Borey Galaxy 11 is a completed low-rise residential community in Spean Thma, Dangkao, in southern Phnom Penh. It is not a condominium tower or a single building. The project is made up of landed homes arranged along internal streets. FazWaz currently records completion in January 2020 and lists 147 units on a site of roughly three hectares. The original mix included shophouses, standard villas and larger homes marketed as Prince or Queen Villas. That variety matters when reading listings: two properties carrying the same project name may differ substantially in plot size, internal layout, frontage and intended use.
The address is on Street 217, in front of Prek Chrey Market, in Phum Baku, Sangkat Spean Thma. This is an outer-city setting where a house can offer more private space and parking than a central apartment, but daily routines are more car-dependent. Launch-era descriptions positioned the community near the Samdech Hun Sen Boulevard, commonly called the 60-metre road. It is a useful directional reference rather than a commute guarantee. Travel to offices, schools and retail should be checked at the hours that matter to the household, because traffic conditions can change the practical value of the location.

The project now functions mainly as a resale and rental market. On July 30, 2026, FazWaz displayed public sale stock from $189,000, while larger houses were listed much higher. Other public listings included three-bedroom villas around $195,000 to $210,000 and a Queen Villa at $440,200. These figures describe individual properties with different plots, fit-outs, furniture and title records. They are not a current developer price list. The starting figure on this page is therefore a lower market anchor only; availability, condition and terms must be confirmed for the specific home under consideration.
The sensible way to shortlist is by house format rather than by the project name alone. A shophouse provides ground-floor frontage that may suit a household combining living and business activity. A published standard-villa card shows four bedrooms and three bathrooms, an 8 by 11 metre house and a 10 by 20 metre plot. Current three-bedroom stock offers a more compact family arrangement; one recent rental listing describes a two-storey 8 by 11 metre home with parking for one or two cars and a furnished interior. The larger Queen Villa is advertised with a 12 by 11 metre building on a 20 by 20 metre plot. One REKH card, however, conflicts with itself on the bedroom and bathroom count, so the plan and room schedule should be checked against the actual property and sale documents.
Project-level materials list a communal pool, gym, parking, CCTV, round-the-clock security, a fire alarm system and backup power. They also describe landscaped streets, gardens and shared open areas. A current CAM Realty listing within Borey Galaxy 11 continues to advertise access to a swimming pool and children’s playground. A viewing should still establish what is operating today, who maintains each shared facility, whether access is included in community charges and whether tenants have the same rights as owner-occupiers.
With a completed borey, the condition of the chosen house matters more than the original render. Owners may have added canopies, altered kitchens, changed partitions, upgraded finishes or extended parts of the building. Buyers should reconcile the measured house and plot with the title and cadastral documents, inspect drainage and road access, test services, and review any maintenance history. Some REKH listings describe a hard title, but that is evidence for those individual properties rather than proof that every home in the community carries identical documentation. Due diligence must follow the selected lot.
The developer identity is not fully settled in public records. Realestate.com.kh describes Borey Galaxy 11 as the first borey project by Mr Heng Piseth and uses Borey Galaxy 11 as the developer or seller profile. Compass names Emperial Realty instead. We did not find a legal company name that conclusively reconciles the two descriptions. The registry entry therefore follows the higher-priority specialist source and uses Borey Galaxy 11 as the developer brand, while preserving the conflict for review. Historical launch terms such as a 30% deposit, an 18-month instalment period and bank financing have not been presented as current terms: in a completed project, financing depends on the seller, the bank and the documents of the chosen home.
A useful viewing can be split into two stages. Start with the community itself: inspect the entrance, internal-road condition and width, lighting, drainage, security operations, access to the pool and playground, activity around the shophouses, and evening parking pressure. Then move to the house. Measure the plot and building, look at the roof and exterior, check for damp, test water pressure and electrical capacity, run the air-conditioning, examine windows, and identify any extensions or structural alterations. A corner or commercial-facing property also requires close attention to boundaries, extra frontage and actual footfall. The purchase comparison should include the full cost of ownership rather than the asking price alone: taxes and transfer work, repairs, furniture, bank costs, community charges, waste collection and maintenance of shared areas. Those items can change the ranking of two apparently similar listings. For a rental purchase, use a verified rent for a comparable house, a realistic tenant-search period and the owner’s ongoing expenses. A current listing confirms that rental activity exists inside Borey Galaxy 11, but one advertised property does not establish permanent occupancy or a guaranteed return. This process separates the attributes of the wider community from the condition and economics of the individual villa.

Landed property — what this means for a foreign buyer
This is landed housing, not a unit in a co-owned building. Cambodian law does not allow a foreign individual to hold land. Foreign ownership works for an apartment above the ground floor inside a co-owned building, within the foreign quota — that is a different product from this one.
That does not automatically mean the project is closed to you: structures exist, and each carries its own legal and tax trade-offs. The largest confirmed format, set on a substantially bigger plot. REKH's structured fields show four bedrooms and five bathrooms, while the narrative on the same card says five bedrooms and four bathrooms. That discrepancy should not be averaged away; the buyer needs the current plan of the house actually offered. The card states two floors and an asking price of $440,200.
This is a completed project, so current stock is created by individual owners and resale listings. The historical shophouse price from $106,900 and former instalment terms belong to the launch period rather than a current price list. One Queen Villa card conflicts on bedroom and bathroom counts, while three-bedroom sources state both 176 and 187 sqm. Every transaction should reconcile the plan, measured dimensions, plot, title, furniture, post-completion alterations and current community charges.
