Why this project is worth a look
Two defined home types
The public record identifies two two-bedroom layouts on 72-square-metre plots. Prospective occupants can focus on how 33 versus 36 square metres actually work rather than relying on broad lifestyle claims.
An identifiable developer
PT Legawa Bali Property is named in a project-specific government entry. That provides a useful starting point for checking the contracting party, while keeping Tamblang separate from similarly branded developments.
Transparent price context
Both models appear at IDR 185 million in the state catalogue. The important qualification is that this is a subsidized-housing figure whose applicability depends on the buyer and the particular unit.
Built for residents
These are modest landed homes rather than serviced holiday accommodation. The proposition is strongest for an eligible household with real day-to-day reasons to live around Kubutambahan.
Known questions, not promises
The registered house sizes are clear; construction completion, land title, actual availability and plot-level location are not. Treating those gaps openly makes the next purchase discussion far more useful.
About the project
Legawa Mesari Tamblang belongs to a very different part of Bali’s property market from the pool-villa developments usually advertised to overseas investors. It is a registered subsidized housing development in Tamblang village, Kubutambahan district, Buleleng, on the island’s northern side. The homes are intended as ordinary residences. Their published price makes sense only alongside Indonesia’s affordable-housing rules, because the ability to use the subsidy is just as important as the design or asking price.

The project has its own entry in the national SiKumbang housing portal under location ID SGR0820072025T002. That entry identifies PT Legawa Bali Property as the developer. The distinction matters: the same company is also listed against Legawa Mesari Kubutambahan and Legawa Mesari Bondalem. Despite the shared brand, those sites have different registration numbers and unit specifications. A listing for one of them should not be used to infer the land area, inventory or construction standard at Tamblang.
Two house models are published for this site. Type 33/72 has 33 square metres of building area on a 72-square-metre plot; type 36/72 has 36 square metres of building area on a plot of the same stated size. Both are shown with two bedrooms and one bathroom. The second model offers slightly more floor space, although the public record does not explain how that space is distributed between the rooms. Neither figure is a verified net usable area, and a 72-square-metre land parcel should never be mistaken for a 72-square-metre interior.
The government listing displays IDR 185 million for each of the two models. This is a dated, scheme-specific reference, not an unrestricted offer to an international buyer. Eligibility for affordable-housing assistance, the price of a particular plot, available stock, fees and the agreement itself all matter. No individual reservation form, developer payment schedule or bank approval for a particular buyer has been reviewed. Those omissions are especially significant at the low end of the housing market, where a seemingly small additional cost may materially affect a household budget.
The technical description is brief but useful. It lists lightweight steel roof framing, concrete-block walls, a concrete screed or base floor and stone foundations for both house types. It does not state the final roof covering, ceiling, waterproofing, tile finish, sanitary fittings or electrical installation. A reader should not turn a material schedule into a claim that every home is finished to a particular standard. Nor does the description establish whether the houses are complete, connected to utilities or ready for occupation.
For a small home, the practical details beyond the walls can matter as much as the floor plan. The public listing does not establish the condition of internal estate roads, surface-water drainage, reliable water supply or the utility connections for an individual property. These are not decorative amenities: they affect whether a household can move in without unexpected work or expense. Evidence needs to be tied to the actual plot and handover documents rather than to general claims about the estate.
SiKumbang currently shows 27 units under its subsidized category and three under subsidized units sold; the commercial categories show zero. These are separate portal counters, not a certified statement that 27 homes remain available today. The published guide to SiKumbang distinguishes homes planned for subsidized sale from booked and realized units. Without the actual plot-by-plot status and an updated offer from the developer, the total built inventory, reservable stock and handover position should remain open questions rather than numbers derived from the public counters.
The location is specific administratively but not at street level. The site is registered in Desa Tamblang, Kecamatan Kubutambahan, Kabupaten Buleleng, Bali. The address on Jalan Pulau Kangean appears under the marketing-office heading and is in a different local administrative area. Treating it as the housing development’s street address would send a prospective visitor to the wrong place. The public evidence reviewed does not establish a reliable parcel coordinate or a precise access road, so journey times and proximity claims would be speculative.
Tamblang is a residential decision first and a location name second. Someone whose work, family and routine are centred in northern Bali might find the setting relevant. Someone expecting southern Bali’s visitor economy or a holiday-rental operation is considering a different product entirely. We could not substantiate communal facilities, an on-site management service, a security package or a scheduled maintenance charge for this estate. Any of those features would need documentary confirmation rather than assumption from the word “development”.
BP Tapera’s FLPP financing programme is for eligible Indonesian citizens, subject to household and prior-subsidy conditions, income criteria and a lender’s assessment. The rules governing the scheme have been amended, and published programme-wide loan features should not be presented as a confirmed mortgage offer for this project. A household may qualify in principle but still need a bank to assess income, documents and the chosen property. Conversely, inclusion in SiKumbang does not make the subsidized price available to anyone able to pay cash.
Foreign ownership needs particularly careful framing. Indonesian land law provides some conditional residential holding routes for foreigners, notably certain Hak Pakai arrangements. That general possibility does not establish a foreign-buyer structure at Legawa Mesari Tamblang. The FLPP subsidized mortgage route expressly requires Indonesian citizenship, and the land certificate and intended conveyancing documents for this estate have not been inspected. It would therefore be misleading to label these homes freehold for foreigners or to suggest a nominee transaction as an easy alternative.
This is also not a product that should be sold on a casual rent-and-resell thesis. Under the 2026 housing-finance regulation, recipients of the specific government down-payment subsidy face limits on renting out or transferring a subsidized landed home, with inheritance and occupation for at least five years among the stated conditions. Whether and how those provisions apply to a particular home depends on the funding and legal documents. Still, an investor should not infer unrestricted rental use or immediate resale rights simply because a house is physically transferable.
The project name and the developer’s portal entry are verifiable; completion and conveyancing are not yet documented to the same standard. We have not reviewed the plot’s land title, individual parcel papers, building approval (PBG), certificate of fitness for use (SLF), signed handover record, utility connections or the exact entity receiving buyer funds. A portal entry should not be interpreted as proof of every permit or as a guarantee of delivery. The development’s current construction stage and the timing of individual handovers remain unconfirmed.
Legawa Mesari Tamblang may deserve consideration by an eligible local household seeking a modest two-bedroom home in northern Bali. Its published specifications are unusually clear for an otherwise lightly documented project. But the decision should proceed from eligibility and a verified plot, not from the low headline price. For overseas buyers, rental investors and anyone needing immediate certainty on title or delivery, the gaps are fundamental rather than minor details.

Location
- The registered administrative location is Tamblang village, Kubutambahan district, Buleleng regency, northern Bali; it is not a verified parcel-level address.
- Jalan Pulau Kangean is identified as a marketing-office address in a different local area. It should not be used as the route destination for a site visit.
- No reliable plot coordinate, estate access street or travel-time claim could be confirmed. Those details require the actual site location rather than a village-centre pin.

Best for: An Indonesian citizen seeking a first, modest home around Buleleng who may satisfy the subsidized-housing income and prior-ownership criteria, subject to lender assessment.; A local household willing to compare how each two-bedroom plan functions on its own plot, rather than treating all units of a development as identical.; A buyer who can inspect the actual house, verify land and building documents, and obtain a project-specific written financing and cost breakdown before committing funds.; may not suit: Foreign buyers expecting to access the state-subsidized price. FLPP eligibility is restricted to Indonesian citizens, and no alternative foreign-buyer offering for this estate has been verified.; Short-term rental investors or buyers seeking a quick, unrestricted resale. The public record does not establish a commercial rental operation, and specific subsidized finance carries use and transfer restrictions.; Anyone requiring a confirmed move-in date, fully verified title, exact site address and ready-to-occupy inventory before beginning a purchase discussion..
What we confirm before booking
A short, project-specific list. We request these from the developer and go through them with you before any payment.
- The village and district are established, but the estate’s precise parcel, access road and coordinates are not. The Jalan Pulau Kangean address belongs to the marketing-office section, not the site.
- Individual land titles, PBG, SLF, actual completion, handover timing and the entity that would sign the buyer’s contract have not been independently documented.
- The portal separately lists 27 subsidized units and three sold subsidized units. Those counters do not prove total inventory or currently bookable stock; lender terms, individual offers and full transaction costs are unverified.
