What Counts as a Confirmed Pet Rule
A pet-friendly label can refer to several different things. In a rental listing it may describe only one landlord's position; in developer material it may apply to a particular building or to a pre-handover concept. Once a condominium is operating, the strongest practical evidence is the current juristic-person rule or dated written confirmation from building management.
Developer pages and brochures still matter because they show what was officially promised and how narrowly that promise was framed. They do not automatically become the post-handover house rules. Thailand's Department of Lands has explained that amendments to registered condominium regulations require a co-owner general-meeting resolution and registration; that gives the building rules formal weight, but it is not a national pet law.
A rental creates a separate layer. The owner can refuse a pet even where the building allows one, while an owner's approval cannot waive a building restriction. Those two permissions should therefore be treated independently.
Timing matters as well. The entries below state what the primary sources support as of 27 September 2026 and leave unpublished details — including weight, breed, number of animals and common-area procedures — explicitly unknown.
How to Read the Evidence Status
Treat it as the current building-level position for the named condominium or building and match its wording to your pet. A renter still needs the unit owner's consent, and the rule may contain restrictions that never appeared in sales material.
Use it to document the developer's stated concept and its scope, such as the whole project or one specific building. After handover it does not replace the condominium's operating rules or prove that no extra restrictions exist.
Record it in writing for the specific tenancy, pet and any agreed extra conditions. It governs the landlord-tenant relationship but cannot override building-level restrictions.
Use it for discovery and as a prompt to request the underlying rule or management confirmation. It does not show who approved the pet, which building is covered or which restrictions have been omitted.
Which Phuket Projects Already Have Documented Pet Policies
THE MODEVA shows why the project name alone is too broad. Its official brochure labels Building B as pet-friendly and also shows a pet zone and grooming facility. The developer's project page reported 75.3% construction progress for August 2026, so the evidence is still a pre-handover developer position, not an operating juristic-person rule.
THE BASE Cherngtalay is presented by Sansiri as allowing pets and the official project page includes a Pet Park. The same public material does not publish species, weight, breed or pet-count limits, registration requirements or lift rules. Portal claims that every kind of animal is allowed therefore go beyond what the primary source supports.
RHEA BY SANSIRI has an equally clear developer-level signal: Sansiri says pets are allowed and provides a dedicated Pet Park. Its construction status is different, however. Sansiri's 9 September 2026 progress update gives an expected completion date of September 2027, so any post-handover condominium rules remain future information.
THE BASE Midtown - Phuket is currently marketed by Sansiri as a new pet-friendly condominium in Samkong. That is enough to justify a closer look at the project, but the public developer material does not state the animal-size limits, number of pets or common-area procedure that a buyer or renter would need for a specific decision.

Pet Permission May Apply to One Building, Not the Whole Development
THE MODEVA contains several residential buildings, yet the official brochure does not apply the pet-friendly designation to the development as a whole: it explicitly names Building B. AssetWise's corporate description tells the same story by referring to one dedicated pet-friendly building.
That distinction can disappear when a portal or agent compresses the project into a single pet-friendly label. For a buyer, the building number changes the answer because a unit next door may sit outside the stated pet scope even though the development name is identical. A shared pet facility also does not prove that every residence permits an animal.
For THE MODEVA, the useful verification therefore starts with the exact building and unit. Until handover and an operating set of condominium rules exist, the Building B designation should not be extended to the other buildings.
Renting Adds Another Approval Layer
A building that allows pets can still contain units whose owners refuse them. The reverse is equally important: a willing landlord cannot override a condominium rule that excludes the animal or sets a limit the pet does not meet. A rental only works when both approvals line up.
A pet deposit, cleaning charge or furniture condition belongs to the individual tenancy when the owner imposes it. One listing cannot turn those terms into a project-wide rule, and a handful of ads is not a sound basis for claiming a typical Phuket pet deposit.
A workable rental has three pieces aligned: the building rule accepts the dog or cat, the owner agrees to that specific animal, and the lease records any additional payment or responsibility. What to Ask Management and the Unit Owner
Building management / condominium juristic person
- Does the pet rule apply to this exact building and floor?
- Are both cats and dogs permitted, or does the rule distinguish between species?
- Is there a weight or size limit?
- How many pets may be kept in one unit, and are any breeds restricted?
- Must the pet be registered with management, and which documents are required?
- What rules apply to lifts, corridors and other common areas — leash, carrier or a designated route?
- What is the date of the current rule, and can a written copy be provided?
Unit owner when renting
- Do you approve this specific pet, including its species, breed, weight and the number of animals?
- Is there a separate pet deposit or fee, and when is it refundable?
- How will the lease distinguish normal wear, pet damage and extra cleaning?
- Will the pet approval be written into the lease or a signed addendum?
- What happens to the reservation and deposit if building management does not approve the pet?
Developer before handover
- Which building or group of units is covered by the stated pet permission?
- Which official document or project material records that status?
- Are any species, weight, breed or pet-count limits planned?
- Which pet-related rules are intended to pass to the future building management?
- Can the conditions change after the condominium juristic person is registered, and where will the current version be available?
Why the Policy Must Be Rechecked Before Payment
A developer page records a position at a particular point in the project lifecycle. After handover, day-to-day restrictions are applied through the condominium juristic person and building management. THE MODEVA illustrates the timing problem clearly: while construction continues, the Building B statement remains a developer commitment rather than a post-handover house rule.
Building regulations can later be clarified or formally amended. The Department of Lands describes a process involving a general-meeting resolution and registration for amendments to registered condominium regulations, so an agent's casual statement is not a substitute for the current document.
Before paying a reservation or deposit, obtain a fresh written answer for the exact building and the exact pet. A rental also needs the unit owner's written approval and clear terms for any pet-related payment.
Expert view

Developer pet-friendly labels are useful for building a shortlist, but they do not settle the question for a specific unit. THE MODEVA is a good example because the official material ties the pet-friendly designation to Building B, not the whole development. For a completed condominium, I would want the current written building rule for the exact building before treating the label as operative. A rental also needs the owner of that unit to agree. If weight, breed or number limits are not published, the absence of detail should stay an unknown rather than becoming an assumption.
