Why this project is worth a look
A self-contained retreat
The proposed homes are standalone villas with individual pools and parking rather than units dependent on a shared leisure deck. Whether they feel genuinely private will depend on the final site layout, boundary treatment and neighbouring construction, none of which is documented in a public master plan.
A manageable room count
Two bedrooms and three bathrooms offer a practical size for personal use and smaller guest groups without implying a sprawling house. Liveability still depends on room dimensions, storage, ventilation and circulation, which remain outside the published specification.
Consistent delivery intention
The developer describes a uniform turnkey finishing standard across its villas. That could simplify the handover process, but furniture, equipment, completion criteria and warranty coverage need to appear in the signed annexes before they can be treated as included.
Personal use or letting
The villa format can be considered for owner stays as well as possible rental operation, rather than a single prescribed use. It is not evidence of rental licensing, a contracted management service or a particular net return.
A finite lease commitment
A starting price of USD 340,000 is only meaningful alongside the enforceable term and rights being acquired. A 25-year starting lease is fundamentally different from perpetual land ownership, and any extension must be examined rather than assumed.
About the project
Melati Villas Ubud is an off-plan collection of standalone private villas promoted by Exotic Bali Development. The stated product is unusually straightforward: two bedrooms, three bathrooms, 190 sqm of built area on a 150 sqm plot, a private swimming pool and a designated parking space for each villa. The developer quotes an entry price of USD 340,000 and a leasehold offer beginning at 25 years. Those specifications describe the intended product, not a completed home that can already be inspected and occupied. Before discussing investment performance or a future move to Bali, a buyer needs to distinguish the architectural offer from the land and contractual rights that will ultimately make a particular villa deliverable.

There is currently one published villa configuration, not a menu of apartments, duplexes or larger houses. Two bedrooms can serve a couple, a compact household or an owner who wants a separate room for visitors or work. A third bathroom may be practical when guests stay over, although it is no substitute for seeing the actual plan. The site does not provide room dimensions, circulation drawings, bedroom orientation, storage provision or a detailed kitchen arrangement. A villa's nominal size says surprisingly little about how it feels during a lengthy stay; daylight, the relationship between living space and pool terrace, and privacy from adjacent houses are just as consequential.
The two area figures deserve careful reading. The 190 sqm describes built area, while 150 sqm refers to the plot allocated to a villa. It would be a mistake to treat the larger number as verified net internal floor space, or to infer the number of storeys by dividing it by the land figure. Neither internal usable area nor floor count is established in the published project material. There is also no accessible site plan showing the positioning of units. The developer calls Melati Villas low density, but has not provided the total number of villas or a master plan against which that description could be tested. The comfort of each future home will depend on more than the headline measurements.
Every villa is described as having its own pool and parking. For a resident, these can make a meaningful difference from a serviced apartment with shared facilities: there is no need to coordinate pool access with an entire building, and a dedicated place to leave a vehicle is part of the stated design. Yet private amenities shift recurring responsibility onto the owner or operator. Pool servicing, filtration equipment, water use, outdoor cleaning and repairs all have to be accounted for, whether the home is occupied continuously or rented intermittently. No pool dimensions, parking capacity, access-road specifications or maintenance budget have been released. A brochure promise of privacy cannot settle those operating questions.
Turnkey finishing is another feature worth separating from the actual contractual deliverable. Exotic Bali Development says it intends consistent architecture and premium finishing across the villas. That may reduce the burden of managing construction and basic fit-out independently, but it does not automatically mean a fully furnished and rentable property on handover day. There is no confirmed room-by-room inventory showing appliances, furniture, cooling systems, internet installation, kitchen equipment, landscaping or spare parts. Warranty terms and the standard for accepting completed work are also absent from the public description. The practical value of a turnkey promise sits in a signed specification, rather than the appearance of a presentation interior.
The address is the largest missing piece of the location story. The developer names the Ubud area of Bali, a well-known setting for residential stays, cultural visits and tourism, but does not identify the development's street, village, parcel or coordinates. Jl. Suweta appears on Exotic Bali Development's company pages as its business address; that is not evidence that Melati Villas is being built there. Search results also contain operating accommodations with similar names. Without a site-specific record, neither those map pins nor the developer's corporate location can be used as a substitute. It is not possible to give credible travel times to Ubud landmarks or describe the villa's immediate neighbours at present.
That uncertainty matters more in Ubud than a general destination description might suggest. Homes on busy access roads, properties reached by narrow lanes and sites next to active farmland can offer very different daily experiences. Traffic, noise, access for service vehicles, rainwater drainage and the condition of local utilities are questions about a particular plot, not about Ubud as a brand. This does not imply that the proposed development suffers from any such problem. It means claims of convenient access, quiet surroundings or established rental demand must be tested at the correct address. Until then, the location can support broad interest but not a sound comparison against specific villas elsewhere in the area.
The advertised tenure is leasehold from 25 years. In practical terms, the buyer is being offered a time-limited contractual interest rather than perpetual ownership of the underlying land. Indonesian land law recognises different land rights, including Hak Milik, a form of land ownership that an ordinary foreign individual cannot simply register in their own name, and the separate rights Hak Pakai and Hak Guna Bangunan. None of those labels can be assigned to this project merely because the sales material says leasehold. What matters is the registered land title, who holds it, what that holder has agreed to grant, and how the purchaser's occupation and transfer rights are documented. No transaction-level title evidence or executed lease has been made public for Melati Villas.
A lease stated to run for at least 25 years also raises timing questions that affect value. Does the term commence on signing, on handover or at some earlier underlying lease date? Can a buyer sell or assign the remaining interest without a discretionary approval? Is there an enforceable extension option, or only the possibility of negotiating a new term later? What happens if building completion is delayed while a lease clock is already running? The developer's short project description does not answer these questions. It would therefore be misleading to present 25 years as a guaranteed period of completed-home use, and equally misleading to assume that renewal is assured. Those details belong in the actual land and lease documents.
The USD 340,000 starting figure is useful for establishing the price bracket, provided its limitations remain visible. It is an advertised minimum on the developer's website, checked on 17 October 2026, and not a confirmed live quotation for a numbered villa. The site does not set out an availability table, tax treatment, notarial expenses, furniture inclusions or a project-specific payment schedule. The advertised minimum price and minimum lease term should not be assumed to describe one identical contractual package without a written quotation. For an off-plan acquisition, the sequence of deposits and construction payments matters as much as the total: a purchaser needs to know who receives funds, which milestones trigger later payments and what remedies exist if delivery slips. No escrow arrangement or refund protection has been established from public sources.
Project status is also narrowly evidenced. Melati Villas appears in the developer's upcoming-development list and in its portfolio as off-plan. That is not a reported construction start, planning approval or scheduled completion. A total unit count, dated building programme and buyer handover timetable have not been published. Nor did the available project material provide a project-specific PBG building approval or SLF certificate of functional fitness. The distinction matters: a missing document in public search results is not proof that the permit does not exist, but a marketing page cannot stand in for it. Site acquisition and compatibility with the local land-use plan likewise require parcel-level evidence that has not been disclosed.
The promoter's identity is clearer than the proposed site. Exotic Bali Development presents itself as the residential developer, and its legal-information page identifies PT Exotic Bali Development in the Ubud area of Gianyar Regency. A third-party corporate-information service also lists that company name and a Jalan Suweta address. This supports identification of the development brand, not a conclusion that the same entity owns the site, will sign the buyer's lease or is entitled to receive the purchase price. Those roles can legitimately involve different parties, but their relationship must be documented. Other projects shown by the developer are separate ventures, with their own plans and stage claims; their history does not verify delivery rights for Melati Villas.
For a buyer considering rental income, a two-bedroom pool villa is a recognisable accommodation format but not an underwritten business case. The public materials do not contain independently verified occupancy, achievable nightly pricing, operating statements, management fees, staffing costs or provisions for major repairs. A potential plan to alternate personal visits with short-stay rental introduces another layer: legal permission for the chosen activity, the permitted use of the site and whoever will operate the accommodation. A residential concept does not by itself establish tourism-use permissions. Without a parcel, a documented operating structure and realistic net-cost assumptions, a projected yield would tell the reader more about the assumptions than the investment.
The attraction is easy to understand: a private house with two bedrooms, its own pool, parking and a consistent finish, positioned within the wider Ubud market. The decision to commit money is less simple. Buyers who are comfortable evaluating an early-stage development may reasonably keep Melati Villas on a shortlist, but a sound comparison requires the exact plot, documented land rights, building permissions, signed specification, lease terms and delivery timetable. Someone needing immediate possession or verified rental cash flow will find too many unresolved essentials today. The current material is enough to describe an intended villa product; it is not yet enough to certify a particular unit as an executable and fully assessed purchase.
