They refer to the same estate, presented by Borey Phnom Penh Thmey as its Project 14. It should not be merged with the developer’s other communities: Radiant Park has its own site near Second Ring Road, its own home range and a separate construction record.
The clearest location description comes from launch coverage and later sales material: Second Ring Road, commonly described as the 50-metre road, around Tuol Pongro and Prakar Village, Sangkat Prey Sa, Khan Dangkao, Phnom Penh. The project map places the estate around the Mphey Buon, Thoammeak Trai and Prakar village area. The coordinates therefore use a wider radius rather than pretending to identify every plot. Buyers should still navigate to the exact gate or house number before viewing, because Borey Phnom Penh Thmey operates several developments and the brand name alone is not a usable address.

The reported scale is consistent within one unit. FazWaz and the Realestate.com.kh project profile state 295 homes. Fresh News reported 296 villas and shophouses on roughly seven hectares in July 2022. The registry uses 295 because it is the figure carried by the major specialist profile, while the one-unit discrepancy remains disclosed. It could reflect a master-plan revision or a different counting convention, but there is no current approved plan in the public sources that proves either explanation.
Project status is more complicated than the simple 'completed' label shown by aggregators. FazWaz records January 2022 completion, yet Fresh News said on July 6, 2022 that construction was about 30 percent complete, almost a year after launch, with 55 percent of homes sold. At the same time, 2026 resale and rental listings show that completed homes already exist. The public price evidence is now mainly resale evidence. The lowest located reference was $180,000 for a link villa with a 5.4 × 23 m plot and a 5.4 × 12.2 m house. A twin villa was marketed at $285,000 and a shophouse at $340,000 in other current listings. These are not interchangeable developer prices. Position within the estate, plot depth, fit-out, furniture, handover condition and transfer arrangements can materially change the value of two homes that share the same model name. A useful comparison therefore starts with several live units and a document-and-condition checklist, not one headline figure.
Confirmed community features include landscaped space, a gym, parking and internal roads. Fresh News specifically highlighted asphalt-paved internal streets as a first for this Borey Phnom Penh Thmey project. Renderings also show a formal entrance gate, although a rendering cannot establish the present access regime, operating hours, management quality or service charges. During a site visit, buyers should confirm which shared areas are actually open, who maintains them and whether resale owners inherit the same rights and payment obligations as original purchasers.
The location is best understood as part of Phnom Penh’s southern road network rather than a walkable central neighbourhood. Second Ring Road links the area towards National Roads 2 and 3, and property listings use BELTEI International School Prey Sa as a nearby reference point. That may suit families whose daily routines are already in southern Phnom Penh, businesses that need ring-road access or households prioritising land and interior space over a central apartment address. Travel time to central commercial districts remains traffic-sensitive and should be tested at the hours that matter to the buyer.
Borey Phnom Penh Thmey presents itself as a developer of modern housing communities, with a head office in Sangkat Phnom Penh Thmey, Khan Sen Sok. That corporate background does not replace transaction-level due diligence. Before paying a deposit, the buyer should verify the seller’s authority over the chosen property, the original title, cadastral boundaries, mortgages or other encumbrances, estate dues and the precise transfer route. Some current advertisements say hard-title transfer is included, but that is a claim attached to individual listings rather than proof of one uniform title position across Radiant Park.

Landed property — what this means for a foreign buyer
This is landed housing, not a unit in a co-owned building. Cambodian law does not allow a foreign individual to hold land. Foreign ownership works for an apartment above the ground floor inside a co-owned building, within the foreign quota — that is a different product from this one.

The shophouse combines a long street-level commercial space with accommodation above. A current listing states four bedrooms, five bathrooms and 7.8 m of front setback. It can work for an office, salon, shop or family business, but the value depends heavily on the row: a corner position, visibility from a main internal road and short-stay parking can matter more than the shophouse label itself.
