Why this project is worth a look
A deliberately small scheme
Only seven private homes are advertised, each built around the same one-bedroom plan. That can suit buyers who prefer a self-contained retreat, while placing extra weight on how the shared entrance, neighbours and maintenance responsibilities work in practice.
Poolside living, compact indoors
The private pool and terrace expand how a 60-square-metre home can be used, especially on a short visit. The pool is also a permanent maintenance commitment, not a complimentary resort facility maintained by an unidentified operator.
A specific corner of Uluwatu
Nunggalan's cliff-top setting is a different experience from a flat beach road. A confirmed site plan and real walking route will tell a buyer more about daily convenience than a broad Uluwatu map label or a claimed ocean view.
An unfinished-property decision
The marketed handover is in 2027, with early construction activity reported in August 2026. Buyers are therefore assuming delivery and contractor-performance risk; a dated programme and a verifiable definition of each payment milestone matter far more than an indicative progress percentage.
Time-limited tenure matters
The 24-year lease advertised by an agent needs a known start date and clearly documented transfer and extension rights. Without those, the same villa may represent a much shorter practical holding period than its headline price suggests.
About the project
Palm Villas is a seven-home villa development in Nunggalan, on Bali's southern Bukit peninsula. The published offer is deliberately narrow: one-bedroom homes, two storeys, about 60 square metres of building area on 80-square-metre plots, each with a private pool. This is not a resort with a selection of apartment sizes, nor a family-villa estate. The appeal is a small detached home where a couple or solo resident can step from the living area into their own pool. The trade-off is equally clear. Sixty square metres leaves little flexibility for additional guests, extensive storage or a changing household.

The naming needs a little care. Alpha Villas includes “Palm Villas - Nunggalan Uluwatu” in its published project portfolio, while property portals use Palm Villas Uluwatu and Palm Villas. The repeated combination of seven villas, one-bedroom layouts and 60-square-metre buildings points to the same development. Other villas under the Alpha Villas umbrella, including Balear Villas and Mare Nostrum Villas, have their own project names and should not be folded into these figures. What is not yet available is the executed legal project description or a parcel identifier tying the marketing name to a registered piece of land.
Its position within Uluwatu deserves more attention than the broad location label suggests. Nunggalan is part of Pecatu in South Kuta, Badung Regency, and the terrain along this stretch of coast is shaped by cliffs rather than flat beachfront roads. Nunggalan Beach is an attractive reference point, but reaching it involves a descent on foot. That makes “near the beach” a different proposition from a villa with level, direct beach access. An exact project street address and reliable parcel coordinates have not been established, so a measured journey from the particular villa gate would be speculation. Buyers should evaluate the actual route rather than a radius drawn around a beach name.
The layout makes sense for a short holiday or a quiet stay by two people. Published descriptions put the kitchen, dining and living areas downstairs, connecting them to a terrace and pool. The bedroom and main bathroom occupy the upper floor. That creates a useful separation between the social space and the place to sleep, though the staircase also consumes some of the already compact interior. Someone travelling with a toddler, working from home with substantial equipment or needing step-free accommodation might find a larger single-level home easier. A promising rendering cannot resolve that practical question; a dimensioned floor plan can.
Listings mention air conditioning, partial furnishing, mains water and a parking space. These are advertised specifications, not a verified inventory of installed fittings. Even the bathroom count is inconsistent across portals. A detailed description mentions an en-suite bathroom upstairs and a separate guest toilet; another portal lists just one bathroom and a different site counts two. Rather than inflate the amenity list, it is safer to understand the main arrangement and leave the exact sanitary fixtures to the contractual drawings. The final finishes, appliances and equipment schedule matter because small changes in a compact villa can affect both everyday comfort and operating costs.
The limited number of homes should not be mistaken for a full-service hospitality product. What is consistently described is private space: a self-contained villa, terrace and pool. We found no project-specific confirmation of a staffed reception, on-site restaurant, gym or contracted rental operation. That distinction may suit an owner who wants an uncomplicated private retreat. For someone planning to let the property, however, those missing services do not disappear. Guests still need check-in arrangements, cleaning, linen, pool servicing, maintenance and someone to handle problems at night. Who supplies those services, and at what price, remains a commercial decision rather than a benefit included in the advertised floor area.
A cliffside neighbourhood is not the same as a sea-view guarantee. Palm Villas is marketed with the Nunggalan setting and proximity to well-known resorts, but neither feature proves that a particular home has an ocean outlook. On a small plot, the orientation of the pool, screening between neighbours, surrounding buildings and available outdoor shade could be more important to the daily experience. The advertised privacy should be assessed against the actual site layout, not an artist's view. This matters for personal enjoyment and also for the guest photographs a future rental listing would be able to show honestly.
The proposed legal interest is the most consequential detail in the offering. A detailed agency listing describes a 24-year leasehold. That means contractual rights for a defined period rather than automatic ownership of the underlying land. We have not reviewed the land certificate, head lease or buyer's agreement, so we cannot verify the party granting the lease, what happens to the building at expiry or even the event from which the stated 24 years begin. A term that starts while foundations are being built is economically different from one beginning when a habitable villa is handed over. The advertisement alone does not resolve this.
The same offer refers to a possible five-to-25-year extension at market price. It should not be priced into the investment as if a second term were already secured. The important details are who must grant it, whether the landowner is bound, the notice period, how the new rent is calculated and what happens if the owner changes. Even a legally valid lease can become harder to resell as its remaining life shortens. A buyer taking over the property several years from now may value the same pool and interior quite differently if the contract has substantially fewer years left to run.
Indonesia's land-rights rules add another layer for overseas buyers. Hak Milik, the underlying ownership right to land, is not generally available for direct registration to a foreign individual. Hak Pakai is a separate registered use right that may be available in certain circumstances, subject to eligibility and property requirements. Under the foreign residential purchase price decision still listed as in force by the land ministry, the minimum for a landed house in Bali is IDR 5 billion. Palm Villas' advertised IDR 2.5 billion price does not, by itself, establish access to that particular registered-title route. A contractual lease is a different transaction, so the threshold should not be confused with a blanket ban on renting a home at a lower price.
There is also a distinction between a development brand and the company that can lawfully enter a contract. Alpha Villas places Palm Villas in its own project catalogue and presents itself as a villa builder. FazWaz and Rumavi, however, name PT Adua Proyek Indonesia as the developer. A third-party company registry lists an Indonesian company with that name, but a corporate listing does not prove that the company owns the site, holds building approvals or will sign the buyer's documents. The brand and company might have different roles in the same venture; that relationship has not been substantiated. Before any payment, the buyer needs a documentary explanation of who sells, who builds, who grants the lease and who receives the funds.
The published entry price is approximately IDR 2.5 billion per villa. That figure comes from property listings, not a verified inventory and signed price sheet dated 21 October 2026. Other distributors advertise from US$149,000 or quote a US$160,000–170,000 range. We have not converted those amounts into a single currency because they may refer to different publication dates, exchange assumptions, inclusions or individual units. What the buyer eventually pays may also include taxes, legal costs, completion items, maintenance arrangements, furnishing differences and operating setup. A lower headline price is meaningful only when the scope of delivery and the currency actually due under the contract are equally clear.
One agency publishes a staged payment outline beginning with 10%, followed by a larger payment after due diligence and further instalments linked to construction progress. Yet the same listing says the exact schedule has been requested from the developer. Treat it as an illustrative commercial proposal, not an agreed developer obligation. In an off-plan transaction, that distinction is material. A contractual reference to “40% complete” should have an inspection method, supporting evidence and a clear consequence if the work or documents do not satisfy the agreed milestone. Whether deposits are held separately and how a buyer could recover money after a breach are not answered by a marketing payment diagram.
The construction timeline cannot yet be presented as settled. A marketing update attributed to the developer described earthworks and the beginning of foundation and structural work in August 2026, with progress shown at around 15%. That is a report, not an independently certified site inspection. One portal still gives 2026 as the completion year, whereas the more detailed Nunggalan listing specifies August 2027 and another catalogue also expects delivery in 2027. A dated construction programme, the definition of practical completion, handover criteria and remedies for delay would be much more valuable than choosing the most optimistic date found online.
Planning and building documentation remain open questions. Indonesia uses PBG for building approval and SLF for certification that a building is fit for its intended use. Neither document has been independently verified for this particular Palm Villas plot. That does not mean the approvals do not exist; it means we cannot rely on them. The permitted use of the parcel and the permissions for any intended tourist accommodation also need to be understood separately from the structural approval. A finished house, a lawful right to occupy it and an authorised short-stay rental business are related questions, but they are not interchangeable.
For a rental buyer, the operating model is unusually concentrated. Each villa is aimed mainly at one or two guests. The pool adds private outdoor space, but it also creates a recurring obligation to clean and maintain it. Revenue would depend on actual demand, occupancy and achieved nightly rates; expenses would include utilities, guest turnover, platform commissions, management, repairs, insurance where available and periodic replacements. None of the public materials establishes a net return after those costs, and an agency's forecast should not be treated as a contractual promise. The operator's responsibilities and reporting standards are as important as the initial photograph of the pool.
A potential resale buyer will also look beyond the design. With only one advertised layout type, the development offers limited scope for moving into a larger unit if life circumstances change. Condition, access, nearby development, the assignability of the lease and the number of years still remaining will all shape the property that is actually available to sell. The advertised starting price tells us little about the future resale market on its own. A compact villa can be a good fit for a particular lifestyle without being suitable for every investor or a liquid substitute for an apartment in a more established ownership system.
Palm Villas therefore passes the first test for a useful shortlist: its basic identity, scale and proposed accommodation format are sufficiently clear to discuss. It does not yet pass the more demanding test of a documented transaction. The next evidence needs to connect a specific plot, an identifiable contracting company, a registered land right, an executable lease, approved construction, a binding delivery specification and a protected payment process. Until those elements are reconciled, the project is best viewed as a potentially appealing small villa development in Nunggalan rather than a verified ready-to-buy investment with settled tenure, completion date or rental economics.

Location
- Nunggalan is a neighbourhood within Pecatu, South Kuta, Badung Regency; the broader property market commonly describes this area as Uluwatu.
- Nunggalan Beach lies beneath cliffs, so a nearby map location does not establish easy, level beach access.
- No reliable street address, entrance or parcel coordinates have been verified for Palm Villas; the Alpha Villas sales-office address is not a project address.

Best for: A couple or solo resident who wants a private pool and self-contained home rather than a serviced apartment, and is comfortable with stairs and a genuinely compact interior.; A location-led buyer who specifically values Nunggalan and is willing to inspect the route, surrounding properties and practical access instead of buying on an Uluwatu label alone.; A rental operator prepared to build a realistic net-income budget after pool care, guest servicing, booking costs, maintenance and management rather than accepting promotional yield figures.; An off-plan buyer comfortable evaluating a dated construction programme, contractual lease rights and stage-payment protections before committing funds.; may not suit: Households needing two or more bedrooms, ample storage, a dedicated office or accessible single-level living.; Buyers requiring an immediately habitable, documented completed property with no remaining construction-delivery exposure.; Foreign individuals seeking direct Hak Milik land ownership or assuming a 24-year lease renews automatically at a predetermined price.; Hands-off investors expecting a guaranteed rental yield or a fully specified management package as part of the advertised price..
