Why this project is worth a look
Built for local routines
This is a home-first estate near Singaraja rather than a holiday-rental resort. For someone already based in Buleleng, access to everyday services may be more valuable than a fashionable south-coast address.
Choice beyond one blueprint
Single-storey and two-storey configurations appear in current marketing, with options for extra features and customised plans. The flexibility is appealing only when the signed specification makes clear exactly what will be built and paid for.
An existing residential footprint
The developer reports that Sambangan Phase I sold out, and there are resale and rental advertisements from the estate. That gives prospective residents something more tangible to investigate than drawings alone, without proving that every Phase II home is ready.
Practical neighbourhood features
Controlled access, parking, local roads and utility connections suit ordinary family life. They are advertised facilities rather than independently audited operating standards, so ongoing charges and maintenance arrangements remain important.
Different entry points
Small bank-listed homes and larger package configurations span quite different asking prices. Comparing their documented land area, finishes and title matters more than choosing the lowest headline figure.
About the project
Cahaya Residence Bali sits in a very different part of the island from the developments usually marketed to overseas holiday-home buyers. It is a neighbourhood of landed family houses in Sambangan, in the Buleleng area near Singaraja. The offer is centred on day-to-day living: a kitchen, parking, a small plot of land and access to North Bali’s local services. There is no evidence that this is a managed resort, a serviced-apartment scheme or a short-stay investment product.

Identifying the right property matters here because the name covers more than one development. The company uses Cahaya Residence Bali as an umbrella brand. BTN Properti markets the Sambangan housing development as Cahaya Residence Sambangan, while other branded housing projects are listed in Panji and Banyuning. Those locations are separate estates, not interchangeable blocks of the property on Jalan Srikandi. The record below is confined to Sambangan.
According to the developer’s own history, Sambangan Phase I comprised 42 houses and sold out. Its Phase II description refers to a 6,500-square-metre site and 94 planned houses with building sizes between 40 and 100 square metres. The 94-house figure belongs to that phase, not to every property carrying the Cahaya Residence name. A final combined site plan, confirmed count of available plots and verified handover calendar were not accessible.
The estate also spans more than one stage of development. Established homes appear in resale advertising, while Pinhome continues to mark its new-house offering as under construction. It would therefore be misleading to label every home completed, just as it would be wrong to suggest that nobody lives there yet. Physical completion, occupancy and documentary readiness need to be established house by house.
The official sales material organises its houses into a standard single-storey format, an enhanced package version, and a two-storey format. The package option adds features such as a covered parking area and an angkul-angkul, the characteristic Balinese entrance gateway. Customised designs are offered, but an advertised ability to request a design is not an approved set of drawings or a commitment that all changes are included in the published price.
For a conventional single-storey home the company describes a plot of around 100 square metres and a building of between 45 and 100 square metres, with two or three bedrooms and one or two bathrooms. Living space, a kitchen and somewhere to park are part of the intended configuration. Those figures should be understood as a range of options rather than an exact description of every plot. The outdoor area left over after a house, parking and access paths are built will vary.
Pinhome gives a more tightly specified pair of offers: a 45-square-metre single-storey house with two bedrooms and one bathroom, and an 80-square-metre two-storey house with three bedrooms and two bathrooms. Its unit cards put both on 100-square-metre plots. A longer description on the same page, however, assigns an 80-square-metre plot to the smaller house. That internal inconsistency makes an individual site plan more valuable than repeating the advertised range.
The BTN Properti catalogue illustrates how varied the housing stock can be. It shows, among other configurations, a 36-square-metre house on 100 square metres of land, a 45-square-metre house on 90 square metres, and a 75-square-metre house on 140 square metres. None of these examples should be treated as the standard dimensions of the entire estate. They may relate to different plots, blocks or offerings, and their availability has not been independently confirmed.
There is no single reliable public asking price that covers all those homes. A BTN listing starts at IDR 450 million for one smaller configuration. The project website gives IDR 510 million as a starting figure for its standard category, IDR 585 million for the enhanced package and IDR 870 million for a two-storey house. Meanwhile Pinhome quotes IDR 530–685 million for its 45-square-metre offering and IDR 890 million–1.55 billion for the 80-square-metre option. These are separate advertisements, checked on 20 October 2026, not verified quotations for the same house.
Understanding what changes between those prices is more useful than comparing them by floor area alone. One offer might include more land, different finishing materials, a covered carport, a completed utility connection or additional design work. Transfer taxes, administrative fees and the contractual payment structure may be separate. The published prices do not amount to an itemised specification that can settle these differences.
The developer advertises a single controlled entrance, 24-hour security and internal roads about six metres wide. It also identifies a padmasana, a Balinese place of worship, and a balai parum, a shared meeting space. These are residential-neighbourhood features rather than resort amenities. Their maintenance arrangements, service charges and current operating standards remain to be checked; an online description does not establish the quality of management.
The company describes 1,300 VA PLN electricity service and PDAM water supply for its standard house categories. The BTN estate profile also indicates piped water, although individual unit pages show different utility markers. A buyer needs to know whether a particular house has an active meter and reliable service, not merely whether a connection is possible within the development. No house-specific utility contract or recent service record was available for this research.
The most precise reliable address is Jalan Srikandi, Gang Cahaya, Sambangan, Sukasada, Buleleng. The developer gives number 1 in Gang Cahaya as its marketing-office address. That identifies a legitimate point of contact, but it does not locate every plot in Phase I or Phase II. The precise coordinates of a selected house and the cadastral extent of the estate were not established from the material reviewed, so no map pin has been invented.
North Bali location should be assessed in its own terms. Listings mention Sukasada bus terminal, the Ganesha university, Singaraja markets, healthcare and other everyday destinations. Sellers publish short driving-time estimates, but they are not measured guarantees: traffic, route choice and the exact house location all matter. For a resident, walkability, road lighting, school journeys and wet-season access will often matter more than the shortest claimed trip time.
Sambangan is not a practical substitute for the south-coast lifestyle simply because both are on Bali. Someone whose work, family commitments or social life are based in Canggu or Seminyak should consider the repeated inter-regional travel involved. Conversely, a family settled in Buleleng may value being closer to Singaraja’s routine services rather than paying for a holiday-oriented address. That distinction is fundamental to the project’s appeal.
Occupied homes and a resale listing provide some evidence of an existing residential community, but not of easy resale. One advertised resale house has 45 square metres of building area, 100 square metres of land and three bedrooms at IDR 530 million. Pinhome’s new 45-square-metre house has two bedrooms. The discrepancy could reflect alteration or different specifications, or it could be a listing error. There are no verified completed-sale prices to resolve it.
An example from the rental market is similarly limited. Pinhome carried a furnished two-bedroom, 55-square-metre house at Cahaya Residence for IDR 50 million a year, with a 12-month minimum term. The listing is marked rented. That is useful evidence of a long-term rental use case, but one advertised rent says nothing dependable about achieved market rent across the estate, vacancy, running costs or net return.
The developer identity is better documented than the individual land titles. The company website names PT Cahaya Residen Abadi, and BTN Properti independently associates the same entity with Cahaya Residence Sambangan. The company states that it has worked in Buleleng housing since 2016. Those references support the developer brand; they do not verify the particular selling entity, the landowner’s authority, corporate licence details or the identity of the account receiving a buyer’s funds.
The property-rights question deserves attention before any discussion of potential investment performance. Sales pages advertise SHM, or Hak Milik, the Indonesian land ownership title. A foreign individual cannot simply acquire that title in their own name. Indonesian law permits certain foreign residential ownership structures under specific conditions, notably qualifying Hak Pakai rights, but a listing stating SHM does not establish that a particular Cahaya Residence plot can be transferred through a lawful alternative.
For direct qualifying ownership of a landed home by a foreign individual, the currently listed ministerial price threshold for Bali is IDR 5 billion under decision 1241/SK-HK.02/IX/2022. The advertised houses described here fall well below it. Subject to the buyer’s circumstances and the legal rules applicable at the time of purchase, this is a serious obstacle to treating these inexpensive houses as straightforward personally owned homes for overseas buyers. A local nominee arrangement is not a secure answer.
The developer’s standard and package pages mention both SHM and PBG. PBG concerns approval of building work, while SLF concerns a building’s suitability for occupation. No certificate or permit linked to a specific plot and building was available for inspection, and the seller’s claim is not the document itself. Neither the existence of an occupied neighbouring home nor a proposed handover date substitutes for a check of the chosen house and its title.
Local mortgage products and seller payment options are advertised, but they have different legal and commercial implications. A mortgage calculator does not approve a borrower or establish foreign-buyer eligibility. Staged payment arrangements need contractual dates and triggers, with clear rules if construction is delayed or a buyer withdraws. Above all, the identity of the contracting seller and the account receiving money should match an intelligible documented chain.
Cahaya Residence Bali is worth examining as an established, locally oriented housing environment with several house sizes and price points. It is much less suited to being presented as a ready-made foreign investment property. The sensible next step for a locally eligible purchaser is to compare actual plots and documents; for an overseas individual, legal feasibility comes before interior layout, financing illustrations or rental projections.
Home types & sizes
BTN lists this two-bedroom house on a 100 sqm plot. It is a particular bank-advertised configuration, not the typical dimensions of every home; live availability has not been verified.
Get floor plans and current pricesPinhome advertises two bedrooms on one floor and a 100 sqm lot. Its longer project description gives a different plot size for the same house type, so the land area must be matched to the exact plot.

Location
- The address trail leads to Jalan Srikandi and Gang Cahaya in Sambangan village, Sukasada district, Buleleng regency. Number 1 in Gang Cahaya belongs to the marketing office; the selected house may sit elsewhere in the development.
- Singaraja is the practical reference city. This is a North Bali residential setting whose appeal depends on school, shopping and work routines rather than proximity to the island’s southern tourism corridor.
- Listings name Sukasada terminal, Ganesha University and traditional markets as nearby services, but the published journey times are promotional estimates. They should not be presented as verified travel times from each plot.
- Drainage, road lighting, water service and the actual journey to healthcare matter especially for a year-round residence. Their quality at a specific block was not independently audited.
- No parcel-linked coordinates were confirmed from reliable project documents. The address is consequently recorded to street and neighbourhood level only, without creating a misleading precise map location.

Best for: An Indonesian household with daily commitments in Singaraja or Buleleng that values a modest landed home, parking and neighbourhood services over holiday-resort facilities.; A purchaser who can legally acquire the offered title and is prepared to compare plot certificates, building drawings, physical condition and contract terms before deciding.; A small family interested in one-storey accommodation, potentially with selected design features, provided the included work is precisely defined in the purchase documents.; Someone weighing an established resale home against a new-build offer in the same neighbourhood and willing to treat construction exposure and the condition of a lived-in house as different choices.; An owner considering residential long-term letting on the basis of verified tenant demand, lawful use and full ongoing costs, rather than a projected resort-style return.; may not suit: A foreign individual expecting to register an advertised SHM land title personally. That title is not available for direct foreign ownership, and the advertised prices sit below the IDR 5 billion Bali threshold for the relevant foreign landed-house route.; A buyer looking for a pool-villa resort with confirmed short-stay operations, guaranteed occupancy or an evidence-backed rental return. None of those is established for this estate.; Someone whose work or everyday life is concentrated in South Bali and who needs effortless regular access to Canggu or Seminyak.; Anyone prepared to transfer money solely on the strength of online claims about titles, building approvals or future delivery without inspecting the individual house documents..
What we confirm before booking
A short, project-specific list. We request these from the developer and go through them with you before any payment.
- The developer advertises SHM and PBG, but no plot-specific land certificate, numbered building approval or SLF was inspected. The selected plot’s titleholder and contracting seller therefore remain unverified.
- Published specifications conflict: Pinhome gives both 100 sqm and 80 sqm of land for its 45 sqm type, while a resale listing describes three bedrooms instead of the two in the new-home listing. Bank, developer and Pinhome prices refer to different offers rather than one reconciled schedule.
- The company reports 42 houses in Sambangan Phase I and 94 in Phase II, but no verified combined master plan, live stock count, Phase II handover date or plot-linked coordinates were found. Independent corporate-registration documents for PT Cahaya Residen Abadi were not available for inspection.
