Sale and rental listings make it possible to compare actual apartments by condition, outlook and running cost. A low asking price is not a project-wide rate and still requires confirmation of availability, title and transaction terms.
About the project
Axis Residences is a completed residential compound in western Phnom Penh, arranged as eight apartment blocks around a substantial shared landscape. It feels different from a single high-rise tower: the buildings frame pools, gardens and recreation areas, creating an internal neighbourhood rather than a lobby-and-elevator product. The original project fact sheet records 566 homes on 2.08 hectares. AGA Architects lists 52,102 sqm of gross floor area and marks the scheme as completed in 2019. That maturity changes the buying process. A purchaser is no longer assessing a promise in a sales gallery; the relevant questions are the condition of the exact home, the performance of management, the upkeep of common areas and the recurring costs attached to ownership.
The development stands on Street Duong Ngeap III, commonly associated with the Street 2004 corridor. It is not directly fronting Russian Federation Boulevard. Axis sits farther west on the local road network, with access toward the boulevard and other major routes. Legacy brochures and most brokerage pages classify the address as Tuek Thla, while Spring CJW's current contact page uses Sangkat Obek Kaom. For navigation, the complete address — Street Duong Ngeap III, Sangkat Obek Kaom, Khan Sen Sok — is more reliable than the broad boulevard reference. The distinction matters to buyers comparing commute patterns: a project near a major road can have a very different daily approach from a building with an entrance directly on that road.

Axis has a horizontal scale that is easy to understand during a visit. Eight moderately tall blocks leave room for a 50-metre swimming pool, children's water areas, planted paths and sports facilities. The launch materials described indoor and outdoor gyms, tennis courts, a half basketball court, barbecue areas, multipurpose rooms, children's indoor and outdoor play spaces, pool cabanas, a landscaped roof over the car park, shops and a formal drop-off. Completed-project due diligence should treat that list as a starting point rather than a guarantee. A viewing should confirm which facilities are open, their operating hours, guest rules, maintenance condition and whether any spaces are managed separately or require additional charges.
The original apartment schedule is generous by the standards of many newer mass-market condominiums. One-bedroom types were shown with 57.65–63.10 sqm of private area, two-bedroom types with 86.50–89.60 sqm, three-bedroom homes with 114.98 sqm and four-bedroom penthouses with 243.61 sqm. The same brochure also states a larger total area for each type. A basic one-bedroom, for example, was presented as 57.65 sqm private and 80.71 sqm total. That distinction is critical when reading resale advertisements. One agent may quote internal or private area, while another may publish gross area including balconies and allocated common components. Headline price per square metre is meaningless until both listings use the same area basis.
Axis now trades mainly through the resale and rental market. Its historic developer instalment plans do not describe a present-day purchase from an individual owner. Terms depend on the specific seller, title, outstanding obligations, furnishing, occupancy and handover arrangements. An IPS Cambodia listing prepared in July 2026 offered a furnished one-bedroom home of 57 sqm at $60,000. That is a single lower market marker, not a project-wide price list. Other advertised homes sit at higher levels, and differences can reflect the block, floor, orientation, view, refurbishment, tenancy and urgency of sale. A useful comparison set should match bedroom count, measurement basis, condition and legal status rather than treating every Axis listing as interchangeable stock.
A completed compound allows practical checks that are impossible with an off-plan purchase. Prospective buyers can visit in the morning and evening, listen for traffic and mechanical noise, inspect corridors and lifts, observe parking demand and see how heavily the pool and gyms are used. They should request the current management fee, sinking-fund arrangements, recent major works, parking rights, utility tariffs and rules on leasing. Figures in an individual listing may apply only to that unit or reflect a previous billing period. Management performance deserves particular attention in a landscaped, amenity-heavy compound because the value of the shared environment depends on long-term maintenance rather than on the original specification alone.
The location is better understood as part of Phnom Penh's western education, healthcare and employment belt than as a central walking district. International schools, hospitals, neighbourhood retail and employment areas around Street 2004 can create demand from families, teachers, corporate staff and professionals who need this side of the city. Travel to BKK, Tonle Bassac or Daun Penh is traffic-sensitive, and the experience can change sharply by time of day. A buyer should test the actual commute to the intended school or workplace. Someone who wants to walk each evening to the dense restaurant and office streets of central Phnom Penh may find Axis less convenient, even though the compound itself offers more open space than many central buildings.
Spring CJW Development Pte Ltd is independently confirmed as the developer. The name appears in the original CBRE-marketed fact sheet, on Spring CJW's current corporate contact page, in AGA Architects' project record and in reporting on LHN's acquisition of an entire block of Axis apartments. Those sources connect the company to the same project, address, architect client and seller role. This distinction prevents a common resale-market error: a property manager, serviced-apartment operator or sales agency may appear prominently in a listing, but that does not make it the original developer. Third-party operating brands should be assessed separately from the identity and track record of Spring CJW.
Legal review must focus on the selected apartment. Early marketing described freehold condominiums, while resale listings may refer to strata title. Neither label replaces a copy of the current title and verification of the registered owner. Buyers should check encumbrances, unpaid management charges, parking rights, the inventory of furniture and any existing lease. When a unit is sold with a tenant, the security deposit, termination rights, rent payment history and division of maintenance expenses need to be documented. Completion removes a large part of construction risk, but it does not remove unit-level title, condition or tenancy risk.
Axis Residences makes the most sense for buyers who want established amenities, substantial layouts and the ability to inspect a functioning community before committing. It is less suited to someone seeking a new central tower or a long developer-backed payment plan. The decisive comparison is usually between individual apartments inside the compound. Two homes with the same bedroom count can differ in outlook, afternoon heat, road exposure, proximity to facilities, renovation quality and monthly obligations. Viewing several units — including at least one that faces the internal landscape and one with a more external orientation — is more informative than relying on a single average asking price for the entire project.

Unit types & sizes
Four original variants differed in living-room geometry, balcony size and, for one type, an extra enclosed space. On resale, match the physical layout to the title plan and check for alterations.
The standard Type B and B-PES were planned for family use, with two bedrooms, two bathrooms and either a balcony or additional enclosed space. Finishes now depend on the individual owner and renovation history.
Type C combines three bedrooms, three bathrooms and a large shared living area. The original schedule lists 56 such homes, so resale choice may be thinner than for the one- and two-bedroom stock.
The duplex Type C-PH includes four bedrooms and extensive open areas; only eight were listed in the original schedule. Title plans, terraces, waterproofing and building services warrant particularly close inspection.

- The original fact sheet, REKH and several property sources state 566 apartments, while a Spring CJW article published in December 2020 says 640. The record uses 566 because it has broader independent support.
- REKH and market profiles describe eight 10-floor blocks, whereas Sanwah calls the scheme a nine-storey condominium. This may reflect a counting convention; the relevant block and floor plan should be checked for technical decisions.
- The early brochure targeted Q2 2018, some portals report late 2018, and both AGA Architects and the project manager place completion in 2019. The record uses 2019 as the completion year supported by the final project participants.
