Grand Lovina
Grand Lovina is easy to misread if you know Bali mainly through its holiday-villa market. This is a conventional neighbourhood of small landed homes in Kalibukbuk, in Buleleng Regency on the island’s north coast.

Why this project is worth a look
Small, defined floor plans
The two registered house types share the same 36-square-metre build, 72-square-metre land parcel, two bedrooms and one bathroom. Those dimensions make it easier to assess everyday practicality, including storage, household size and whether there is enough room to work from home.
A real housing neighbourhood
Sold-unit entries in the government register and later property-specific listings make this more tangible than an unbuilt concept. They do not certify every road, utility or home, but they give a prospective buyer individual addresses and property histories to investigate.
Different buying channels
New commercial stock, subsidised housing and bank-managed resale transactions sit under the same estate name. The legal route, who can buy, which party is paid and what constitutes a fair comparison all depend on the channel and the specific house.
Clear use-case boundary
This is a compact local housing product, not a resort villa with professional rental operations. Anyone considering it for income needs a separate rental-law and market assessment; no operating performance or management agreement has been documented.
About the project
Grand Lovina is easy to misread if you know Bali mainly through its holiday-villa market. This is a conventional neighbourhood of small landed homes in Kalibukbuk, in Buleleng Regency on the island’s north coast. Indonesia’s Sikumbang housing register identifies the development by name and lists PT Suputra Karya Indonesia as developer. The published product is residential housing, not a serviced resort, condominium scheme or managed short-stay investment.

The basic proposition is straightforward. Both housing lines in the public register have 36 square metres of built area on a 72-square-metre parcel, with two bedrooms and one bathroom. One is a commercial house described as more fully finished; the other is listed in the subsidised category. Buyers comparing the two should focus first on what the classification changes, rather than the matching floor plans. A subsidised home is not simply a discounted commercial property open to every buyer.
The construction descriptions provide a useful starting point, not a comprehensive building survey. The register mentions light-gauge steel roof framing and concrete-block walls. It distinguishes a painted finish on the commercial model from a simpler finish specification on the subsidised version. It does not establish the condition of a particular occupied home, the quality of workmanship, water pressure, electrical capacity, drainage performance or what repairs a resale purchase might require.
This neighbourhood has a life beyond its original sales brochure. The register separately displays nine subsidised houses and fourteen sold in that category, together with three commercial houses and fourteen sold commercial units. Without an update date, those counters cannot establish today’s inventory. BTN’s property-recovery platform also carries a listing for a specific house, Block D No. 10. The bank describes that property as non-subsidised, unoccupied when recorded, and arranged on a single storey. None of those attributes can automatically be assigned to every house in Grand Lovina. What the listing does demonstrate is that a buyer may encounter an individual resale or recovery transaction rather than a developer sale.
Asking-price comparisons need particular care here. The government register displays IDR 168 million for the subsidised model and IDR 185 million for the commercial one, without identifying when those prices were last updated. The BTN page has a separate IDR 141.8 million starting figure in its page title for D/10, with a listing update dated 22 April 2026. A bank-auction starting figure is not a normal asking price, still less a confirmed transaction price. Nor does a subsidised catalogue price indicate what a non-qualifying buyer may pay.
One local estate agency also advertised a 110-square-metre plot within Grand Lovina for IDR 160 million; that listing is now marked sold. The parcel differs from the 72-square-metre house plots in the register. It is useful evidence of individual properties being marketed in the estate, but it says nothing reliable about the number of homes currently available from the developer. A completed house, vacant parcel and encumbered bank asset may each have different legal histories, access arrangements and transaction costs.
Location is best understood through its administrative address rather than through a beach-resort label. Grand Lovina is recorded under Desa Kalibukbuk, Kecamatan Buleleng, Kabupaten Buleleng, Bali, with local references to the Celuk Buluh neighbourhood. Sikumbang gives Block A No. 3 as the sales office. That address should never be copied into the location field for an individual home. Although Lovina is the better-known geographic name, the available documentation does not verify beachfront access, sea views or a particular walking time to the coast.
The developer’s identification is relatively strong for a project of this size. PT Suputra Karya Indonesia appears in the government housing database and names Perumahan Grand Lovina on its own project-link page. That establishes the brand connection, not the identity of the contracting seller for a transaction in 2026. A private owner, a bank disposing of collateral and a developer selling remaining stock can all require different paperwork, payment flows and checks on authority to sell.
For a buyer from outside Indonesia, land rights are the central constraint. BTN’s D/10 listing refers to a Hak Milik (SHM) certificate and a Hak Tanggungan (SHT) security interest. Hak Milik is a registered land-ownership title; the security-interest reference is a reason to investigate encumbrances and release mechanics, not a guarantee that the buyer will take clean title. Indonesian land law does not allow a foreign individual to acquire Hak Milik directly. Other legally permitted housing rights have specific conditions, and no documented foreign-buyer structure has been established for Grand Lovina.
The subsidised houses address a different buyer’s needs again. Indonesia’s FLPP supported-mortgage rules are aimed at eligible Indonesian citizens buying a qualifying home, subject to restrictions on prior homeownership, previous subsidies and income. Seeing a subsidised unit type in the housing register does not establish that a mortgage offer is currently available or that a particular applicant will qualify. The rules governing subsequent occupancy, leasing and transfer also matter if the buyer might need to relocate.
Grand Lovina therefore lends itself to property-by-property diligence rather than a project-wide investment forecast. A sensible decision would start with a precise block and lot number, the latest land certificate and mortgage status, authority of the seller, the home’s physical condition and evidence of functioning utilities and access. For an auction, possession and title-release procedures deserve additional attention. For a developer sale, the building approvals and final handover package matter. Public information does not yet support claims of managed rental income, guaranteed yield or uniformly completed facilities.
Home types & sizes
The register calls this model “Full Finish” and describes painted concrete-block walls, light steel roof framing and a stone foundation. It does not itemise every fixture, appliance or service connection.
Get floor plans and current pricesThe recorded specification is simpler, including the floor finish. This type belongs to the regulated affordable-housing category; availability and subsidised finance depend on programme eligibility and bank approval.

Location
- The administrative location is Desa Kalibukbuk, Kecamatan Buleleng, Kabupaten Buleleng, in Bali Province. This is part of North Bali, rather than a development in the island’s southern tourism hubs.
- Celuk Buluh is the more specific neighbourhood reference. Lovina is a useful regional name, not proof that any particular house has a beach frontage, sea view or walkable access to the water.
- Sikumbang identifies Block A No. 3 as the marketing office. An actual transaction must use the correct block, house number and registered parcel: the bank-advertised example is Block D No. 10.
- A sufficiently verified project entrance pin or cadastral boundary could not be established from the open material. Coordinates belonging to neighbouring homes or an individual resale advertisement would imply more precision than the evidence supports.

Best for: An Indonesian household looking for a modest permanent home in North Bali, provided the two-bedroom plan and the actual condition of the chosen property meet its needs.; An eligible Indonesian first-home buyer considering supported finance. The practical questions are programme qualification, bank approval, the home’s physical readiness and any ongoing occupancy obligations.; A domestic resale buyer comfortable investigating a specific block, plot and title. There is evidence of individual houses and plots circulating in the secondary market rather than only standard developer inventory.; A cost-conscious purchaser who can separate a catalogue price from a bank-auction starting figure and budget for any repairs, fees, taxes or title work required by the actual transaction.; may not suit: A foreign individual expecting to take direct Hak Milik land ownership. The published title references do not offer that right, and Indonesian land law restricts it.; A holiday-rental investor seeking a pool villa, a proven occupancy record, a management contract or an income guarantee. None of those features has been substantiated for this estate.; Someone treating the subsidised price as an unrestricted market price, or assuming a supported home can be freely let or flipped. Qualification and post-purchase restrictions need separate legal confirmation..
What we confirm before booking
A short, project-specific list. We request these from the developer and go through them with you before any payment.
- Sikumbang does not show when its IDR 168 million and IDR 185 million figures or its sold-unit counters were last updated. Current stock, developer sales, prices and the status of any remaining construction have not been established as of October 2026.
- The BTN listing refers to Hak Milik title and Hak Tanggungan security for D/10, but the underlying certificate, current encumbrance search, authorised seller and lien-release arrangements were not reviewed. Building and occupancy approvals for any house now being purchased also remain unverified.
- The estate can be located to Celuk Buluh and identified blocks, but its verified entrance coordinates, cadastral boundary and estate-wide utilities and facilities remain undocumented. Features advertised for an individual bank-listed house cannot be assumed for every property.
