About the project

Borey Chankiri is a completed low-rise residential community in southern Phnom Penh, identified in architectural and early developer material as Chankiri Palm Creek or Borey Chankiri I. It sits along National Road 2 in Sangkat Preaek Kampues, Khan Dangkao, close to the Stung Prek Tnaot waterway. The product is not a condominium unit in a co-owned building. Buyers are looking at landed houses inside a managed, gated neighbourhood, so the exact home, plot, title, physical condition and community obligations matter. The original development must also be kept separate from Borey Chankiri 2, an adjacent project with its own phases, home designs and commercial terms.

HKA + Partners developed the architectural concept with Urbanland. The design language draws on Cambodian modernism from the 1950s through the 1970s, using clean horizontal lines, deep overhangs, sun fins, balconies and restrained façades. These features have practical work to do. Roof and balcony projections provide shade, window placement supports daylight and cross-ventilation, and service spaces such as kitchens and bathrooms are designed to breathe. The completed streets have a coherent visual identity, yet the houses vary substantially in frontage, number of open sides, garden area and privacy. Bedroom count alone is therefore a poor way to compare two listings.

The master plan covers roughly 9.5 hectares and, according to the Raintree project feature, contains more than twenty shared spaces. Asia Property Awards identifies a 4,500-square-metre central park, the Grand Walk linear park and a network of pocket gardens. The planning idea places a park within an approximately three-to-five-minute walk of every home. Current project photography shows established green corridors, a landscaped pond, pavilions, walking paths and a central park framed by occupied streets. Since the development is delivered, buyers can test this promise directly by inspecting shade, planting condition, lighting, access rules and actual use at different times of day.

The housing range was created for different household sizes and budgets. HKA lists the compact Villa Kon Kat Laor, the standalone Villa Klem, the paired Villa Pluos, the smaller Villa Pluos Touch, the larger Villa Udom and the premium Villa Udom Thom. These are design families rather than one fixed specification. Resale stock includes corner plots, altered interiors, furnished homes and empty shells. A July 2026 Villa Pluos Toch listing describes three bedrooms, three bathrooms, a 5.5 by 12.45 metre house and a 5.5 by 18 metre plot. Current Villa Klem examples show four bedrooms, six bathrooms and around 291 square metres, while Udom properties extend far beyond that scale.

Adaptable planning was part of the original brief. Villa Udom was presented with a generous principal bedroom that could be divided into two zones, a multipurpose room and additional storage. Across other types, flexible rooms can operate as a study, playroom or guest space. Kitchens were considered around everyday Cambodian cooking, with ventilation, backyard access and the ability to separate cooking from dining. This is useful for multigenerational households, although the exact resale house must be checked rather than assumed to match the launch plan. Owners may have joined rooms, enclosed terraces, moved kitchens or changed electrical and plumbing systems after handover.

The landscape programme is distributed across the community rather than concentrated in a single clubhouse. Published facilities include a children’s play area, edible garden, tea pavilion, reading corners, sports space, exercise areas for younger and older residents, a reflexology path, scented garden, hammock zone and small pavilions by the water. The intention is to support both quiet use and social activity within individual neighbourhood clusters. A practical inspection should go beyond appearance. Buyers need to understand access rights, quiet-hour rules, reservation procedures, the landscaping budget and which spaces are held and maintained for the community as a whole.

Construction started in May 2021, and early material named 2023 as the expected completion year. By July 2026, the houses and landscape are presented and traded as completed property, with most available stock appearing on the resale and rental markets. That changes the due-diligence process. Instead of relying on a future delivery promise, a buyer can inspect the street, façade, garden, utility connections, drainage and settlement cracks before committing. Each resale home, however, has an individual history. Occupancy, rental use, renovation, outstanding charges and furniture inclusion can make two houses of the same named type very different purchases.

The resale market spans a wide price range. The lowest fresh anchor found on July 18, 2026 was $155,000 for an unfurnished three-bedroom Villa Pluos Toch. A three-bedroom corner linked home with a 126-square-metre plot and roughly 172 square metres of total floor area was marketed at $235,000. Villa Klem offers appeared from about $330,000 with four bedrooms and six bathrooms. Villa Udom examples were around $500,000 to $563,800, while a large Udom Thom with a private pool was offered above $1.6 million. These are individual homes with different land, orientation, condition and fit-out. They demonstrate market breadth, not a single official price list.

The setting suits buyers who deliberately choose southern Phnom Penh. National Road 2 and Samdech Hun Sen Boulevard connect the district to the wider road network, while development along the airport corridor has increased attention on Dangkao. Daily convenience still depends on the buyer’s own routes, car use, departure time and the exact part of the community. Walkable internal parks do not make the surrounding city fully walkable. A sensible visit includes morning and evening route tests, entry and turning points, street lighting, wet-season drainage and access to everyday services without relying on promotional travel times.

Land ownership is the central legal issue for an overseas buyer. A borey house is tied to land rights or a contractual structure around the plot, and a foreign individual cannot register Cambodian land directly in their own name. That is fundamentally different from purchasing an eligible apartment above the ground floor in a registered co-owned building. Any alternative structure requires independent Cambodian legal advice and careful assessment of control, succession, tax and exit. The words hard title or borey title in an advertisement are not enough. The buyer must inspect the document for the selected home, confirm the registered owner, review encumbrances and boundaries, and establish a lawful purchasing structure.

Before paying a reservation or deposit, request the title copy, cadastral plan, sale agreement, ownership history, evidence of no mortgage or unpaid charges, community rules, recurring fees and service schedule. A technical survey should cover the roof, façade, terrace waterproofing, plot drainage, electrical board, water pressure, air-conditioning, windows, doors and all non-standard alterations. Furnished transactions need a signed inventory. Buyers should also confirm rental rules, approval requirements for building work and responsibility for the street and planting outside the boundary. A major advantage of a completed community is that most of these points can be tested before money changes hands.

Borey Chankiri ultimately stands out through the combination of an established environment, several tiers of landed homes and a landscape programme that is unusually prominent for a low-rise development. A compact paired house and a large detached villa solve different problems, so the search begins with budget, household needs and a workable ownership structure rather than with a hero image. Plot, orientation, privacy, condition and running cost come next. When those factors are verified, the project can offer a calmer family setting than a central tower. Buyers who need straightforward foreign apartment title and a fully walkable inner-city lifestyle may find the product structurally unsuitable.

Landed property — what this means for a foreign buyer

This is landed housing, not a unit in a co-owned building. Cambodian law does not allow a foreign individual to hold land. Foreign ownership works for an apartment above the ground floor inside a co-owned building, within the foreign quota — that is a different product from this one.

That does not automatically mean the project is closed to you: structures exist, and each carries its own legal and tax trade-offs.
