Why this project is worth a look
Land rather than amenities
The standard offer is a small house on a 100 sqm parcel, with parking and outdoor space. That can offer more independence than an apartment, but it is not a substitute for a large family home.
About the project
Blue Ocean Residence is a low-rise housing cluster in Kampial, southern Badung. Despite its coastal-sounding name and the frequent use of 'Nusa Dua' in sales advertisements, it is not presented as a beachfront resort or a managed villa investment. The clearest product record is on BTN Properti, where a detached, single-storey house occupies a 100 sqm plot and provides 45 sqm of built space, two bedrooms and one bathroom. The lender's property portal identifies Akasha Dharma Pertiwi as the developer brand; the name is repeated in the seller's own listing. That combination gives the development a traceable identity rather than just a generic house-for-sale description. The attraction is straightforward: buyers get a defined land parcel, a modest home, room for a vehicle and some outdoor space. What they do not get from those figures alone is an assurance that the interior layout will suit their family. A 45 sqm footprint leaves little spare room once the kitchen, circulation and bedrooms have been accommodated.

Location deserves more precision than the marketing shorthand suggests. BTN places the development on Jalan Dharmawangsa in Lingkungan Menesa, Kampial, an area belonging administratively to Benoa, Kuta Selatan, Badung. The local government independently confirms that Lingkungan Menesa falls within Kelurahan Benoa. Estate agents also refer to Jalan Raya Kampial, which appears to be a broader access description rather than a replacement for the more specific address. No verifiable house number, cadastral lot number or exact project coordinates were available from the material reviewed. It would therefore be misleading to display an arbitrary pin in central Nusa Dua as if it identified the site. For someone planning to live here, the relevant location questions are practical: how the internal street connects to Dharmawangsa, the ease of commuting during busy periods, and access to everyday services. Advertised drive times to resorts, campuses and beaches have not been independently tested.
The core 45/100 specification is unusually consistent across the bank and the seller. It means 45 sqm of house on 100 sqm of land, not 100 sqm of internal accommodation. Both sources describe two bedrooms and a single bathroom; the seller lists a kitchen and living space, carport, small garden, aluminium window frames, PDAM water connection and a 2,200-watt electrical supply. These are useful basics for a permanent home but not a substitute for a technical handover schedule. The available offers do not establish room dimensions, roof construction, drainage details, waterproofing provisions or the exact appliances included in each purchase. Nor do they demonstrate a shared swimming pool, resort facilities or staffed rental operation. Prospective buyers should judge the design for what it is: compact residential accommodation with a private plot. The condition and usability of the outdoor area may matter as much as the nominal bedroom count.
The market offers another house variant, commonly described as type 50/100. Several estate agents associate it with three bedrooms, one bathroom, a carport and a price around IDR 950 million. In the narrative description, '50/100' denotes 50 sqm of house on 100 sqm of land. Yet one Rumah123 advertisement fills the building-area field with 100 sqm, while its own description still says 50 sqm. A Brighton listing also contains mismatched area fields and text. This is too material to smooth over: neither the search result card nor an agency's form field can settle the real internal floor area. The selected home's floor plan, approved building documents and measurement are the relevant evidence. Three bedrooms within 50 sqm could make sense for a particular household, but the trade-off would be smaller private rooms and less communal space. It is a different decision from simply choosing 'one more bedroom'.
A third independent listing hints at greater variety in the project. In June 2026, agent Mbok Ming advertised house areas from 45 to 60 sqm, plots of 100 to 165 sqm and asking prices from IDR 825 million to IDR 1.361 billion. That listing also marked plots G3, G6 and G7 as already sold at the time. The bank's property interface displays block letters G, H, I and J. None of this establishes the final home count, total number of phases or current inventory: a block label can cover more than one plot, and a sales status can change between publication and inquiry. There is no confirmed master plan that ties every unit number to a size, completion date and price. This matters particularly for an overseas inquiry, where two listings carrying the same project name could concern different plots and different delivery obligations. A useful offer is identified by its individual parcel, not only by the estate's brand.
Blue Ocean Residence reads more like a neighbourhood development than an amenity-led destination. BTN lists a kitchen, family room, power and a PDAM water line; the seller describes asphalt internal roads and a one-gate layout. A controlled entrance may be convenient, but 'one gate' should not be read as a promise of 24-hour security, professional maintenance or an inclusive service charge. Public materials do not explain ownership of internal roads, the cost of communal lighting, maintenance responsibilities or whether the entrance is staffed. These details tend to become more important after move-in, when residents share an access road and water or drainage infrastructure. The electric supply quoted for a house is also different from confirmed operational capacity at a particular meter. A buyer who expects turnkey living should distinguish a list of intended features from checked, functioning services at handover.
Pricing is best understood as a set of dated offers rather than a single official schedule. The lowest project-specific advertisement identified was IDR 825 million, published on 24 June 2026 by an independent agent. BTN Properti shows IDR 870 million for its 45/100 type; a listing by Akasha Dharma Pertiwi showed IDR 900 million in May, while agents advertised the larger three-bedroom format at around IDR 950 million. The gap may reflect different plots, configurations, timing and negotiable terms. The original listing dates matter because a discounted plot may already have been reserved or sold. No publicly verified statement established that a house is available today at the lowest advertised figure. Taxes, notarial charges, transfer costs, finish specifications, and whether the sale concerns a completed home all affect the cash commitment. For that reason the headline price here is a market-floor reference, not a firm quotation from the developer.
Financing claims need the same restraint. BTN's portal offers an Indonesian mortgage, or KPR, calculator; agents separately mention down payments beginning at 10% and reservation amounts of IDR 1 million. These are marketing and intermediary terms, not a verified project-wide payment contract. A mortgage illustration is not a bank approval, and eligibility depends on the borrower, their finances and the underwriting rules of the chosen institution. Some advertisements include notary fees, purchase-related taxes, title transfers, a gate, canopy or air-conditioning as incentives. Their wording differs, so it would be a mistake to add every advertised benefit into a universal specification. Before comparing offers, buyers need to know exactly who invoices them, when each instalment becomes due, what happens after a failed finance application, and which costs are genuinely included in the contracted price. Short promotional copy leaves all of that unsettled.
Completion is not uniform in the available advertisements. The seller's listing describes a house as ready to occupy, while separate agency offers for Blue Ocean Residence refer to 'indent' purchases, with delivery estimated four to five months after the down payment. This need not be a contradiction if the listings concern different plots, but there is no verified estate-wide handover schedule to demonstrate that explanation. Some homes may be ready, some may be sold and others may be subject to further construction. An advertised four-month lead time is also not the same as an enforceable delivery undertaking. For a finished house, the buyer can inspect the exact building and its functioning services. For an unbuilt or unfinished parcel, payment milestones, technical specifications, delay provisions and acceptance procedures become part of the risk assessment. An estate-wide 'completed' label would conceal that distinction, so none is assigned here.
Ownership law is the main barrier for many international readers. Both BTN and the seller market the land title as SHM, or Hak Milik, an Indonesian freehold land title. A foreign individual cannot simply take transfer of Hak Milik in their own name. Indonesian law provides defined circumstances in which an eligible foreigner may hold a residential property through Hak Pakai, a right of use, but the qualification depends on immigration status, title structure, the particular property and applicable rules. There is an additional price issue in this case: the currently listed ATR/BPN ministerial decision sets a minimum of IDR 5 billion for a landed home in Bali under the foreign-residential-ownership framework. Every Blue Ocean Residence asking price found in this research falls well below that threshold. An inexpensive SHM house cannot therefore be presented as a directly registrable foreign-owned property simply because the advertisement says 'freehold'. No deed or alternative, project-specific structure for a foreign individual was verified.
The developer identification is credible as a brand, but not yet as a complete legal counterparty. BTN Properti names Akasha Dharma Pertiwi; the same name advertises the estate on Rumah123. However, the latter site categorises the profile as an independent property agent and displays only part of its business identification number. No corporate documentation seen in this research links a verified legal entity, the landholder and the contract recipient for a particular Blue Ocean Residence plot. A marketing name can represent a developer, a seller or both, without telling a buyer which party actually has legal authority to transfer title. The practical question is whether the land certificate, permitted construction, seller identity and payment instructions all describe the same parcel and properly authorised parties. Until that can be shown, treating the advertising account name as the legal vendor would be premature.
Permits are equally plot-specific. The seller says the SHM certificates have been split and mentions PBG, the Indonesian building approval. Agents sometimes write 'IMB/PBG', joining the older permit language with the newer system without disclosing a document. No actual certificate, PBG number or project-specific permit was available to inspect. Nor was an SLF, the certificate confirming a building's fitness for use. Missing public access does not prove these documents are absent. It does mean that 'ready to occupy' and 'has PBG' should be treated as statements in a sales listing rather than documentary findings. The government's SIMBG service distinguishes permission for construction from certification for use, a difference that matters when a purchaser expects immediate legal and practical occupation. Actual approvals and the plot they cover need to match the house being bought.
This estate makes the most obvious sense as an everyday home for a buyer who can lawfully take the intended title and wants a private plot without paying for a large house. A small household may find the single-storey layout practical, especially if outdoor space and car access matter. It is a much less convincing fit for somebody expecting a resort-style management operation or a documented holiday-rental return. No verified rent roll, independent yield calculation, occupancy history or resale transactions for this particular cluster were found. Nearby tourism does not establish permission, demand or profitability for short-term rentals of these homes. The sensible order of decisions is therefore quite different from a hotel-investment pitch: first establish title and buyer eligibility; then examine the specific plot, house and legal vendor; only after that evaluate price, financing and the property's potential uses.

Best for: Eligible domestic buyers seeking a modest standalone home and land in southern Badung, rather than a serviced resort property.; Small households that value ground-floor living, car access and a manageable outdoor area more than generous indoor room sizes.; Buyers prepared to distinguish inspected, ready homes from plots offered with a later construction handover.; People comparing a particular 45/100 or 50/100 home on layout, full costs, seller authority and title documentation.; Foreign individuals expecting to buy the advertised SHM land directly: that title is not available to them, while asking prices are below the IDR 5bn foreign landed-home threshold applicable in Bali.; Anyone relying on a documented holiday-let yield, a rental operator, swimming pool or hotel services; none is established for this estate.; Families requiring large bedrooms, multiple bathrooms and substantial internal living space.; Buyers needing every advertised plot to be immediately habitable, as some listings describe future delivery.; may not suit: .
What we confirm before booking
A short, project-specific list. We request these from the developer and go through them with you before any payment.
- SHM and PBG appear in seller statements, but the selected plot certificates, permit identifiers and SLF documents were not reviewed; the legal selling entity and registered landholder are also unverified. Published price references range from IDR 825m and IDR 870m to IDR 900m and roughly IDR 950m for type 50/100. One 50/100 listing's building-area field reads 100 sqm although its narrative says 50 sqm. Some homes are marketed as ready to occupy, while other listings promise handover four to five months after payment. The final plot plan, home count, live inventory and exact site coordinates have not been verified.
