Why this project is worth a look
Built around local living
The estate is presented as modest permanent housing, not a hospitality investment. That gives it a clear purpose for families who actually need a home in Tejakula, while limiting the relevance of standard Bali resort comparisons.
Choice of plot size
Two bedrooms and one bathroom are common to every registered type. Differences in the building and land measurements let buyers think about indoor space and outdoor use separately, provided they check the plan for an identified plot.
Traceable project identity
A dedicated government location ID, listed developer and independent 2025 reporting provide a firmer starting point than an anonymous listing. They do not verify a finished home, lawful title or transaction-ready documents.
Price with a real boundary
The IDR 181 million figure is recorded across the listed subsidized models. Its usefulness lies in showing the housing segment, not in promising that every buyer, including a foreign national, can obtain a home at that amount.
About the project
The name Griya Mesari Residence might suggest another holiday development on Bali. It is a very different proposition: a small estate of government-listed subsidized houses in Tembok village, Tejakula, Buleleng, on the island’s northeastern side. These are ordinary landed homes designed around a modest residential brief, not serviced apartments, resort villas or an advertised short-stay rental product. That distinction matters more than the word Residence on the sign. The relevant decision is whether a buyer can qualify for the housing scheme and live comfortably in this particular part of Bali.

The official housing register gives Griya Mesari Residence its own location identifier and names PT Shankara Pro Utama as developer. This also separates it from Tembok Permai Residence, another Shankara-linked housing estate listed in the same village. Similar developer names and addresses are not evidence of one combined development. For Griya Mesari, an older register snapshot showed 22 subsidized units with none marked sold. A more recent indexed version records 18 sold and four not marked sold, with no commercial units. Those are useful catalogue snapshots, not a live sales inventory or proof that four specific houses remain bookable.
Five unit labels appear in the register: 36/72, 32/76, 32/80, 32/85 and 32/90. In Indonesian landed housing, these pairs distinguish the stated building area from the land parcel area. A 32/90 home is a 32-square-metre building on a 90-square-metre plot, not a 90-square-metre interior. Every listed type has two bedrooms and one bathroom. A larger plot may offer a different outdoor arrangement, but the listings do not establish usable internal floor area, the size of individual rooms, vehicle space or whether a particular plot can be extended. A site-specific plan is needed before making those assumptions.
All five types carry the same published price of IDR 181 million in the government catalogue. DetikProperti reported that figure in March 2025 alongside the estate’s basic specifications. It is a useful anchor for understanding the intended price segment, but not a quotation for a particular plot in October 2026. The final sum can depend on eligibility, the current unit, approved financing, taxes, administrative charges and what is included in handover. A historical sales leaflet circulated online mentions a small down payment and paid-for transaction costs. Those promotions should not be treated as continuing offers or as approval from a lending bank.
The published construction schedule describes lightweight steel roof framing with Pejaten Mini tiles and blockwork walls. It also mentions 40-by-40-centimetre ceramic tiles and a stone foundation. One part of the Indonesian wording about tiling appears qualified, so it would be misleading to describe every interior surface as fully finished. Neither the register nor the independent coverage gives a complete room-by-room specification. A buyer needs to know whether plumbing, electricity, ceilings, kitchen fittings, bathroom fixtures and access works are included in the price of the exact home being offered. Those are everyday living costs, not minor decorative details.
The project's registered administrative location is Desa Tembok, Kecamatan Tejakula, Kabupaten Buleleng. A marketing leaflet narrows the description to Yehbau, which the village government confirms is one of Tembok’s local hamlets. This is a credible area-level lead, but no verified street address, cadastral parcel or exact property coordinates emerged from the available material. The Jimbaran address sometimes attached to this project is the developer's marketing office. It must not be used as a map pin for the housing estate. A buyer planning a visit should request the site entrance, plot number and a shareable location directly from the selling party.
Tembok is not interchangeable with Canggu, Seminyak or the south-coast resort districts simply because they are all on Bali. Its appeal is likely to be practical for households with ties to northern and eastern Buleleng: local work, family support, schools and established routines. Tourist rental performance, restaurant density and resort access are not demonstrated by the estate's registration. Nor do the sources provide reliable travel times to hospitals, schools or employment centres from the actual gate. Until the parcel is fixed on a map, generic village-level distances risk making a property feel more convenient than it may be.
There is a credible developer attribution, but that is not the same as full deal verification. The national housing register lists PT Shankara Pro Utama and its professional association, while the company's own website describes subsidized and commercial housing activity in Bali. The office information aligns across the two sources. Yet no reviewed agreement identifies the seller for a specific plot, the party authorized to receive funds, the legal owner of the land, or the document under which title will be transferred. Those questions can remain open even when a company is clearly connected to a project and appears in a government-facing catalogue.
Subsidized housing has a narrower buyer audience than the broad Bali property market. Indonesia’s FLPP-backed first-home financing is aimed at eligible Indonesian citizens within the applicable income and first-home criteria, subject to checks by the lender and program administrators. A listed subsidized price therefore does not mean that any Indonesian resident can claim the same bank terms, much less that an international buyer can enter the scheme. Eligibility should be established before comparing offers or making a reservation payment; otherwise the attractive headline price can lead to an impossible financing plan.
For foreign buyers, there is an additional legal separation. Indonesian rules distinguish land ownership under Hak Milik from the forms of residential rights that may be available to qualifying foreign nationals, such as Hak Pakai in the appropriate circumstances. Neither the register nor the circulated promotional material establishes Griya Mesari Residence's land title, the lawful seller-to-buyer transfer mechanism or eligibility for foreign ownership. This estate should not be marketed as a foreign-investment freehold or leasehold product on that evidence. A company arrangement or another person's name cannot safely substitute for checking the actual title and legal rights offered.
A subsidized home should also not be evaluated as an easy flip. Under the 2026 ministerial amendment governing housing finance assistance, recipients of the down-payment subsidy face conditions on renting out or transferring a qualifying landed house. The regulation refers to inheritance or occupation for at least five years, with additional statutory transfer procedures. Whether those exact restrictions attach to a specific Griya Mesari unit depends on the assistance actually used and the buyer's documentation. The point is not to assume every property is locked up for five years, but to establish the restriction before treating resale or rental income as part of the plan.
The public evidence does not establish that every house has been completed and handed over. We found no directly reviewable project-specific building permit, fitness-for-use certificate, complete land document or handover record. In Indonesia, a building approval (PBG) and a fitness-for-use certificate (SLF) answer different questions; photographs or a sold-unit count do not replace either document. Their absence from the research material is not proof that the documents do not exist. It is a limit on what can responsibly be promised to a buyer through a public project page.
For a qualifying household, the sensible next step is to move from a generic model name to one identified plot. Confirm the parcel and access, inspect the finished or unfinished work, obtain the title and permits, and ask for a written itemization of total costs and handover inclusions. If financing is involved, the bank's approval, required deposits and sequence of contractual documents need to be understood together. Griya Mesari Residence has enough documented substance to merit a proper examination as local housing. It does not yet have the publicly verified detail needed to call any particular unit an immediately available, fully documented purchase.

Best for: Eligible Indonesian first-home buyers whose work and household needs are genuinely anchored in the Tejakula area.; Families comfortable with a compact two-bedroom layout and interested in the distinction between the house footprint and the land plot.; Local residents able to assess access, schools, employment and services from the real property site rather than from a generic Bali search result.; Buyers willing to secure the plot documents and financing confirmation before treating a catalogue price as a binding offer.; may not suit: International buyers looking for an ordinary foreign-owned Bali property: the subsidized financing is not designed for them and no compliant ownership structure is evidenced for this estate.; Investors underwriting immediate holiday lets or a quick resale without first resolving subsidy-linked restrictions and local rental demand.; Households needing generous interior space, a resort pool, furnished handover or verified managed facilities that the available specifications never promise..
What we confirm before booking
A short, project-specific list. We request these from the developer and go through them with you before any payment.
- An older government-register snapshot displayed 22 unsold subsidized units; a newer indexed version shows 18 sold and four not marked sold. Neither establishes current availability or identifies the remaining plots.
- The exact site and coordinates remain unverified. The register says Tembok, a leaflet suggests Yehbau, and an unverified uploaded mortgage letter uses an inconsistent village designation; the Jimbaran address is only the sales office.
- No project-specific land titles, sale agreement, building approval (PBG), fitness-for-use certificate (SLF), handover records or reliable completion date were available for review.
