Changing a property manager

The common mistake is to announce a new manager before the old period has ended and handover is understood. One person is then no longer answering, another has no access yet, and the owner cannot reconstruct where keys, records and open questions sit.

Where does a sound manager change begin?

Not with a new chat or password handover. Begin with a boundary: which period the previous mandate covers, which records are available, what remains open and which actions a new person may perform only after explicit agreement. It is simpler than later arguing from memory and expectation.

Short answer

Separate a change into four lines: close of old period, handover of history and property, access and personal data, and start of new mandate. Do not compress them into the word “transferred”. Until a line is confirmed, it remains an open question, not a silent assumption.

What is known and what to verify

What is known

What to verify for the address

      1. Name the last date of the old period

First separate the outgoing manager’s actual period from the date you began looking for a new one. In a short record, name asset, latest available records, unfinished tasks and questions the outgoing side may still answer within its role.

A change does not automatically confirm contract or authority termination. Those conclusions need the selected records and authorised parties, not a messenger message.

      2. Transfer a defined starting set, not “everything”

Create a register: keys and physical access, agreements and reports, open works, contractor contacts, bills and asset-related material. For each line, it helps to show holder, date, period and what has not yet been transferred.

A password, contact, photo, expense record and authority to decide are different things. Receiving one does not mean the new person received the others or may act without boundary.

      3. Tenant and contact data should not travel uncontrolled

Law No. 27 of 2022 regulates personal-data protection and processing in Indonesia. For a transition, that supports a simple discipline: do not forward an endless archive “just in case”; list which data a new mandate genuinely needs and where it remains.

The law itself does not answer which data may be transferred under your agreement or on which basis. That remains a directed review question, especially where occupants, payments or personal accounts are involved.

      4. A new mandate begins with its first clear record

A new manager should begin not with a promise to “sort out everything”, but with a recorded starting state: start date, available material, open tasks, independent-decision limit and next reporting period.

This protects both owner and new person: old gaps do not disappear, but they do not automatically become the new person’s responsibility.

      5. If handover stalls

Do not replace missing handover with guesses. Name it precisely: key missing, latest report unavailable, work status unknown, service access not confirmed, period question unanswered. Each line needs a holder for the next answer.

When a question concerns agreement, access right, personal data or a material amount, separate it from the general list and direct it to a suitable authorised party or professional.

      Decision steps

      1. Frame old period

Name last date, records and open tasks of old mandate.

      2. Build handover register

Put keys, access, records, works and contacts on separate lines.

      3. Limit data

Transfer only what belongs to agreed new mandate; retain disputed point as question.

      4. Record new mandate start

State date, available material, decision limit and first reporting period.

      5. Assign open items

For every gap, name next holder and required material.
