Why this project is worth a look
Existing homes, real history
The estate appears in 2011 marketing and later valuation records, while recent supply is made up of individual resale homes. Buyers can inspect something tangible, although original plans say little about present maintenance.
No standard resale product
Advertised houses vary in land area, building size, room count and reported improvements. A layout that fits one plot should not be treated as a promise about the next house along the street.
Title changes the transaction
SHM is claimed for some listings; HGB is named for others. That distinction is central to legal eligibility and the transfer process, and only plot-specific documents can resolve it.
Comparable offers need context
The 2026 non-auction asking-price reference starts around IDR 580 million. Sold listings and auction notices carry lower figures, but those prices do not establish current conventional availability.
Built for daily living
Graha Candra Asri is conventional residential housing in Tabanan. No verified common rental operator or resort service package supports a ready-made short-stay investment proposition.
About the project
Graha Candra Asri is an established estate of individual houses in Meliling village, Kerambitan district, Tabanan Regency, Bali. Indonesia's official housing database identifies it under that name and lists BALI ROCHMAT JAYA as the developer brand. Property advertisements use the longer name Perumahan Graha Candra Asri, while some shorten it to Graha Candra. The product is conventional residential housing, not a managed resort, hotel apartment scheme or collection of holiday villas. That distinction matters before any price comparison. In an established neighbourhood, buyers assess an individual house, its plot, renovations, title and seller. An attractive description of the overall estate is not evidence that every house carries the same facilities, ownership rights or condition.

This development has a history rather than a forthcoming launch date. Houses were being marketed under the Graha Candra Asri name in November 2011. A professional valuation firm's record also identifies land and buildings within the estate in work dated 2016. More recent portals principally feature completed houses offered for resale. These records establish that Graha Candra Asri is not simply a drawing of a proposed development; they do not reveal a reliable estate-wide completion date, the original number of plots or the building age of every home. A purchaser therefore needs to pay attention to actual upkeep and alterations, rather than assume the original specifications still describe what is standing today.
The administrative location is well supported: Meliling village, Kerambitan district, Tabanan Regency, on Bali. A previously marketed home gives Jl. Yudistira within the estate as its address. Other advertisements refer to the Abimanyu cluster or use the broader Jalan Raya Meliling description. A 2016 valuation record describes access from the Banjar Kukuh–Meliling road. These references point to different ways of identifying homes within the same residential neighbourhood, not to independent developments with separate launches. None of the available public material sufficiently establishes an exact main-gate coordinate or cadastral outline. The developer's marketing-office address shown in the government database is elsewhere in Tabanan and should not be mistaken for the estate entrance.
One of the benefits of the older marketing record is that it shows how varied the original housing offer was. A 2011 advertisement mentions configurations labelled 30/72, 36/72, 38/72, 45/96 and 92/120, using the Indonesian convention of discussing a house and its land plot together. Those were historical products with historical prices. They are not a verified current inventory. The resale market now includes, among other examples, 45 square metres of reported building area on plots of either 84 or 103 square metres, alongside a house described as having 85 square metres of building area on 96 square metres of land. Extensions, changes to interior walls and additional covered outdoor space can make two houses with similar original labels quite different purchases.
Asking prices need to be read as evidence of individual offers, not as an estate price list. Galaxy Property posted a conventional resale listing on 5 August 2026 for IDR 580 million, describing a single-storey house with 85 square metres of building area, a 96-square-metre plot and one bedroom. Other advertisements with the same area combination describe two bedrooms or ask roughly IDR 600 million. They could be duplicates, revised advertisements, closely matched houses or inaccurate descriptions. The public records do not establish which. For that reason, IDR 580 million is a useful lower reference from the reviewed 2026 conventional resale offers, but it is neither a guaranteed entry price nor proof of a completed transaction. A seller must confirm that a specific house is still offered and at what price.
The Abimanyu example illustrates why identical area figures are insufficient for comparisons. Pinhome advertises a two-bedroom house with a 45-square-metre building area and a 103-square-metre plot for IDR 595 million. Brighton advertises an Abimanyu house with exactly the same size combination at IDR 675 million. Both identify the land document as HGB. The two pages may be promoting the same home through different brokers, or they may concern similar properties. They cannot safely be counted as two independent sales without identifying the plots. Improvements described in the advertisements, including parking cover, a garden and interior alterations, are particular to the offered home rather than promised estate-wide specifications.
Not every low number on a portal is a current ordinary purchase opportunity. Pinhome retains a 36-square-metre house on a 78-square-metre plot previously advertised for IDR 330 million, and a house on Jl. Yudistira with 45 square metres of building area on an 84-square-metre plot advertised for IDR 390 million. Both pages are marked sold, and the displayed amounts are not verified closing prices. Another older advertisement near IDR 365 million has inconsistent location metadata. Separately, an auction notice concerning a house in the estate carries a far lower amount, around IDR 190 million. Auction prices reflect a different transaction process, with separate conditions governing deposits, inspection, possession and settlement. Combining sold listings, potentially stale posts and auction reserve prices with ordinary asking prices would make the market look more accessible than the evidence supports.
Land rights are a more fundamental issue than whether a listing is ten or twenty million rupiah cheaper. Some advertisements, including the sold Jl. Yudistira example and the 85/96-square-metre listing, claim SHM, the certificate associated with Hak Milik land ownership. The Abimanyu advertisements instead cite Hak Guna Bangunan, commonly abbreviated HGB, a building-use right with its own holder, term and conditions. Different houses within a housing estate can have different legal histories. A broker's certificate label is not the registered title. The land-office record, certificate, parcel identification, existing mortgages and the actual owner's name all have to relate to the home being purchased. An estate-level brochure cannot settle those questions.
For international buyers, the distinction can determine whether the purchase is legally possible at all. Indonesian land law does not allow a foreign individual to take Hak Milik land title directly. There are regulated routes for qualifying foreign residents to hold eligible residential property under other rights, including Hak Pakai, but the route depends on both the buyer and the property. As of the research date, the Indonesian agrarian ministry's published minimum-price rule for a landed house acquired by a foreigner in Bali is IDR 5 billion under that framework. The reviewed Graha Candra Asri resale asking prices are far below that threshold. They should not be marketed as homes a foreign individual can simply buy in their own name. A lease agreement or an eligible corporate transaction raises a separate legal analysis; neither can be inferred from the seller's use of an English ownership label.
The published listings also leave gaps on construction and occupancy documentation. Some agents say an individual property has an IMB, the older Indonesian building permit, but the permit itself was not made available in the reviewed sources. Indonesia's current framework distinguishes PBG, building approval, from SLF, certification concerning suitability for use. For older homes, the relevant permit history and any subsequent alterations matter; one cannot infer that all paperwork is in order from a listing saying a home is ready to occupy. A renovated kitchen, a converted terrace or an added bedroom may change both the physical inspection and the paperwork required to establish that advertised floor area. No project-specific PBG or SLF documentation was independently inspected during this research.
This is an inland Tabanan neighbourhood, not a hospitality concept on the coast. The potential attraction for an owner-occupier lies in a private entrance, a modest plot and everyday access to local services. Resale advertisements refer to nearby schools, shops and markets, although their travel claims have not been independently measured here. What is not established is equally important: no verified, current estate-wide short-stay rental programme, revenue-sharing arrangement, hotel-style operator or common hospitality amenity package emerged from the evidence. Historical marketing referred to a controlled entrance, while a few modern listings mention security and parking. Those statements should not be promoted into a promise of uniform services or formal estate management for every address.
The economics of a resale house extend beyond the advertised amount. A partly furnished one-storey home may sound straightforward, but its roof, waterproofing, drainage, electrical installation and any unofficial additions still require physical inspection. A family will also care about ventilation, safe parking, reliable water and how the street works during heavy rain. Transaction costs, taxes, title checks, notarial work and necessary repairs can materially affect the amount paid after the headline price. No independently verified maintenance budget applies across the estate. A landlord would need separate local evidence for achievable annual rent, vacancy, repairs, collection costs and management; none of the reviewed material establishes a dependable net yield.
The resale process itself is also less standardised than buying from a developer's current release. Portal pages may display generic mortgage calculators or broker instalment language, but those tools do not demonstrate an official payment schedule for Graha Candra Asri. The identity of the registered seller, the property's encumbrances, the transfer route and the intended recipient of any deposit must be understood before funds change hands. For an auction, due diligence is even more transaction-specific because legal possession and the mechanics of acquiring title can differ from a negotiated sale. A purchaser should not assume that a financing illustration attached to a previously sold house remains available for another property.
There is a developer-name issue worth recording without exaggerating it. The housing register names BALI ROCHMAT JAYA; a valuation firm's 2016 client record refers to PT Bali Rachmat Jaya in connection with land and buildings at this same estate. That supports a historical company association but is not a substitute for the current corporate register, development agreement or proof of title. The government housing page also reports zero units in its online counters and provides no usable plot-by-plot digital inventory, despite clear evidence that individual houses have been traded. These counters cannot sensibly be interpreted as a claim that the estate contains no homes. The original lot count, boundaries, estate responsibilities and relationship between the differing company spellings remain unverified.
Graha Candra Asri may make sense for an eligible local buyer who wants a completed house in the Kerambitan part of Tabanan and is comfortable comparing individual resale properties. A family can focus on usable rooms and daily routes; a long-term landlord can investigate real local tenant demand; a buyer planning a later resale can give greater weight to transferable rights and the home's documented condition. It is less convincing as a turnkey international holiday-rental investment because the necessary operating evidence is absent. For a foreign individual seeking low-cost direct land ownership, the advertised price range does not solve Indonesia's title and minimum-price restrictions. The practical next step is to choose a specific address and establish exactly what land right, building, seller and payment obligation the proposed transaction would cover.
