Indonesia Golden Visa for Investors Living in Bali
Golden Visa is an Indonesian investment-linked route to a five- or ten-year stay permit. For Bali, the question is which national index matches your investment.
Who Actually Needs an Indonesia Golden Visa?
Consider two people moving to Bali for the next few years. One is building an Indonesian business with capital already earmarked for it; the other wants a home, a school routine and the freedom to travel. Both want stability, but only the first has an obvious reason to take on a substantial investment obligation.
Indonesia's Golden Visa offers a five- or ten-year immigration route linked to qualifying capital. Its rules are national, so choosing Bali as a home base does not create a separate category. A long permit may solve an immigration problem, yet leave the investment and its risks entirely with the applicant.
There are three useful questions before comparing fees: Is there a genuine Indonesian investment plan? Why would five or ten years be valuable? What will the applicant actually do while living here? Portfolio ownership, a director's role and employment by an unrelated Indonesian business are not interchangeable. A wealthy person seeking residence alone may find that an investor visa creates obligations without a corresponding benefit. Nor should the duration be confused with citizenship, permanent residence or unrestricted employment rights.
E28B, E28C and E28D: Three Investor Routes
The underlying transaction determines the visa route. For a private investor who plans to hold eligible Indonesian financial assets and establish no local company, the relevant category is E28C. Immigration evidence then turns on the instrument, registered ownership and proof that the stated commitment was completed. A large balance in an overseas account is not equivalent to a qualifying Indonesian asset.
E28B is built around an individual establishing an Indonesian company. Its requirements go beyond a capital pledge: published guidance refers to share ownership in an overseas business and audited evidence of that company's financial performance. The applicant may undertake specified business and management activities in the Indonesian venture. Someone with no intention of operating a company would be taking on the wrong form of obligation.
E28D addresses a different scale of expansion. An overseas business establishes an Indonesian branch or subsidiary, while the applicant has an authorised representative, director or commissioner role. Corporate investment, audited parent-company records and the individual's appointment therefore matter more than a personal portfolio statement. The Ministry identified E28D in May 2026, although an August 2026 regional visa-index summary lists E28B and E28C without it. That omission is not proof of closure; the live eVisa application options need confirmation.
Existing shareholders should also know about E28A Investor KITAS. It is a separate, ordinary investor-stay category, not a fourth entry in the Golden Visa comparison. A founder whose Indonesian PT PMA is already operating may have a more relevant route there; the dedicated E28A guide deals with its requirements. Treat the visa code as a description of a real investment arrangement, not a product tier selected from an agent's brochure.
Five-Year and Ten-Year Investment Commitments
The entry figures are substantial, but they are not visa prices. Published immigration guidance lists E28C at USD 350,000 for five years or USD 700,000 for ten. E28B requires a commitment of at least USD 2.5 million or USD 5 million to establish an Indonesian company. For E28D, the corresponding corporate-investment figures are USD 25 million and USD 50 million. Each number describes the investment obligation attached to a route and duration.
Asset eligibility is the difficult part of the personal-investor category. The Bontang immigration guidance names Indonesian government bonds and shares in Indonesian public companies. A February 2026 immigration-office explanation also refers to savings or deposits. An older government handbook, published in 2023, included mutual funds and a specified apartment option. Those sources cannot safely be combined into a menu of assets available to every 2026 applicant. Even the current official pages use inconsistent wording, so eligibility has to be established against the live index before a purchase.
An international investor might own a USD 350,000 portfolio and still have no qualifying E28C evidence. What counts is the prescribed investment, the holder named in the records and the proof immigration will accept. For E28B or E28D, the issue is whether capital is actually committed to the required Indonesian corporate structure. A business valuation, an intention to invest and money transferred to an intermediary are three very different things.
Liquidity deserves its own discussion. The published thresholds say little about how readily an asset may be sold while the holder relies on the status, or what early disposal could mean for continued compliance. Obtain the live holding and reporting conditions for the specific product. Separately, Bontang's published PNBP fees are IDR 13 million for five years and IDR 19.5 million for ten years; the payable amount is the official portal billing figure. Brokerage costs, incorporation expenses, taxes and currency movements sit outside the immigration fee and the headline capital threshold. The longest permit may be a poor bargain if the investment does not otherwise make sense.
Three Golden Visa Investment Routes: Five vs Ten Years
| E28C — individual investment, no company | From USD 350,000 in eligible assets | From USD 700,000 in eligible assets | Eligible assets, beneficial owner, proof format and deadline |
| E28B — investor establishing a company | From USD 2.5 million; company obligations | From USD 5 million; company obligations | Ownership, overseas audited accounts, company formation and capitalization |
| E28D — corporate investor / subsidiary | From USD 25 million in corporate investment | From USD 50 million in corporate investment | Applicant’s executive role, corporate evidence and current index availability |
Documents and Financial Evidence for Investors
A clean application starts with two files that serve different audiences. Immigration needs identity and category evidence; the receiving bank or broker may need a separate explanation of the money. Bontang's published guidance calls for a passport with at least six months' remaining validity, a recent photograph, personal background or CV, travel details and route-specific supporting documents. The live application should decide the exact upload format and any additional requirements.
E28C applicants need a defensible ownership record. The account holder, security or other permitted asset, transaction date and documentary proof must line up with the relevant index. Wording also differs between the five- and ten-year E28C entries: some references describe a commitment to purchase, while one ten-year bond option calls for evidence of ownership. That makes the timing of the purchase an actual eligibility question, not an administrative detail to settle later.
Corporate routes create a more demanding paper trail. E28B guidance refers to shares held in an overseas company and its audited financial statements, alongside the proposed Indonesian company's capitalisation. E28D is concerned with parent-company evidence, audited financial performance and the applicant's authorised corporate role. A director's appointment, shareholder register and investment commitment have distinct jobs to do. A generic pack prepared for an individual securities investor would not prove these corporate facts.
Source-of-funds review may run in parallel. For example, proceeds from a business sale should be traceable from the sale agreement and settlement into the applicant's account and onwards to the custodian or corporate recipient. The legal owner of the investment should be identifiable at each stage. There is also a filing ambiguity worth resolving early: Bontang says E28C needs no sponsor in one place, yet elsewhere describes a sponsor submitting through its account. Only the current eVisa flow or an official clarification can settle who is authorised to file a particular application.
Applying for Indonesia’s Golden Visa and Meeting the Commitment
Immigration approval and completion of the investment are connected processes, but they are not the same transaction. Before filing, the applicant needs a route whose permitted assets and activities match the intended arrangement. It is possible to enter a perfectly valid commercial deal that does not satisfy the visa category. Fixing that mismatch after funds have moved can be difficult or costly.
The formal application runs through Indonesia's eVisa portal. The applicant or authorised submitter prepares a category-specific account and document pack, applies and pays the government PNBP charge through the portal's billing process. An agent's invoice is not evidence that an immigration fee has been paid. If the application is approved, the issued visa sets out its own conditions, including entry validity; that period must not be mistaken for the five- or ten-year stay. Bontang's guidance describes ITAS and re-entry permission being issued when entry is completed, subject to the actual documents received.
The investment follow-through needs a separate diary. Bontang's E28B and E28C instructions describe a 90-day window counted from arrival in Indonesia. Its E28D description specifically requires reporting the newly established company within 90 days of entry, while the evidence needed for the full corporate commitment must be confirmed. By contrast, the 2023 government handbook used ITAS issuance as the trigger for the 90-day period. These are not equivalent instructions. The current index and the decision issued to the applicant must establish which clock applies, what has to be delivered and where proof is uploaded.
Keep the final investment statements, transaction confirmations, eVisa billing receipt and any acknowledgement of compliance reporting. The older handbook discussed cancellation where commitments were not satisfied; a current case needs its own legal reading of the consequences. Neither a published processing estimate nor an agent's proposed calendar amounts to a decision guarantee. Given the sums involved, the route and the investment should receive separate professional scrutiny before the applicant becomes financially committed.
Pre-Application and Pre-Transfer Checklist
- Record the exact live eVisa index and permitted activity.
- Verify that the asset qualifies for that particular index and duration.
- Confirm the document pack and who is authorized to submit.
- Check the recipient and asset owner; avoid personal agent accounts.
- Prepare statements and the source-of-funds trail for potential KYC.
- Agree on acceptable proof of investment and consequences of an early sale.
- Check entry validity, ITAS commencement and the deadline trigger.
- Retain official eVisa receipts, bank/broker records and compliance proof.
- Confirm dependants, re-entry status and employment limits separately.
Living in Bali on a Golden Visa: Rights and Limits
A Golden Visa supports a longer-term home in Bali through Indonesian immigration law. The controlling documents are the issued ITAS and the applicable re-entry permission; the island has no separate residence rules for this programme. A ten-year headline should not distract from the dates, conditions and continuing eligibility recorded in the actual permit.
Family arrangements deserve planning of their own. Official investor-category guidance contemplates bringing eligible relatives, but spouses and children can require separate applications, relationship evidence and fees. A principal investor's approval does not automatically grant every dependant an identical right of stay. For a household relocating around school terms or frequent travel, these details may affect timing more than the investor's own application.
Permitted work follows the visa index. E28C concerns personal investment activity. E28B provides for specified functions in the company the investor establishes; E28D can cover a defined role representing or managing the Indonesian corporate operation. Accepting a position with an unrelated local employer is a different legal question. The existence of an investment-linked residence permit cannot settle employer obligations or expand an authorised role at will.
Immigration duration also tells you little about tax residency. Where an individual is taxed depends on the applicable rules and their circumstances, not the prestige of a visa label. Indonesian land ownership rights, use of a villa and a leasehold agreement require separate property analysis. None arises automatically from Golden Visa approval. A sound relocation plan treats immigration, employment, taxation and asset ownership as connected decisions with distinct legal tests.
Checks to Make Before Funding a Golden Visa Investment
The first due-diligence question is whether the proposed investment will exist in a legally provable form. An investor can own a sound financial asset that is ineligible for E28C, or hold an appropriate visa category while entering a poor transaction. Those risks need separate answers. Immigration eligibility is not an endorsement of the asset, company or intermediary.
For a bond or share purchase, establish the issuer, authorised broker, custodian and exact name in which the holding will be registered. An agent's payment receipt proves very little about beneficial ownership. What will an official account statement show after settlement? Is the product covered by the live visa category? And what happens to both the investment and immigration compliance if the holding is sold early? Custody charges, currency exposure, tax treatment and the possibility of losses belong in the decision, even when the visa threshold is met.
Company-backed routes require corporate due diligence. The legal relationship between the overseas parent and Indonesian entity should be supported by ownership records and audited accounts. Local business registration, NIB and KBLI licensing information can be examined through Indonesia's OSS system, although a licence does not prove trading activity, profitability or the ability to carry out a capital commitment. The proposed director or commissioner must also have a role supported by the corporate documents.
Payment risk is often underestimated. A different recipient name on the contract and bank instructions may have an explanation, but it needs documentary support. A large transfer made before any immigration confirmation might be irreversible, while fees and market losses may remain with the applicant if the visa is refused. Refund terms, source-of-funds checks and acceptable compliance evidence should therefore be resolved within the actual contract and current visa rules. For this scale of exposure, independent legal and investment review matters more than an intermediary's assurance of approval.
Golden Visa Deal Red Flags
A villa sale or leasehold is marketed as automatic visa eligibility. No live official visa index showing the exact property right and threshold. Verify the eligible asset and legal title; do not treat a leasehold as qualifying by default.
An intermediary promises approval once you fund its account. No official application, billing reference or clear contractual recipient. Separate official visa fees from invested capital and verify payment instructions.
Different visa routes are reduced to one generic application. Missing audited corporate proof for E28B or asset evidence for E28C. Map every required document to the selected visa index.
Long-stay permission is presented as unrestricted local employment. The proposed job falls outside the permitted visa activity. Verify the role and any employer-side permissions before starting work.
When Investor KITAS or Second Home Is a Better Fit
For an investor already involved in an Indonesian PT PMA, E28A may be the sensible starting point. The ordinary Investor KITAS category is built around an existing qualifying shareholding and associated activities. A founder does not necessarily need to establish another company or commit several million dollars simply to obtain a longer visa. E28A has its own ownership and role tests, which the dedicated guide addresses.
A household looking for residence without a new investment business should examine E33 Second Home separately. That does not mean residence without financial evidence or permission to work locally: the category has its own proof-of-funds and activity rules. Its purpose may nonetheless be closer to a family's actual plan than a financial-asset or company-formation Golden Visa. The Second Home guide covers those conditions without treating it as an investment shortcut.
GCI belongs to another decision altogether. The programme serves specified groups with Indonesian family, former-citizen or diaspora connections, with eligibility not reducible to wealth. The separate GCI article explains who can use it. There is no prize for choosing the route with the largest required investment or longest advertised term. The workable answer is the one whose legal basis, permitted activities and continuing obligations fit the applicant's real life in Indonesia.
Indonesia Golden Visa: Frequently Asked Questions
What can you actually do in Bali with an Indonesian Golden Visa?
It can provide an Indonesian ITAS linked to a qualifying investment for a five- or ten-year period, with Bali as a possible place to live. The issued permit and re-entry conditions control travel, while relatives apply under their own applicable arrangements. It is not a general permission to take any local job.
How are E28B, E28C and E28D different?
E28C is the personal-asset route with no new Indonesian company; E28B concerns an individual setting one up. E28D addresses corporate expansion and an authorised executive or representative role. The company documents, capital commitments and permitted work are different, and E28D availability needs a live portal check.
What is the investment requirement for a five- or ten-year Golden Visa?
Published commitments are USD 350,000/700,000 for E28C, USD 2.5m/5m for E28B and USD 25m/50m for corporate E28D, for five and ten years respectively. Those amounts are invested capital, separate from government visa fees. The applicable asset and current conditions must be confirmed for the actual application.
Does buying a Bali villa qualify you for a Golden Visa?
A villa purchase or leasehold in Bali does not automatically qualify. A 2023 government handbook referred to a specific apartment option, but its wording cannot establish current eligibility for a new investor application. The exact property right and visa index would need official confirmation before funds are committed.
When must you prove the investment has been completed?
Bontang's E28B and E28C guidance gives 90 days from entry; its E28D wording specifically addresses reporting the newly formed company within that period. A 2023 handbook instead counted from ITAS issuance. The current index and approval terms should settle the applicable trigger, required evidence and submission channel.
Can a Golden Visa holder work for an Indonesian company?
Only the activities permitted by the specific index are covered. E28B and E28D can allow defined functions in the relevant company, while E28C is oriented towards investment holdings. Employment with an unrelated Indonesian business is a separate immigration and labour-law question.
Is Golden Visa better than Investor KITAS or Second Home?
Golden Visa is appropriate when a qualifying investment makes sense independently of the residence permit. An established Indonesian company may point to E28A, while a residence-led plan may be closer to Second Home, with its own financial tests. The decisive comparison is eligibility, permitted activities and ongoing commitments, not the largest number of years on offer.
