Why this project is worth a look
A distinct Uluwatu address
Jalan Batu Kandik places the project within reach of Uluwatu's surf, food and coastal scenery without positioning it on the beach itself. Its appeal is the proposed elevated outlook; the unobstructed view from a particular plot is still a matter for the final site and neighbouring-land review.
Private outdoor living
The illustrated villa combines an infinity-edge pool, deck and open-plan interior in a compact, individual-home format. That offers a different experience from a large serviced resort, though privacy between plots depends on the actual fences, road alignment and finished landscaping.
Costs are broken down
The 2026 deck separates the land arrangement from construction, furniture and connections. This makes the cost components easier to interrogate, but the figures are not a replacement for a current unit quotation, a detailed specification or binding payment protection.
Management is proposed
Balivestor mentions staff, reception and villa management. These could simplify occasional use and guest stays, yet no project-specific operating contract shows what the owner receives, what it costs or who carries the risk during vacant periods.
About the project
Ulu Hill Villas is a proposed collection of private-pool homes in Pecatu, in Bali's Uluwatu area. Balivestor markets the homes around an elevated setting, clean-lined concrete architecture and open views towards the Indian Ocean. Its 2026 investor deck uses the longer name Uluwatu Hill Villas. Because the deck is linked directly from the Ulu Hill Villas project page and describes the same street and design, the two names are treated as one development, not separate phases. The crucial distinction for a purchaser is that this is not a ready-to-occupy resort residence. The offer combines a land-use arrangement with a home to be built, so the paperwork governing the land, construction and eventual handover deserves as much attention as the finished design.

The investor material gives a usable location reference: Jalan Batu Kandik, Pecatu, Kuta Selatan, Badung, Bali. This places the proposal in the southwestern Bukit Peninsula rather than in a central urban neighbourhood. The project page also embeds a map point, but neither a cadastral parcel identifier nor a survey showing the site boundaries was available in the public materials reviewed. Independent mapping confirms that the named road runs through Pecatu. A hill setting may work particularly well for someone who values space and a slower rhythm at home, while visitors who expect to walk to dinner or the beach may find the practical experience less convenient. Most outings would be better planned around a car or scooter.
The sales presentation estimates about 3.2 kilometres and seven minutes to Single Fin, 2.9 kilometres and six minutes to Suluban, and 3.8 kilometres and eight minutes to Thomas Beach. Those figures establish the intended neighbourhood context, not guaranteed journeys at every hour. Roads around Uluwatu can become busy, and accessing a beach may involve steps or a separate walk once parked. The ocean-view claim should not be mistaken for beachfront ownership: the project is described as inland and uphill. A buyer comparing it with a property closer to the shore would therefore be choosing between privacy and elevated outlook on one side, and easier immediate access to the water on the other.
What makes the concept distinctive is its architectural language. The brochure describes exposed concrete, full-height glazing, open-plan living, an ironwood deck and a private infinity-edge pool for the illustrated villa. The developer places the site roughly 150 metres above sea level and presents the ocean panorama as a defining feature. Neither the elevation nor the precise sightline from every plot has been independently surveyed in the materials reviewed. Views can change with planting and neighbouring construction. A sloping location also makes drainage, retaining structures and reliable road access consequential engineering questions. None of those issues means a hilltop home is inherently unsuitable; they simply deserve drawings and inspection rather than assumptions based on presentation images.
Buyers should not treat the bedroom specification as settled. A table within the 2026 deck describes a 120 sq m building on an approximately 250 sq m plot with three bedrooms and two en-suite bathrooms, while the heading on the layout drawing calls it a two-bedroom villa. The Balivestor homepage also says two bedrooms; another project listing and the sales narrative refer to three. The 120 sq m figure is supported by multiple pages, but no signed plan identifies the configuration that belongs to a specific plot. That uncertainty matters for real use: whether there is a separate study, whether three couples can stay comfortably, and how furniture and storage fit within the enclosed area cannot be answered by a bedroom count alone.
There is a second, larger inconsistency in the scale of the scheme. The homepage lists five units on around 1,500 sq m of land. The narrative introducing the villas speaks of four homes, while a statistics panel on the individual project page unexpectedly shows eighteen units and 9,000 sq m. The 2026 deck gives four villas and a site area of 1,482 sq m, alongside a lot diagram and an example 250 sq m parcel. These are materially different descriptions. Until an approved site plan and a numbered inventory are supplied, it would be misleading to publish one confident development-wide villa count. How many plots share the access road affects security, privacy, parking arrangements and the experience of building work next door.
The financial pages of the investor deck envisage a 25-year arrangement for a 250 sq m land parcel plus a 10 sq m allocation associated with road access or parking. By contrast, a panel on the project website advertises a leasehold period of up to 58 years. A pricing sheet is not a lease deed, and a maximum advertised term does not demonstrate an enforceable extension. The starting date, the landowner's identity, the transfer rights and any renewal price remain unclear. Indonesian land ownership has several distinct legal forms; a private contractual lease is not the same as the registered Hak Pakai right of use, and foreign individuals cannot simply take direct Hak Milik title to land. The applicable arrangement must be understood through the actual property documents, not a marketing label.
Balivestor's website shows an advertised entry price of USD 340,000. Its April 2026 investor presentation contains a separate total project budget of EUR 288,960, covering land arrangements, building work, furnishing and ancillary expenses. These are not equivalent quotations expressed in different currencies. They refer to differently described price bases, and there is no verified current unit-specific offer that reconciles them. The presentation separately identifies notary and agent charges, landscaping, utility connections and a furniture package. Someone comparing this development with a completed villa must therefore establish which items are included in the sum they would actually sign for, rather than comparing the website headline with an assumed all-in cost.
The construction payment schedule is unusually informative, even if it is not yet a contract. The deck places the land-related payments at EUR 41,000 on signing and another EUR 41,000 nine months later, with notary and agent fees itemised. Construction is budgeted at EUR 165,000, with a 15% initial security deposit, further payments tied partly to signing and works progress, and two retained portions payable after completion. Furnishing is listed separately at EUR 30,000. Milestone billing can give a purchaser a clearer relationship between work delivered and cash released. That protection exists only when the definitions of each milestone, evidence of completion, refund rights and remedies for delays are written into binding agreements and assessed by an independent professional.
No single completion date is supported consistently across the project's own pages. The Balivestor homepage and its current-projects list show a target in the fourth quarter of 2027; the dedicated Ulu Hill page says the second quarter of 2027. A generic completion indicator on the homepage reads 0%, without a dated independent construction report attached. The investor deck includes a site diagram and architectural material, not evidence that a particular villa has reached a certified build stage. On the information available on 20 October 2026, the reasonable description is an uncompleted development with conflicting published handover targets. A buyer's actual deadline, extensions and consequences of delay need to come from the agreement they are asked to sign.
Construction authorisation and permission to occupy are separate questions in Indonesia. PBG is the applicable building approval, while SLF certifies a building's fitness for use. We did not find project-specific PBG or SLF identifiers or verifiable copies among the publicly accessible materials. This should not be read as proof that the documents do not exist; it means they have not been established for the project. Nor was a plot-specific planning confirmation found showing that the intended building and any short-stay rental operation comply with applicable land-use rules. Marketing that a developer can arrange permits is a service claim, not the same thing as reviewing a permit issued for the actual plot and design.
The marketed amenities include individual pools, outdoor decks, gardens, kitchens, parking and a private internal approach road. The website also mentions staff, villa management and a reception facility. These sound attractive for an owner who expects visiting guests, but no Ulu Hill-specific management contract or operating budget was provided. It is therefore unclear whether the staff are included in a binding estate-wide service or would be hired through a separate management agreement. Cleaning, maintenance, pool care, guest communication, insurance and utilities can materially affect net receipts. Website estimates for monthly rent, resale value and percentage returns are sales projections, not operating evidence from this as-yet-uncompleted development.
Balivestor is the identifiable project-facing developer brand. It lists Ulu Hill Villas in its own pipeline, hosts the presentation and describes its business as land acquisition, architectural design, construction and property support. That branding does not establish the legal seller or building contractor. Third-party corporate directories contain several entities with related Balivestor names; none of the directory entries reviewed directly proves which company owns this particular parcel or is authorised to collect a purchaser's funds. The legal structure is especially important when land, construction and furnishing are billed in separate components. The intended beneficiary of each payment should match the rights and obligations disclosed in signed documents.
An exit plan deserves attention well before handover. If the value being acquired rests on a time-limited lease, a future purchaser will care about the remaining term, assignment conditions and whether renewal is available on enforceable terms. A cliffside aesthetic and an ocean-facing pool may attract interest, but they do not neutralise the effects of lease expiry, changes in surrounding development or competition from newer villas. The developer's suggested future resale figure is not evidence that a buyer can exit at that price or within a particular period. The same applies to projected rental yield: it may be worth testing against a detailed operating scenario, but there are no demonstrated earnings for Ulu Hill Villas to use as a verified starting point.
This project makes more sense as a carefully documented lifestyle purchase with possible rental use than as a ready-made income product. A buyer who specifically likes Uluwatu, wants a private pool and is comfortable supervising an off-plan transaction may find the proposition interesting. Someone requiring immediate occupancy, precise contractual control of rental income or full clarity on land ownership cannot reach a purchase decision from the public brochure alone. The decisive next materials are a dated plot allocation plan, a complete specification for the chosen home, the underlying land certificate and lease, proof of permitted construction, and the contracts governing payment and handover. They would turn an attractive concept into an assessable individual transaction.
Ownership format
The 2026 deck prices a 25-year contractual land arrangement, whereas the website refers to leasehold of up to 58 years. The land title, final lease, start date and any enforceable extension rights were not available for review.
Home types & sizes
The deck illustrates a self-contained villa on an approximately 250 sq m parcel, with a private pool and deck. Its plan heading says two bedrooms but the adjacent specification says three; the final room arrangement must come from the selected unit's signed drawings.

Best for: A plausible fit for someone looking for a standalone villa and private pool in the Uluwatu area, who values the hill setting and architecture more than being able to walk directly to the beach.; Potentially suitable for a buyer comfortable with a construction-stage purchase, provided the plot, specifications, payment protections and counterparty responsibilities are documented before commitment.; Could work as a personal retreat with occasional managed stays; any rental-income case still needs an independent operating budget rather than website projections.; may not suit: Not suitable for a purchaser requiring a completed home or a reliably confirmed move-in date: the advertised delivery quarters do not agree.; Not a direct foreign-individual freehold land purchase, and the website's extended lease term should not be assumed to be an executed renewal right.; A weak basis for an investment decision driven mainly by promoted yields, forecast resale prices or supposedly predictable short-stay bookings..

- Balivestor's own sources conflict on scale: four villas in the 2026 deck and descriptive copy, five on the homepage, and eighteen in the project-page data panel; site-area claims range between 1,482, roughly 1,500 and 9,000 sq m, and the reported sold/available counts also differ.
- Bedroom counts differ between two and three. The dedicated page targets Q2 2027, while the homepage and project list target Q4 2027; no dated independent construction-status record was found.
- The brochure's 25-year land term is inconsistent with a website claim of up to 58 years. The actual title, contracting entity, project-specific PBG and SLF records and villa management terms were not available to verify.
