Why this project is worth a look

A finished building

Completion in 2018 means the decision can start with a physical inspection. Buyers can see the façade, apartment, shared areas and immediate surroundings rather than relying on launch renders. The trade-off is that maintenance history and current building management now matter as much as the original specification.

An 11-storey scale

The Elements is lower than many newer Phnom Penh condominiums. That does not prove low density because no reliable unit count is published, but it does make the scheme easier to understand: one existing development rather than a collection of announced future towers.

Hun Sen Boulevard places the project within Mean Chey and on the route towards Ta Khmau. It is most practical for households whose work, school or family routines are already in southern Phnom Penh. Central-city commuters should test the route at the times they actually travel.

About the project

The Elements Condominium is a completed 11-storey development on Hun Sen Boulevard in Chak Angrae Kraom, Mean Chey. Earlier marketing often shortened the name to The Elements. It is not a multi-tower high-rise scheme in central Phnom Penh. The project was presented as a mixed-use building, combining residential apartments with commercial, food-and-beverage and retail space. That smaller, self-contained format may suit a buyer who would rather assess one finished property than commit to a large master development with several future phases.

Project profiles place completion in November 2018 and describe the apartments as ready to move into. The practical market today is therefore resale rather than off-plan. A buyer is evaluating an existing unit, its title and the way the building has been maintained, not a promise about future delivery. Inspection should cover the apartment itself, common areas, water ingress, lifts, pool condition and access systems. The transaction file should also establish the current service charge, any arrears, house rules and the authority of the person selling the unit.

Realestate.com.kh attributes the project to L K Development, while secondary profiles spell the name as LK Development Co., Ltd. A historical Realestate.com.kh event report also identified Piseth Seng of LK Development Group as the developer of The Elements. Those references are enough to establish the developer brand, but not a fully verified legal entity for every original sale contract. The registry record therefore uses L K Development. The exact contracting company should still be matched against the title, sale-and-purchase agreement and seller documents for the selected apartment.

The physical location has unusually strong supporting evidence because The Phnom Penh Post listed its newsroom on Level 7 of The Elements Condominium for several years. Repeated addresses place the building on Hun Sen Boulevard in Sangkat Chak Angre Krom, Khan Meanchey. Most records use Phum Tuol Roka III, while a smaller number use Phum Prek Talong. The main project address follows the more frequently documented Tuol Roka III version. For conveyancing, the cadastral description attached to the individual unit matters more than either online village label.

This is a southern Phnom Penh address rather than a central BKK or riverside location. Historical project material linked Hun Sen Boulevard with the ING City growth corridor, direct movement towards Ta Khmau and access to the International School of Phnom Penh. That positioning can make sense for residents whose daily routines are already focused on Mean Chey, the 60-metre road corridor or the south of the capital. It is a weaker fit for someone expecting a walkable central-city lifestyle. Journey times have deliberately not been repeated because traffic conditions and airport routes have changed since the original launch material was written.

Confirmed shared features include a swimming pool, lift, common areas, 24-hour security, CCTV, security staff and access-card control. The original concept also included commercial, F&B and retail space. These facts describe the planned and built format, but they do not prove that every commercial unit is currently occupied or that every amenity operates to the original standard. A viewing should establish what is open now, how the shared facilities are managed and whether the operating budget is adequate for an eight-year-old building.

A mixed-use building also requires a clear understanding of how residential and commercial circulation is separated. During a viewing, check whether customers, office users and residents share the same entrance, lifts, parking and courtyard; who pays for security and shared systems; and whether utilities and operating costs are allocated transparently. Retail and F&B space is not automatically a benefit or a drawback. The outcome depends on current tenants, opening hours, noise, smells, parking pressure and the management rules that protect the residential floors.

The condition of an individual apartment may differ substantially from launch-era interior images. View in daylight and look beyond furniture and surface finishes. Test windows, doors, water pressure, drainage and air-conditioning; inspect external walls for moisture; confirm balcony condition, electrical points and the actual outlook. It is also useful to visit when commercial premises and Hun Sen Boulevard are active. That gives a more realistic sense of noise, privacy, corridor traffic and how the building functions during a normal day.

Management records are a separate part of due diligence in any completed condominium. Ask the seller or management contact for recent service-charge receipts, house rules, confirmation of no arrears, the process for common-area repairs and a responsible contact person. Drive the route during a weekday peak and, where possible, after heavy rain. Check the gate approach, turning movements on Hun Sen Boulevard, street lighting and taxi access. Property platforms tag the project as non-flooding, but that label is not a substitute for speaking with residents and inspecting drainage. The result is a practical understanding of how this exact address works day to day.
