Why this project is worth a look
Several house formats
The parent community contains shophouses, twin villas and larger detached villas. Buyers can choose not only a size but a living model: a home combined with business space, a family house with side separation, or a larger private plot. Type names should still be checked against the actual layout because resale owners may have altered the original product.
An established setting
The core stock is complete and visible in real market listings, allowing a buyer to inspect the street, neighbouring homes, noise, parking and common areas before committing. That reduces reliance on renders, but makes a property-level technical inspection more important because renovation and maintenance vary from one owner to another.
National Road 6A corridor
The project sits in Chroy Changvar’s expanding northern corridor near major Phnom Penh reference points. It can suit households whose routines connect to Road 6A, the stadium, Garden City or the north-east. Anyone commuting into central districts should test bridge routes and peak-hour travel rather than rely on a quoted number of minutes.
Resale and rental evidence
Both sale and rental inventory is visible across Twin, Queen and King Villa formats. This provides more evidence on real condition and asking levels than an early-stage launch would. Asking prices are not transaction prices, however, and title, furniture, occupancy and final terms remain specific to each property.
About the project
Borey Blue Diamond is a gated low-rise community along the National Road 6A corridor in Khan Chroy Changvar. It is not a single-tower scheme: the recurring product mix in project profiles and market listings includes shophouses or home offices, twin villas, Prince Villas, Queen Villas and King Villas. That makes it relevant to households looking for land, several floors, parking beside the home and more privacy than an apartment normally provides. This page covers the parent landed community. Fortune Plaza, a separately marketed condominium component, is treated as another project and is excluded from the pricing, layouts and media presented here.
The core development is built and supports an active resale and rental market. Realestate.com.kh and FazWaz project profiles point to 2021 for the original completion, while current listings show finished houses, internal streets and an occupied residential setting. The brand has also continued to market later sections and names, including The River. “Completed” therefore describes the established parent community and its trading secondary stock; it does not imply that every later extension or construction activity across the wider site ended in 2021. A buyer should identify the exact phase, street and handover history of the selected home.

Much of the housing uses a light-coloured classical vocabulary with tall windows, columns, balconies and fenced front yards. Current listings include three-storey homes with a formal living area, kitchen, multiple en-suite bedrooms, balconies and, in larger types, a rooftop terrace. The internal condition is not uniform. Some resale homes are offered unfurnished, some rental units are furnished, and owners may have changed layouts or finishes after handover. The physical inspection therefore matters as much as the original type name.
The product range covers several budgets and use cases. Shophouse and home-office blocks generally form the lower entry point and can combine a ground-floor work or trading space with family accommodation, subject to permitted use. Twin Villas provide side separation and a clearer division of family rooms. Prince, Queen and King Villas move toward larger land plots, more bedrooms and additional parking. Because original project cards and owner listings use different measurement conventions, no single figure should be treated as a universal standard. The cadastral plot, actual building, gross area and usable internal area should be reconciled before a purchase.
Published listings associate the community with 24-hour security, CCTV, car and motorbike parking, shared landscaped areas, children’s playgrounds, a swimming pool, fitness facilities and a jogging track. Some facilities may serve a particular section or depend on the applicable service arrangement, so access and operating condition should be confirmed for the exact property. The more dependable borey proposition is the basic one: controlled entry, internal streets, a neighbourhood setting and the ability to park next to a landed home.
The National Road 6A location sits within Phnom Penh’s north-eastern expansion through Chroy Changvar. Morodok Techo National Stadium, Win-Win Memorial, Garden City and Makro Chroy Changvar are repeatedly used as major reference points for this corridor. Access to central districts depends on bridge routes, road works and peak-hour traffic, so the project should be tested against a real daily commute rather than advertised driving times. It may be practical for households whose work, schools or family network sit on the northern side of the capital; frequent travel to BKK1 or Tonle Bassac deserves a rush-hour trial.
Legal due diligence is particularly important because the parent product is landed property. Some CAM Realty and Realestate.com.kh listings describe individual homes as hard-title assets, while a recent Queen Villa advertisement uses a borey-transfer description. Neither statement can be applied automatically to every unit. Before paying a deposit, the buyer should verify the title or transfer document for the exact land and house, the seller’s authority, mortgages or encumbrances, access rights, utility balances and community rules. A foreign buyer also needs a lawful ownership structure that reflects Cambodia’s land restrictions; the condominium treatment of Fortune Plaza does not carry over to the villas and shophouses.
Borey Blue Diamond is best approached as a market of individual completed homes, not as a standardised launch with one current price list. Two similar façades can conceal material differences in street position, orientation, maintenance, renovation, furniture, title, tenancy and recurring charges. A disciplined search starts with the required house type and budget, continues with inspections of several available properties, and ends with document-level comparison. The lowest public asking price is useful as an entry marker, but it is not a substitute for assessing the condition and resale case of the particular home.

Landed property — what this means for a foreign buyer
This is landed housing, not a unit in a co-owned building. Cambodian law does not allow a foreign individual to hold land. Foreign ownership works for an apartment above the ground floor inside a co-owned building, within the foreign quota — that is a different product from this one.
That does not automatically mean the project is closed to you: structures exist, and each carries its own legal and tax trade-offs. Which one applies — if any — is a question for a qualified Cambodian lawyer on your specific deal, not something we settle on a web page. Ask us and we will lay out the options and the risks honestly.
Home types & sizes
A multi-level terraced format with potential work or commercial space on the ground floor and family accommodation above. Sources use different area bases: some report internal or built space, while others give the footprint and a larger usable total. The lowest listings set the project’s entry budget, but condition, street width and permitted ground-floor use can materially affect value.
A three-level family home in the reviewed listings, usually with four or five bedrooms, parking for two cars and a private front yard. A Twin Villa provides more side separation than a shophouse while keeping a more compact plot than the larger detached villas. Rental stock is visible in The River section, so the exact phase and facility package should be confirmed.
A mid-to-large detached villa positioned between the Twin format and the flagship Queen or King homes. Sources describe five bedrooms and a wider plot, suiting a family that wants clearer separation between social and private areas. Historic marketing prices are not treated as current value; an available Prince Villa needs a fresh assessment of condition, title and position within the community.
A large family villa with five to seven bedrooms depending on the listing and variant. Reviewed properties show generous parking, several family zones and a scale that can suit a large or multi-generational household. Platforms do not always use Queen, Queen A and King labels consistently, so the type should be verified through the house plan, land dimensions and documents rather than the listing title alone.
The flagship detached format is represented in a current listing with five bedrooms, three floors, balconies, a rooftop terrace and parking for two cars. The listing states hard title, but that is a property-specific claim rather than a project-wide rule. This type should be compared not only by area but by street position, plot privacy, technical condition and ongoing maintenance costs.
The typology combines project cards with active market listings. Platforms use floor area, house size, living area, gross area and land size differently; the figures should not be added together or treated as interchangeable. Queen, Queen A and King labels also require verification against the plan and plot. Fortune Plaza is not part of this unit mix. Prices are the lowest the brokerage boards publish, not the developer’s price list — the price and availability of a specific unit are something we go through with you personally.

Location
- National Road 6A is the project’s main address corridor and the principal route linking Chroy Changvar with Phnom Penh’s north-eastern direction.
- Morodok Techo National Stadium is repeatedly used by agencies as a major nearby reference point; actual travel time depends on the project section and traffic.
- Makro Chroy Changvar appears in current listings as a practical landmark for larger household shopping and supplies.
- Win-Win Memorial and Garden City help define the northern context and the development pattern around the community.
- Central Phnom Penh is reached through Chroy Changvar’s road and bridge network; a commute to BKK, Daun Penh or Tonle Bassac should be tested at peak times.
- Address sources alternate between Sangkat Preaek Ta Sek and Preaek Lieb/Prek Leap, so the exact sangkat boundary for the selected section needs confirmation before publication and purchase.

Price & purchase terms
- Current price: From $150,000 in public Borey Blue Diamond sale listings checked on July 26, 2026. This is a lower market anchor for an individual shophouse, not a single developer price: availability, condition, title, furniture and final terms for the selected property require a separate confirmation.
- Completed: 2021
We show the lowest of the prices the brokerage boards publish: their figures for the same unit differ by a few per cent, and none of them is the developer’s price list. We ask the developer for the current price, availability and payment terms on the unit you are looking at, and go through them with you personally.

Best for: Families needing four to seven bedrooms, several shared living zones, a private yard and parking directly beside the home.; Completed-home buyers who prefer inspecting a real street and comparing several resale properties instead of waiting for construction.; Entrepreneurs or households suited to a shophouse or home-office format with working space below and accommodation above.; Households whose work, school or family network is in Chroy Changvar, along National Road 6A or on the northern side of the capital.; Investors prepared to underwrite each house individually through its tenancy, condition, title, furniture, operating costs and realistic competing rent.; may not suit: Buyers seeking a compact, highly walkable central-city lifestyle beside the offices, restaurants and services of BKK1 or Tonle Bassac.; Foreign purchasers expecting the straightforward direct ownership route associated with a strata-title condominium: villas and shophouses are tied to land and require separate legal structuring.; Buyers expecting uniform new condition, one fixed developer price and a single payment plan, because today’s Borey Blue Diamond market is largely made up of individual resales..

Disputed and unknown information
This keeps the open points in one place. A missing or disputed fact is not treated as a conclusion.
- Development timing conflicts across sources: Realestate.com.kh and FazWaz place the original completion in 2021, Harbor has appeared with 2022, and Slabcheck records separate works commencing in 2023 as ongoing; The River section was also marketed in 2026. The phase and actual handover year must be confirmed for the selected home.
- Address taxonomy needs resolution: most detailed CAM Realty and FazWaz cards place the property in Sangkat Preaek Ta Sek, while some listings and a contact address use Preaek Lieb/Prek Leap. The exact sangkat for the parent site and each section remains unconfirmed; Khan Chroy Changvar and Phnom Penh are confirmed.
- Property documentation varies by listing: some homes are advertised with hard title, while a recent Queen Villa advertisement uses borey transfer. This is not a project-wide guarantee; the document, seller authority and restrictions must be checked for the exact home. Fortune Plaza is a separate condominium and is excluded from this conclusion.
