About the project
Phnom Penh Park is a low-rise residential development in Sangkat Preaek Lieb, Khan Chroy Changvar, on the north-eastern side of Phnom Penh. It is not a condominium tower. It is a borey made up of landed homes, internal streets and shared areas. That distinction matters to a buyer: the format offers more private space, but ownership, due diligence and maintenance depend on the specific land plot and house.
Regional project profiles describe a site of about 46 hectares. We did not find a current official masterplan or corporate document independently confirming that figure, so it should be treated as a public project-profile reference rather than a freshly audited measurement. Even with that limitation, the published scale and the built streets visible in current listings point to an established community rather than a single row of houses.

Four housing formats are repeatedly named: queen villas, prince villas, twin villas and shophouses. Current market listings confirm that large villas and multi-level shophouses are actively used and traded inside the development, including examples with four, five and six bedrooms. There is no reliable current matrix covering the size, facade and specification of every type, so each available property needs its own plan, title and condition review.
FazWaz reports completion in January 2021, while recent listings show completed and occupied buildings. This supports the view that Phnom Penh Park is an existing residential environment rather than a proposal shown only through renders. At the same time, no current official phase-by-phase status, unfinished-zone schedule or clear management responsibility was found in the public sources reviewed.
Project descriptions mention swimming pools, fitness facilities, landscaped areas, a children’s zone, parking and CCTV. Those features can make the borey more organised than a stand-alone urban house. A buyer should still confirm which facilities operate today, whether access covers every section, what is included in management charges and who maintains the common areas.
The Preaek Lieb location is associated with the National Road 6A corridor and the northern side of Chroy Changvar. It is a more spacious, car-oriented setting than central Phnom Penh. The trade-off is clear: buyers gain a landed-home environment, while daily commuting, school runs and access to central services should be tested from the exact plot rather than assumed from the district name.
Phnom Penh Park received formal recognition at the PropertyGuru Cambodia Property Awards 2019. It won Best Housing Development (Phnom Penh) and awards for housing architecture and interior design. These awards document the project’s design recognition in 2019, but they do not replace a present-day structural inspection, title review or assessment of ongoing management.
For a non-Cambodian buyer, the land component is the central legal issue. A borey is landed property, so it is not the same straightforward product as an upper-floor condominium held under strata title. Before any payment, the buyer should obtain independent Cambodian legal advice on the seller, the title for the exact plot and the proposed ownership structure.

Landed property — what this means for a foreign buyer
This is landed housing, not a unit in a co-owned building. Cambodian law does not allow a foreign individual to hold land. Foreign ownership works for an apartment above the ground floor inside a co-owned building, within the foreign quota — that is a different product from this one.
That does not automatically mean the project is closed to you: structures exist, and each carries its own legal and tax trade-offs.
