This is no longer an off-plan proposition: the tower exists, common areas are operating, and real units are circulating on both the sales and rental markets. That changes the due-diligence focus. A buyer should spend less time judging construction promises and more time inspecting the exact apartment, title, fit-out, management arrangements and recurring ownership costs.
The architectural concept centres on vertical greenery and elevated communal spaces. Green screens are integrated into the facade, while the upper levels contain pools, terraces and leisure areas. The finished building is more restrained than some early promotional renders, but the core visual identity remains visible in the facade, lobby and rooftop landscaping. Recent photography shows a large entrance hall, several water-oriented spaces, a working gym and open decks overlooking the northern part of Phnom Penh.

The project sits in Sen Sok rather than the traditional central business districts. This can suit residents who prefer newer urban development, major retail destinations, wider roads and a less compressed environment than BKK1 or Daun Penh. The trade-off is that journeys to central districts depend heavily on traffic and time of day. Marketing references to a ten-minute drive into central Phnom Penh should therefore be treated as a promotional estimate, not a dependable daily travel time.
The unit range covers one-, two- and three-bedroom apartments. Official plans show four Type A layouts of 30, 30, 38 and 43 sqm, and two Type B layouts of 40 and 45 sqm. The current IPS profile adds Type C options of 65 and 70 sqm. Compact planning is a defining feature: even the two-bedroom homes are designed around efficient use of space rather than generous room sizes. Before purchase, the buyer should distinguish between marketing area, approved plan area, registered title area and genuinely usable internal space.
Recent unit photographs show light finishes, built-in cabinetry, large-format tiles and simple neutral kitchens. This is a practical specification for rental use or immediate occupation without a major renovation. Furniture shown in one listing should not be assumed to be standard across the building, however. Some units are marketed fully furnished, while others have a basic fit-out or an owner-specific package. Appliances, air-conditioning units, wardrobes, curtains and kitchen equipment should all be itemised for the exact apartment under consideration.
The communal facilities are a clear part of the project's appeal. The developer lists a five-metre grand lobby, private cinema, sky infinity pool, rooftop infinity pool, sky garden, sky jacuzzi, gymnasium and automated car park. Current photographs confirm operating lobby, pool and fitness areas. Their practical value depends on access rules, maintenance standards, guest policies and recurring charges. IPS states a maintenance reference of $1 per net square metre, but the rate, billing basis and inclusions should be verified for the selected unit.
Building management, sinking fund and common-area accounts
JS LAND PLC's audited 2024 financial statements recorded USD158,650 of refundable deposits and advance payments received from residents for renovation, management fees and the sinking fund at December 31, 2024. The same statements recorded USD158,565 paid by the company on behalf of The Garden Residency 2 property management, including operating and utility expenses. These are accounting balances at a reporting date, not the current charge for an individual apartment.
Ask for the current management agreement, house rules, latest approved budget, the amount and permitted use of the sinking fund, a sample monthly invoice and a clearance statement for the selected unit. Confirm who now collects payments, who controls the fund balance, how major repairs are approved and whether arrears left by the seller can follow the apartment.
Public sources conflict on the tower's basic scale. Some profiles describe 31 floors and 339 units, while others state 33 floors and 369 units. Even developer-related materials published in different years do not align. For that reason, this dossier does not force a single unverified floor or unit count into the project facts. The approved building plan, official unit schedule and management documents should be requested so that residential, parking, amenity and technical levels can be distinguished correctly.
The Garden Residency 2 is best assessed as a completed, mainstream urban condominium with compact layouts and a substantial amenity package, rather than as a rare ultra-premium asset. Its advantages are tangible: the building is finished, apartments can be inspected, one- to three-bedroom formats exist, and there is an active rental market. The main risks are equally practical: exact area, the title of the chosen unit, furniture condition, management costs, parking rights and resale liquidity for a specific layout. Those questions should be answered at unit level rather than through broad project marketing.
A practical inspection should follow the full route from the building entrance to the apartment and shared technical areas. In the lobby, ask about guest registration, delivery access, reception hours and access cards. On the residential floor, check corridor ventilation, lift noise and the distance to the fire stairs. Inside the unit, test windows, doors, air conditioners, water pressure, drainage, sockets, internet and any signs of moisture near the facade. At the pools and gym, assess the actual condition of equipment rather than appearance alone. This approach reveals more than a general presentation and helps compare several units in the same tower, because an identical layout can differ materially by floor, orientation, noise, view, furniture and wear from previous occupation.
Unit handover and defect close-out records
JS LAND PLC's first-quarter report for 2024 stated that 215 units had been handed over and defects had been rectified for 83 units by March 31, 2024. Those project-wide figures do not establish that every issue affecting the apartment under consideration has been closed.
Before reserving, request the signed handover record for the exact unit, the original snag list, evidence of the follow-up inspection and written close-out of each material defect. Where the apartment has already been occupied or rented, record later damage, meter readings, keys, access cards and every item that will remain after completion.

Unit types & sizes
Four variants are shown: A1 and A2 at 30 sqm, A3 at 38 sqm and A4 at 43 sqm. Their living-zone shape, bedroom position and balcony arrangement differ, so the exact plan for the selected unit should be obtained.
B1 is shown at 40 sqm and B2 at 45 sqm. These are notably compact two-bedroom homes, so bedroom width, storage, furniture placement and practical suitability for two adults or a family should be tested during inspection.
IPS lists C1 at 65 sqm and C2 at 70 sqm. This is the largest category in the project, but the approved plan, availability and registered area still need to be confirmed for the exact unit.
Type A and B areas are visible on the developer's official plans. Type C areas and some technical details come from the current IPS profile. JS LAND PLC's fourth-quarter 2023 report disclosed a bulk sale of 30 apartments to CT Development International LTD under an agreement signed on December 20, 2023. Its fourth-quarter 2024 report stated that 84.96% of The Garden Residency 2's total sales target had been sold by December 31, 2024. These historic disclosures do not establish current availability, but they show why units in the same building may come through different ownership chains.
Before paying a deposit, identify the legal seller and the basis of its title: a direct sale by JS LAND PLC, a titled resale by an individual, or a corporate onward sale. The seller named in the SPA, the receiving bank account, the title, the company's sale approval and the signatory's authority should all point to the same legal person.

How to verify automated parking rights
