Why this project is worth a look

A design worth inspecting

Homeboys' curved forms and warm material palette give the villas a recognisable identity. The move into BAIA makes it possible to compare that original vision with a real operating property instead of relying solely on development renders.

About the project

Bocoa Uluwatu began as a design-led private-villa development in the Nyang Nyang part of Pecatu, on Bali's southern Bukit Peninsula. Its defining offer was straightforward: individual pool villas in one-, two- and three-bedroom configurations, using an adobe-inspired visual language rather than the ubiquitous glass-box tropical villa. The name matters because there are other Bocoa properties in Pererenan, Jimbaran and Ubud. Those are not interchangeable sources of layouts, delivery records or tenure. The Uluwatu scheme is the one that has subsequently been linked to BAIA Uluwatu, the hospitality identity now being introduced for villas entering guest operation.

The project's transition from development to hospitality explains some otherwise confusing names in the public record. Luma Properties Bali announced the initial launch as a collaboration with Homeboys Projects, the design studio behind the architecture. Today Azuma Developments features Bocoa on its own project website, explicitly acknowledging Homeboys. Azuma's more recent announcement identifies Azuma Collections as the operator bringing the villas into the BAIA hospitality programme. That is a credible link between the original sales project and the guest-facing product. It is not, however, evidence of the precise Indonesian legal entity that owns the land rights, signed construction agreements, granted leases or receives money under an individual resale contract.

One of the most useful discoveries is also an unresolved discrepancy. Ramon Luckers, describing Bocoa as one of his Azuma developments, stated publicly that the Uluwatu project contained 40 villas sold to Dutch investors. LDR Group's former sales page, meanwhile, displays 22 units and describes a single phase. The smaller figure may reflect that agency's allocation, a particular release or an earlier configuration; none of those explanations has been established by a complete master plan. For the project-level record, the firsthand 40-villa statement is the stronger account of intended scale. It should not be confused with a verified count of villas physically delivered or handed over to owners.

The location has a useful address clue that the early promotional materials lacked. BAIA's active accommodation listing gives 545H+M8, Pecatu, South Kuta, Badung Regency, Bali. A separate housing-development listing for Bocoa carries the same location code, reinforcing the connection. Earlier Bocoa material describes the site as Nyang Nyang, within the wider Uluwatu market. The distinction is practical: the road network here is not a simple beachfront grid, and a point close to the cliff edge does not necessarily provide a straightforward walk down to the sand. The published code helps identify the property and its access route, although a land parcel plan and verified plot boundaries were not made publicly available.

Beach proximity was a prominent selling message. Luma's presale announcement claimed approximately 350 metres to the beach; another agency's marketing described roughly 700 metres to the cliffs. Those are not necessarily measurements to the same place. Neither should be used as a verified walking route, and neither makes a particular villa an ocean-view property. Some higher-priced units were promoted with sea views when sales began. A prospective resale buyer should distinguish a view visible from a particular terrace today from a view protected by enforceable restrictions over adjacent land. The latter has not been demonstrated in the material reviewed here.

UNO, DUA and TIGA were the original design names for the one-, two- and three-bedroom villas. Their common language includes a private pool, outdoor lounging space, warm textured surfaces and the sunken seating feature shown in early sales descriptions. The current BAIA accommodation offer confirms that one- to three-bedroom pool villas exist as an operating hospitality product, with kitchen facilities, air conditioning and wireless internet. Yet room types on a booking website are not a substitute for a numbered as-built drawing. Villa orientation, pool size, open-air space, bathroom count and the exact furniture package still need to be established unit by unit.

There is no clean, like-for-like area schedule in the accessible sources. Azuma Collections publishes a broad accommodation range of 60–138 square metres. Historical LDR Group advertisements give 121 square metres for individual one-bedroom villas and 212 square metres for a two-bedroom listing, alongside separate plot figures. Whether those sales figures include terraces, other outdoor areas or a different definition of floor space is not explained. Quoting the largest number as an indoor living area would be misleading. It is more useful to treat the contemporary accommodation range as an operator description and the older listing figures as historical, non-comparable sale-card data until plans and actual measurements are supplied.

The timeline deserves particular care. Early promotional papers and intermediary listings presented 2025 completion targets. They are records of earlier plans, not proof that the works finished on schedule. A much stronger update arrived in September 2026, when Azuma reported the completion of BAIA's first phase and described Bocoa villas moving into operation. Azuma Collections now maintains a dedicated BAIA page, and an accommodation platform offers reservations across one-, two- and three-bedroom options. Together, these are credible evidence of a genuine transition to guest use. They do not establish full handover of every one of the 40 villas or closure of all remaining construction activities.

BAIA's operating details make the project more tangible than an off-plan prospectus. The official hospitality materials identify daily housekeeping, security, equipped kitchens, private pools and wireless internet. The accommodation listing also refers to on-site parking, optional paid airport transfers and the possibility of daytime construction disturbance. For an owner, that creates two separate questions. Is the hospitality service genuinely available for the particular villa being sold? And what exactly will the owner pay for it? Public pages do not provide a signed management agreement, a schedule of recurring charges, reserve contributions, guest-use restrictions or audited property-level income. An available booking calendar is not the same thing as an established net rental yield.

Availability for purchase is a different subject again. Azuma's Bocoa page is marked sold, and LDR Group also describes the development as sold out. Luma's original presale communication advertised indicative starting prices of IDR 3.06 billion for UNO, IDR 4.165 billion for DUA and IDR 5.455 billion for TIGA. Those were launch-era prices, not quotations for October 2026. Older European listings show different euro amounts for individual villas, typically with a sold designation. No current, document-backed resale unit with a confirmed asking price and remaining land term could be established from the sources reviewed. Using either the old starting figures or prices from neighbouring developments as a present-day entry price would obscure that gap.

The historical sales page describes a 25-year leasehold arrangement with an extension right. What it does not disclose is the executed lease, its commencement date, remaining unexpired term, identity and authority of the lessor, transfer mechanism or price and conditions of any extension. These are not small details. If the original term started before handover, a resale buyer does not automatically receive a fresh 25 years. Nor is an advertised extension equivalent to a unilateral right to extend at a fixed, enforceable price. Until the actual documents are inspected, it would be unsafe to describe the offer as unrestricted ownership or to place a specific residual tenure in the property record.

Indonesian property law distinguishes land ownership under Hak Milik, rights such as Hak Pakai and Hak Guna Bangunan, and contractual leases. A foreign individual cannot simply acquire Hak Milik land in their own name. The relevant outcome for any Bocoa transaction depends on what right exists over the underlying parcel, who holds that right, and whether the buyer is receiving a personal contract, a transferable interest or shares in an entity. None of those questions can be answered conclusively from brand materials or a resort booking page. At a minimum, the chain of land documents, the parties' identities and the mechanism for assignment need independent professional examination before money changes hands.

Permitting calls for the same separation of evidence. Indonesia's building framework refers to PBG for building approval and SLF for fitness to use, while spatial-use checks determine whether intended activities are compatible with the land. The public project material did not allow us to verify a Bocoa-specific PBG, SLF, underlying title file or the permissions relevant to short-stay guest operations for each unit. This is a statement about unavailable documentary evidence, not an accusation that approvals are missing. A booking portal may publish registration identifiers, but that alone does not certify each title, building and rental entitlement for a buyer's proposed ownership and operating structure.

The practical case for Bocoa is therefore more interesting, and narrower, than its original investment pitch. The villas have an identifiable design proposition, a useful Pecatu location reference and an operator with a live hospitality presence. A buyer seeking a distinctive second home with the option of professionally handled guest stays may reasonably want to investigate a resale. Anyone needing instant vacant possession, a verified full freehold title, a guaranteed extension or proven passive income should not infer those from the project brand. The decisive documents remain those for one specific villa: the contract and land chain, the physical handover, the applicable permits, the latest seller's price and the actual operating agreement.

Unit types & sizes

UNO — one-bedroom villa

The entry layout is geared to a couple or solo guest. BAIA confirms one-bedroom pool accommodation, but its hotel description does not identify the precise built area, bathroom schedule or sale specification for every original UNO villa.

Get floor plans and current prices
DUA — two-bedroom villa

Two bedrooms suit family use or a stay shared by two couples. A historic two-bedroom sales listing exists, but its surface figure cannot be reconciled cleanly with the current hospitality area range without the original drawings.

Get floor plans and current prices
TIGA — three-bedroom villa

The three-bedroom format is the family and group option. Both original sales material and BAIA's live accommodation offer recognise it, while an independently checked unit-by-unit price and land schedule remains unavailable.

Best for: A second-home buyer who values private outdoor space, a recognisable architectural language and a quieter Pecatu setting over a tower residence or a beachfront hotel. A visit to the particular villa matters because layouts and actual finishes can vary within one branded collection.; Someone comfortable owning a villa while delegating guest operations, provided they can review the management agreement in detail: owner-use allowances, service fees, repair budgets, reporting, insurance and the right to change operators.; An investor willing to undertake a genuine resale search rather than expect developer stock to be on the market. This includes confirming that an owner is selling, how much lease time remains and how the underlying rights can be assigned.; A family or group purchaser whose accommodation needs fit the one- to three-bedroom mix, and who is prepared to verify actual room and bathroom sizes before comparing competing properties.; Not a straightforward option for a foreign buyer insisting on direct Hak Milik land ownership. The publicly described sales arrangement does not establish that right, and Indonesian law does not allow it to be assumed.; A poor match for someone whose budget depends on a promised yield or an unconditional lease extension. Neither an operating booking page nor an old sales brochure supplies that certainty.; Unsuitable for a purchaser who needs documentary confirmation that every phase is fully handed over and free of nearby works before signing. The first-phase update and the guest listing establish less than that.; may not suit: .
