The same report states 51 floors and a height of 178 metres. This is the freshest primary status evidence, so the project should be described as having reached topping-out rather than treated as unquestionably complete, commissioned and fully operational.

Royal Skyland is materially larger than a typical residential building around the Russian Market area. Public sources disagree on the apartment count: IQI and several agency profiles state 1,440 units, while Knight Frank's condominium market research lists 1,476. The difference should not be collapsed into a single figure without an approved developer schedule. For a buyer, this is more than background trivia. The final unit count affects residential density, lift and common-area usage, the operating budget and the number of potentially competing units in the resale and rental markets.

This is an established urban neighbourhood combining housing, local retail, cafés, services and the Russian Market ecosystem. Royal Skyland is not a secluded resort or suburban compound; its proposition is vertical living inside an active part of Phnom Penh. That supports daily convenience, but traffic, street noise, vehicle access, pavement quality and the outlook from each elevation should be assessed at the building and at the times when the buyer expects to use it.

Archived project material indicates a broad residential range from one- to five-bedroom formats. IQI states 1–5 bedrooms and an overall built-up range of 622–2,046 square feet. Individual realestate.com.kh project listings show examples of a 52 sqm one-bedroom and two-bedroom units of 89 sqm and 119 sqm. A later resale listing describes two-bedroom layouts from 85.28 to 119.55 sqm, while a separate Asia Villas project page is dedicated to three-bedroom duplexes. These records are useful for understanding the intended mix, but they are not a current inventory sheet and do not prove that every historic type remains available.

The published interiors show compact contemporary homes with open kitchens, breakfast or dining counters, built-in storage, separate bedrooms and air-conditioning. Duplex products use an internal staircase to divide the accommodation across two levels. Large windows and balconies are repeatedly described on the one- and two-bedroom pages. A buyer should still request the drawing for the exact unit: a shared commercial label does not guarantee the same area, kitchen position, bathroom count, window orientation, balcony usefulness or storage provision.

The shared amenity concept is consistent with a large mixed-use tower. IQI places the principal leisure cluster on floors 49–51 and lists a sky bar, infinity pool, fitness centre and theatre. TVK also refers to generous public areas, a lobby, school, shopping space, restaurants, a sky bar and cinema. Agency pages add parking, lifts, common areas, a 24-hour reception, video security and backup power. Before purchase, the buyer should establish which facilities are already open, which form part of the co-owned property, whether any spaces remain commercially controlled and what service charges are required to operate them.

The central diligence issue is the transition from a topped-out structure to a fully functioning building. Topping-out confirms that the frame has reached its designed height, but it does not by itself confirm completed façades, commissioned mechanical systems, finished common areas, fire approvals, occupancy permission, handover or stable building management. Older sales pages forecast completion in 2023 or 2024, while the newer TVK report records structural topping-out only in January 2026. A buyer therefore needs dated completion documents and a current inspection rather than reliance on earlier marketing schedules.

Royal Skyland may suit buyers who want a large urban scheme, a broad choice of layouts and a strong high-rise identity in Toul Tum Poung. Its appeal lies in the combination of scale, mixed-use functions and accommodation ranging from compact units to family and duplex formats. It is not, however, a project where a render and an advertised price are sufficient. Before reservation, the actual construction and operating status, specific-unit availability, facility readiness, title form, foreign quota, service charges, management rules and realistic handover timing should all be confirmed.

Practical diligence should begin with the document package for the exact apartment rather than a promotional yield claim. The buyer needs the unit-numbered drawing, evidence that the seller may dispose of the property, the proposed contract, payment schedule, reservation refund rules, the furniture and appliance inventory, fit-out specification, defect-remedy procedure and confirmation of the future building manager. For a tower of this scale, lift numbers and operating rules, backup power, fire routes, parking access and the monthly service charge are especially important. Historic sales pages cannot establish these terms reliably. They should be obtained in current dated form, compared with the physical condition of the building and reflected in the price decision for the selected unit.
