Bali Tourist Levy: Payments and Exemptions on Love Bali

Foreign tourists generally pay IDR 150,000 per person through Love Bali unless an exemption applies. This provincial levy is not an Indonesian visa.

Who Needs to Pay the Bali Tourist Levy?

A traveller can have an approved Indonesian visa and still need to pay Bali's separate visitor levy. As of 16 October 2026, the provincial charge is IDR 150,000 per foreign tourist. It funds the protection of Balinese culture and the natural environment; it is not collected as part of a visa application.

Eligibility turns on the purpose and legal basis of the visit. A holidaymaker will normally pay, while a foreign resident or someone holding a qualifying visa may be able to show evidence of exemption or obtain approval through Love Bali. Nationality alone does not settle that question.

The payment produces a Love Bali voucher carrying its own QR code. Neither the visa paperwork nor the All Indonesia arrival declaration serves as a substitute. The sensible starting point is the official provincial portal and the visitor's actual immigration document.

When Is the Bali Tourist Levy Payable More Than Once?

Flying into Denpasar from overseas is the straightforward case: a foreign holiday visitor ordinarily owes the Bali levy. A stop in Jakarta first makes no difference. The amended provincial rule expressly covers travellers reaching Bali from another part of Indonesia, so the domestic connection does not remove the charge.

Now consider someone spending four days in Bali, crossing to Lombok and returning for the rest of the holiday. Love Bali's FAQ describes a single payment for the Bali travel period before the visitor leaves Indonesia. Rather than buying another voucher on the return ferry, the traveller should retain the first one and use the official verification route if its status is questioned.

A side trip abroad is a different event. Once the visitor exits Indonesia and later re-enters, an old QR code should not be assumed to cover the new stay. The published wording ties validity to the period before departure from Indonesia, not to the traveller's passport indefinitely.

Cruise passengers are included as well. They may pay individually, or a registered cruise agent can arrange payment through a Love Bali group channel. Each passenger still needs accessible evidence of payment or an applicable exemption.

Two rules need to be read together: the levy applies whether Bali is entered directly or through another province, while the portal explains how one payment works during an Indonesian trip. Neither statement turns an earlier voucher into a lifetime pass.

Who Is Exempt from Bali’s Tourist Levy?

Exemption is more specific than being a foreign national or holding a visa with an impressive name. Visitors on an ordinary tourism route, including the B1 e-VOA or a C1 used for tourism, should generally budget for the levy. Paying an Indonesian visa fee has no bearing on whether Bali's provincial charge has been settled.

Several categories can substantiate an exemption by presenting their status documents. Love Bali lists transport crew, diplomatic and official visa holders, holders of valid KITAS or KITAP residence permits, and people on family-reunification or student visas. For a resident, the useful evidence is the current stay permit and its validity, not a payment receipt from a tourist checkout.

The route is different for Golden Visa holders and eligible people in the portal's other-visa category. They need to submit an exemption request and receive approval. A business-related travel purpose alone is insufficient, and the generic label 'long-stay visa' does not tell an officer which exception applies. Where somebody holds more than one immigration document, the actual status and the portal's category rules have to be reconciled.

Age does not create an automatic waiver. The published list contains no blanket exemption for children, and the levy is charged per person. A family paying as a group should therefore account for every foreign tourist, including a child, unless that particular traveller has a documented exemption.

A useful distinction is between evidence of an existing exempt status and an approval that has yet to be granted. For an unusual visa type, the outcome depends on the precise document and the rules in force at arrival; online descriptions of visa categories are no substitute for an official determination.

How to Apply for a Love Bali Levy Exemption

Someone holding a valid KITAS ordinarily relies on the residence document itself. A Golden Visa applicant faces a separate task: securing approval of a levy exemption before treating the charge as waived. Love Bali distinguishes those routes, which is why submitting the same form 'just in case' is not a substitute for checking the correct category.

The official Apply Exemption page asks for passport and name details, an email address, country, intended arrival date, exemption category and visit purpose. Supporting evidence is uploaded as a PDF. The data should match the immigration document used for the claim; a different spelling or an outdated attachment may leave the application harder to verify.

Article 7 of Bali Governor Regulation 2/2024 requires the relevant application at least five days before arrival. The authority reviews the request and sends its approval or refusal through the Love Bali system. A submission confirmation proves only that an application was made. The traveller needs the actual decision and the document that supports it.

Last-minute arrivals have less room to resolve a rejected or incomplete request. Before planning around an exemption, consider what the current portal asks for and whether the status is clearly eligible. If it is not, obtain clarification from the official service or a qualified immigration adviser rather than assuming that no payment will be due.

How to Pay the IDR 150,000 Love Bali Levy

The safest reference point for payment is the official lovebali.baliprov.go.id address. Its checkout offers Single and Group options. Group payment is useful when one person organises a family booking, although the levy still applies to each non-exempt traveller individually. Where an exemption might apply, resolve that question before opening a payment transaction.

The form collects names, passport number, country, email address and arrival date. The confirmation email is important because it carries the voucher, so use an inbox you can access while travelling. Errors in a passport number or date may create more work later than spending an extra moment reviewing the details now.

Before payment goes through, the portal presents a summary of the submitted identity and trip data. The advertised charge on 16 October 2026 is IDR 150,000 per person. Foreign-currency estimates on the site are not a guarantee of what a bank will finally debit; card conversion and issuer charges can change the amount shown on the traveller's statement.

Love Bali's FAQ identifies cards, bank transfers, virtual accounts and QRIS as cashless options. The live checkout determines which of those can actually be selected for a particular transaction. An unfamiliar payment screen or another website asking for money is a reason to return to the official domain before entering card information.

Prepayment is encouraged, not a separate legal deadline before boarding a flight. Provincial rules also provide for payment at authorised arrival points or registered endpoints during a Bali visit. Cruise operators and other approved partners may assist, but their status should be traceable through the Love Bali system rather than accepted on trust.

Love Bali Payment Checklist

Where to Find and Save Your Love Bali QR Voucher

A successful payment should result in an emailed levy voucher carrying a QR code. Save the voucher in a form that can be opened without mobile data; a PDF or an offline image is easier to produce at a checkpoint than an email buried under travel confirmations. The QR is evidence of the Bali levy, not an immigration clearance.

Travellers paying for several people should have each passenger's evidence readily available. Provincial rules allow payment or exemption approvals to be scanned at arrival points and registered endpoints. One group organiser may hold the emails, but that arrangement becomes awkward if people separate during the trip.

The All Indonesia arrival declaration can also generate a QR code, which is why confusion is common. Its purpose is national arrival processing; it does not demonstrate payment of the provincial charge. Giving the two documents clear filenames makes it much easier to retrieve the right one.

Lost the Love Bali message? The official Resend Levy Voucher service asks for the invoice number, passport number and email address. Keep the original transaction receipt for that reason. A bank alert can indicate that money moved, but it may not contain the information needed by the self-service recovery form.

What to Do If Love Bali Charges Twice or the QR Is Missing

A card charge followed by a blank checkout page does not necessarily mean the levy failed. Love Bali has a duplicate-transaction warning that looks for the same traveller details and arrival date. Its presence is a reason to inspect the original payment before creating a new one, especially if a bank notification has already appeared.

Bank statements can show a completed debit or a transaction still in process; those are not always the same thing. Search the inbox and spam folder for both the invoice and the QR voucher. A delayed message is easier to resolve than two charges for one arrival date, so payment should not be repeated simply because the screen did not finish loading.

When an invoice exists, the official Resend Levy Voucher page can request another email using the invoice and passport numbers. If the receipt is missing or the details fail to match, the next route is Love Bali's support channel linked from its own website. Passport copies and payment information belong in that secure exchange, not on a public forum or an unsolicited support link.

There is a legal basis for refunds of genuine duplicate levies. Article 15A of Bali Governor Regulation 25/2025 covers payment made more than once for the same arrival date, but assigns the detailed process to a separate governor's decision. Approval, method and timing should therefore be confirmed with the official service; neither instant reversal nor a fixed number of days is guaranteed.

Retain both invoices, relevant card or bank records and the traveller details while the case is reviewed. Those records make it possible to describe one identifiable duplicate rather than reporting only that 'the website charged twice'.

Levy Payment Red Flags

Why Love Bali Does Not Replace a Visa or All Indonesia

Three documents may be relevant to one Indonesian holiday, and they answer different questions. A visa or other entry permission establishes an immigration basis for travel. All Indonesia handles the national arrival declaration. The Love Bali voucher confirms payment of Bali's provincial levy, unless the visitor has separate evidence of an approved or status-based exemption.

The distinction matters on a connection through Jakarta: completing Indonesia's arrival declaration there does not satisfy the later Bali levy requirement. Equally, a tourist with a Love Bali receipt still needs the correct national entry permission and any applicable declaration. One QR cannot be presented as proof that every other process is complete.

Visa eligibility and the All Indonesia form deserve their own guides. For this levy, the remaining decision is whether your particular immigration status qualifies for an exemption and what evidence the provincial system recognises on your travel date. An ambiguous case calls for an official or qualified individual assessment.

FAQ: Bali Tourist Levy and Love Bali Exemptions

Does every foreign visitor have to pay Bali’s tourist levy?

No. The standard levy applies to foreign tourists visiting Bali, even if they reached the island from another Indonesian province. Specific residents, crew and qualifying visa holders fall into exemption categories. Some can show existing status documents; others need approval from Love Bali. Passport nationality alone does not identify which process applies.

How much is the Love Bali levy, and do children pay?

The posted rate on 16 October 2026 is IDR 150,000 for each liable visitor. The official exemption list provides no general age-based waiver for children. Families should arrange a separate voucher for every non-exempt child even when paying in one group checkout. A child's own qualifying status can change that answer.

Are KITAS and KITAP holders exempt from the Bali levy?

Holders of valid KITAS or KITAP permits are listed as exempt. Love Bali's FAQ directs these categories to present proof of their stay status rather than submit the online exemption application reserved for certain visa holders. Keep the document accessible at any checkpoint where it may be requested. An expired permit does not establish a current exemption.

Do Golden Visa holders need to apply for a Love Bali exemption?

Yes, Golden Visa holders are among the categories expected to apply through the Love Bali system. Their visa title by itself is not the approval notice. The published procedure calls for submission at least five days before arrival, so a last-minute request is risky. Retain the decision and the immigration document used to support it.

Can I pay Bali’s tourist levy after arrival?

Yes. Bali's rules permit the charge to be settled before travel or during a visit using approved channels. The provincial portal also identifies registered endpoints and arrival payment counters. Paying beforehand is usually more convenient because the QR is available to save offline. It is not an extra airline boarding permit.

What if I was charged but never received my Love Bali QR voucher?

Do not start another payment as the first response to a missing email. Review the bank or card transaction and search the spam folder for the receipt or voucher. With an invoice number, passport number and email, Love Bali's Resend Levy Voucher page can request a fresh copy. If the recovery form fails, use the support contact from the official site and retain the payment evidence.

Do I pay again if I return to Bali during the same trip?

Love Bali's FAQ describes a single payment during the Bali travel period before the visitor exits Indonesia. Returning from Java or Lombok during the same Indonesian stay is therefore different from beginning another trip after leaving the country. Keep the earlier QR and verify it if there is any uncertainty. Do not assume an old voucher remains valid on every future visit.
