customs and Quarantine: What You Need to Declare

For international air and sea arrivals covered by All Indonesia, the customs questions are included in the combined declaration. You do not normally file a second, standalone e-CD for the same arrival through that system. What has changed is the submission channel, not the legal duty to describe goods accurately or comply with import restrictions.

The Indonesian customs form calls for disclosure of cash and certain payment instruments worth IDR 100 million or more, including the equivalent in foreign currencies. That is a reporting threshold; it is not a general exemption for everything below it. Goods above passenger allowances, items brought for trade, excisable products and restricted categories may also need to be declared. Reporting an item and owing duty are different questions, and the answer depends on the goods and applicable rules.

Quarantine questions reach beyond live animals. Fish, plants and products derived from them can be relevant too. A sealed packet in a suitcase does not, by itself, settle whether food or plant material is allowed in. Read the live declaration and follow any inspection or permit requirements that apply to what you are carrying.

Mobile devices have their own complication. A phone, tablet or similar device acquired overseas and intended for an Indonesian cellular network may involve IMEI registration. Declaring the device in All Indonesia is not proof that the separate registration process has been completed.

The categories and monetary threshold cited here were checked against government customs guidance on 16 October 2026. Requirements can change, and officers may still inspect baggage or request supporting documents after a digital declaration has been filed.

All Indonesia vs. Your Visa and the Bali Tourist Levy

Three different requirements can appear on the same pre-trip checklist. All Indonesia records information about an international arrival. A visa, e-VOA or valid stay permit deals with permission to enter and remain in Indonesia. They serve different legal purposes, even when all three can be shown on a phone.

Already holding an e-VOA or KITAS does not remove the arrival-declaration requirement for an international trip. Conversely, getting the All Indonesia QR code says nothing about your nationality-specific visa eligibility, permitted activities or length of stay. Those questions belong to the immigration rules for your actual status.

Bali’s tourist levy is provincial. Where it applies, the Love Bali system issues its own payment voucher and QR code. A completed arrival card is not evidence that the levy has been paid, and exemptions need to be judged under the province’s current criteria.

This guide concentrates on the declaration because that is the task a passenger must finish. Visa choices and levy payment procedures have separate rules and are covered by dedicated NovAsia pages.

Families, Children and Connecting Flights

A parent may organise the paperwork for the whole family, but every traveller still has their own passport details. The government service supports individual and group use, including travel with children. Follow the current family or group options and look at the confirmation that is actually issued; do not assume one QR will always cover every person in every booking arrangement.

Consider a family flying from Europe to Jakarta and continuing to Bali on a domestic service. If they clear Indonesian immigration in Jakarta, that is their international arrival. Their first accommodation can be on Bali, yet the Jakarta–Denpasar sector remains a domestic connection and does not create a second international entry.

Connections can be less straightforward when the itinerary involves different airlines, separate tickets or changes to the airport where border formalities take place. Use the actual entry point and the live form’s instructions. A combined family declaration does not take the place of whatever entry permission each family member needs.

What to Do About Form Errors or a Missing QR Code

A mistyped arrival date or passport number is easier to catch while the form is still open. Compare the identity details with the passport and the incoming flight with the confirmed itinerary. An airport mismatch can matter on a connecting journey, because the form is meant to describe your actual international entry.

Once the QR code appears, save it somewhere you can reach without mobile data. Open the downloaded copy before travelling to make sure the image is readable. Keeping a second offline copy is more useful than relying on an email link that may require internet access at the arrivals hall.

A cancelled flight, changed connection or missing code is harder to handle with one generic instruction. Available correction and retrieval options depend on the live government service. Follow its current guidance, or ask the immigration staff for help, instead of assuming there is an Edit button or that submitting a replacement form automatically cancels the original.

Be wary of websites charging to ‘unlock’ a declaration. A valid QR code records filing; it cannot guarantee admission or waive a customs check.

Pre-Submission and Boarding Checklist

All Indonesia Arrival Card FAQ

When should I complete All Indonesia before flying to Bali?

The filing window starts three days before your Indonesian arrival date and stays open on arrival day. On an overnight journey, use the date you actually land at your first Indonesian entry point, not the date you leave home. Submitting before boarding gives you time to save an offline QR copy.

Where is the official All Indonesia website, and is it free?

The official government address is allindonesia.imigrasi.go.id, and submitting the arrival card costs nothing. Third-party sites may sell assistance, but payment is not required to file the declaration. Before entering passport details, look carefully at the domain rather than trusting a search advertisement.

What details do I need for the All Indonesia arrival card?

Have your passport, date and location of first entry, incoming flight or vessel, first Indonesian address and accessible email ready. The official tutorial includes an email one-time code for foreign visitors. You will also answer health, customs and quarantine questions based on what you are actually bringing and your recent travel.

Do I need All Indonesia if I already have an e-VOA or KITAS?

Yes. A valid e-VOA or KITAS deals with immigration status, while All Indonesia is required for international-arrival reporting. Filing the arrival card does not extend a permit or settle whether your travel purpose fits the immigration permission you hold.

Do I also need to complete a separate e-CD customs form?

At international airports and seaports using All Indonesia, the customs declaration is part of the combined arrival form. A second standalone e-CD is not normally needed for that same arrival, although customs reporting duties still apply. Land-border processes can differ, so use the instructions for your actual crossing.

Does All Indonesia replace the Bali tourist levy?

The Bali tourist levy is separate from Indonesia’s national arrival declaration. Where payment is required, Love Bali issues its own QR-coded voucher; the arrival-card QR cannot stand in for it. Exemptions depend on the traveller’s status and the province’s published criteria.

What if I lose my All Indonesia QR code or my flight changes?

Start with the downloaded file or offline backup; the original QR may still be there. If your flight details changed or the code cannot be recovered, use the current instructions on the government portal and seek help from immigration staff if needed. Do not assume a particular editing function or that a new submission automatically replaces an earlier one.
