Borey New Hope, also marketed as New Hope City and locally associated with Borey Sangkhoem Thmey, is a completed low-rise landed-housing community in Kamboul on the western side of Phnom Penh. This is not a condominium tower or a single housing block. It is a large borey built around rows of homes that can serve conventional family living as well as mixed home-and-business use. OCIC’s official New Hope City page says the first phase began in 2017 on about 40 hectares and identifies shop-houses, flat-houses and link-houses as the main product types. That distinction matters for buyers: the choice is between individual landed units with different frontage and ground-floor functions, rather than standardized apartments inside one managed building.
The developer identity becomes clearer once the group structure is separated from the project company. Realestate.com.kh has a dedicated profile for Borey Sangkhoem Thmey Co., Ltd, while an OCIC publication describes New Hope City as an investment by Borey Sangkhoem Thmey Co., Ltd, an OCIC affiliate, financed by Canadia Bank. For that reason the dossier uses Borey Sangkhoem Thmey Co., Ltd as the developer name, while OCIC and Canadia Bank are treated as corporate and financing context. This avoids collapsing several labels—OCIC, Canadia Enterprise Group, Canadia Bank and Borey New Hope—into a single developer name. In scale, Borey New Hope is one of the larger landed developments in western Phnom Penh. Knight Frank’s H2 2020 landed-housing research counted Borey New Hope among completed schemes and attributed 600 housing units to it. OCIC describes approximately 40 hectares for the first phase, whereas the Realestate.com.kh/FazWaz project narrative refers to roughly 42 hectares for the borey. Those numbers can describe different scopes rather than a true contradiction: the official source explicitly says 40 hectares for phase one, while portal profiles may be using the broader project boundary. The registry therefore keeps the independently reported 600-unit count and describes the site-size distinction in prose instead of manufacturing a single reconciled land figure.
The development is clearly completed, although the exact completion month straddles 2020 and 2021 across sources. Knight Frank treated 600 Borey New Hope units as part of Phnom Penh’s H2 2020 completed supply, and Compass lists delivery on December 1, 2020. Realestate.com.kh gives a 2021 completion year, while FazWaz labels the project Jan 2021 Completed. For a buyer today, that dating mismatch is less important than the current asset state: this is an established borey where due diligence is performed on an existing house, its condition, exact position within the estate and its ownership papers. The JSON therefore records completed status and leaves the month-level discrepancy explicitly unresolved.
The physical location is more reliable than some older administrative labels. OCIC places New Hope City in Khan Kambol, Phnom Penh, next to National Road 4 and the 80-metre route toward Sihanoukville. OpenStreetMap data surfaced by Mapcarta maps Borey New Hope as a distinct residential area at 11.53533, 104.75934, with New Hope Market immediately nearby. Several legacy property pages still show Kamboul under Por Sen Chey, reflecting older district mapping. For publication, the safer choice is the current Khan Kamboul geography; the dossier does not force the outdated Por Sen Chey taxonomy ID simply because that ID already exists in the closed list.
This is a suburban employment-and-commerce corridor rather than a central Phnom Penh lifestyle address. Harbor positions Borey New Hope near the Phnom Penh Special Economic Zone, and OCIC’s project description highlights an area with factories, businesses, markets, schools, hospitals, restaurants and public services. The resulting buyer profile is different from BKK1 or Daun Penh: the project makes more sense for households and business owners whose routines are tied to western Phnom Penh, National Road 4 and nearby employment zones. A viewing should therefore include the buyer’s real daily routes. The estate’s size and internal road network are useful, but they do not guarantee the same convenience from every row or for every commute.
The housing mix supports several use cases. OCIC uses the labels shop-house, flat-house and link-house; FazWaz describes a similar mix as shophouses, link villas and townhouses. Compass adds a numerical snapshot, showing 2- and 4-bedroom products and published floor areas of 34–72 sqm, but it does not map that whole range cleanly to each named house category. Realestate.com.kh separately shows a two-bedroom house profile at 56 sqm. The unit section below therefore follows the official OCIC house-type names and keeps the numerical portal ranges in a note. That is more useful than pretending that an unassigned 34–72 sqm range belongs to a particular typology without evidence.
Confirmed shared facilities are practical rather than resort-style. Realestate.com.kh lists parking, common areas, garden space, a gated community and CCTV, while FazWaz independently confirms car parking and CCTV. OCIC’s description also refers to concrete internal roads and site water infrastructure. What the checked sources do not consistently establish is an extensive condominium-style amenity package such as a large residents’ pool, gym or clubhouse. Buyers should therefore understand Borey New Hope primarily as a large landed residential district with basic shared infrastructure and security features, not as a leisure complex whose value depends on an elaborate facilities deck.
Pricing needs a resale mindset. Harbor’s project profile, checked on August 12, 2026, displays a range of $40,000 to $89,998. Compass published a $49,288 per-unit starting reference in its 2025 Borey New Hope City profile. Secondary-market examples move well beyond those anchors: Realestate.com.kh has indexed a New Hope City house at $105,000, while an earlier IPS/Cambodia Property two-bedroom flat-house listing at $60,000 is already marked sold. This spread is expected in a completed borey, where type, frontage, corner position, renovation, land component and seller circumstances materially change the asking price. The registry uses Harbor’s lower portal figure only as a market anchor and clearly requires a fresh check of the chosen home, availability and terms.
Title information also belongs to the individual unit, not to the brand name alone. Realestate.com.kh and Compass label project stock as hard title, which is useful supporting evidence, but it should not be read as a blanket guarantee for every resale house. In a completed borey, the transaction is ultimately tied to the document held by the current seller and to the precise property being transferred. A sensible buyer workflow is therefore to treat the portal title label as an initial indicator, then verify the actual title and seller documentation before paying a reservation or deposit. That distinction matters: a portal field is an initial indicator, not a legal promise.
The current visual evidence is stronger than the early construction-era profiles. OCIC’s newer official project image shows a mature residential layout with extensive completed housing rows, internal roads and a central water/green feature. Borey Sangkhoem Thmey’s official social presence also remains active with sales-oriented content, indicating that commercial activity continues around the development even after the main build-out. That makes Borey New Hope a project best assessed at house level rather than as an off-plan concept: inspect the actual façade and interior, the street and parking arrangement, the seller’s documents, the title, the position within the estate and the current asking terms. The community itself is already there to be judged in person.

Landed property — what this means for a foreign buyer
This is landed housing, not a unit in a co-owned building. Cambodian law does not allow a foreign individual to hold land. Foreign ownership works for an apartment above the ground floor inside a co-owned building, within the foreign quota — that is a different product from this one.
That does not automatically mean the project is closed to you: structures exist, and each carries its own legal and tax trade-offs. Flat-house is listed by the official project source as a separate product type. Realestate.com.kh shows a two-bedroom, 56 sqm house profile, but that single profile should not be treated as the size of every flat-house in the estate.
The official New Hope City page uses the term link-house, while third-party portals use related labels such as link villa or townhouse. The dossier keeps the official wording rather than turning translation differences into separate property types.
Compass reports 2- and 4-bedroom products and a published 34–72 sqm area range, but does not map that range to the official shop-house / flat-house / link-house categories.
