Why this project is worth a look
An identifiable housing record
Graha Rajawali has its own government housing-register entry rather than just an agent's marketing name. That gives a useful starting point for tracing the project, though it does not verify title or the authority of a seller.
Clear basic accommodation
Two bedrooms, one bathroom and a stated 36-square-metre building area make the dwelling type relatively easy to understand. Buyers still need a floor plan and measurements before deciding whether the space is practical.
Plot and house distinguished
The stated 115-square-metre plot is a separate measure from the house itself. It may matter to how the home is used, but the register does not establish boundaries, buildable space or an individual's ownership rights.
A traceable listed price
IDR 185 million is published for the subsidised unit type. It is meaningful as a programme-related reference, not as proof that any buyer can purchase an available plot at that total price.
Specific material disclosures
The register names roof, wall, floor and foundation materials instead of relying on generic quality claims. Those specifications are useful questions for a site inspection, not a substitute for one.
About the project
Graha Rajawali is best understood as a local housing development, not as a low-cost version of Bali's holiday-villa market. The Indonesian housing portal Sikumbang identifies a development of this name in Pendem, Jembrana Regency, under location record NGA0510012026T001. PT Shaka Mulya Abadhi is named as the developer. The listing classifies its homes as subsidised rather than commercial. That designation is not a minor pricing detail: it changes who may be able to buy, which financing routes may apply and how the home can be used after purchase. A government listing establishes a traceable project identity, but it should not be confused with a title search, building approval or confirmation that an individual home is ready for transfer.

The published accommodation is straightforward. Sikumbang describes a two-bedroom house with one bathroom, a building area of 36 square metres and a land area of 115 square metres. The larger figure relates to the plot, not the interior. Anyone comparing this property with a 115-square-metre villa would be comparing entirely different products. On a compact 36-square-metre layout, the placement of the bathroom, kitchen, doors and circulation space matters a great deal. The listing does not provide a verified net internal area, room dimensions or a specification of fitted furniture. It is therefore possible to understand the basic unit type without yet knowing whether its proportions will work for a particular household.
Unlike many real-estate advertisements, the register gives some tangible construction specifications. It mentions a roof with locally sourced timber components and tiles, block walls that are plastered and painted, 30-by-30-centimetre floor tiles, and a stone foundation with a reinforced-concrete beam. These are stated specifications, not findings from a survey of the actual buildings. They say nothing conclusive about waterproofing, electrical safety, drainage, workmanship or defects that may have arisen during construction. An independent inspection and the agreed handover specification would be needed to establish what a particular buyer receives. No published completion certificate or project-specific construction approval was verified during this review.
Location is another reason not to rely on the project name alone. The register places Graha Rajawali in Pendem, within Jembrana District and Jembrana Regency in western Bali. That is a very different residential setting from the tourist-facing neighbourhoods more commonly featured in international property searches. The portal also displays a marketing-office address on Jalan Pulau Jawa in Dauhwaru. It is an office address, not an authenticated address for the estate. Without a confirmed parcel number, gate location or reliable map pin, quoting driving times to popular beaches, schools or healthcare facilities would introduce false precision. The right location question here is where the actual plots sit within Pendem, not where the company's salesperson can be contacted.
Sikumbang shows a price of IDR 185 million for the subsidised house type. That is the register's published figure as checked on 21 October 2026, not a binding offer for an identified, available home. A final purchase price may depend on the specific plot, applicable charges, whether the buyer qualifies for the relevant housing scheme and the documentation issued by the seller and lender. The listing does not disclose a reservation contract, a plot-by-plot price schedule, a payment timetable or the terms of any bank loan for this estate. Treating the headline number as the total acquisition cost would leave several material questions unanswered.
The route to subsidised housing is designed around eligible Indonesian owner-occupiers. BP Tapera's FLPP mortgage programme, for example, requires Indonesian citizenship, no previous qualifying government housing assistance, no home ownership and income within the applicable limits. Those are conditions of that financing programme, not proof that a named Graha Rajawali plot is already approved by a bank. Approval of a particular borrower and confirmation that an individual property can be financed remain separate steps. The ministry's rules on low-income housing were amended during 2025 and again in 2026, which is another reason to use current eligibility criteria rather than figures repeated in old property advertisements.
There is a practical route for eligible Indonesian applicants to explore financing, but it should not be mistaken for a project payment plan. BP Tapera moved its public application process from the former SiKasep service to Tapera Mobile in April 2026. The agency's general FLPP information describes the scheme and application documents, whereas the Graha Rajawali entry says nothing about which bank has agreed to finance a particular plot. Nor does it set out the home's service connections, handover costs or other charges that might be payable under the final contract. Before judging affordability, a prospective resident needs an identified house, a reliable total cost and an individual financing decision. The advertised type price alone cannot answer those questions.
Availability is less certain than the prominent numerical counters suggest. One retrieved version of the Sikumbang page recorded six subsidised homes not marked as sold and seven recorded as sold. A more recent indexed version still showed six not marked as sold but twelve recorded as sold. The portal does not explain the difference or identify specific plots against those totals. A number in a public database can change while an application is being assessed, a reservation progresses or records are updated. It does not establish that six completed, legally transferable homes can be purchased today. The same listing shows zero commercial homes; there is no substantiated commercial inventory to substitute for the subsidised offering.
Foreign buyers face a different issue altogether. FLPP's eligibility rules do not extend to foreign nationals, and Indonesia has separate rules governing which residential rights foreign individuals may acquire. Government Regulation 18/2021 distinguishes permissible rights and housing structures; the applicable ministerial price schedule lists IDR 5 billion as the minimum for foreign acquisition of a landed house in Bali within the relevant regime. The difference from the IDR 185 million subsidised listing is not a bargain waiting to be unlocked through a clever contract. The estate's underlying land title, the legal status of each house and any route available to a particular overseas buyer have not been evidenced. It would be misleading to market the property as foreign freehold or as a ready-made investment structure.
An exit strategy also needs to reflect the purpose of subsidised housing. Indonesian housing law places conditions on renting or transferring publicly assisted housing, including an ordinary route tied to at least five years of occupation. The precise position depends on the transaction, any applicable amendments and the buyer's loan and ownership documents; this is not an automatic right to sell freely to any purchaser after a countdown. Investors seeking immediate holiday-rental revenue or a rapid resale should not treat Graha Rajawali as if it were an unrestricted rental unit. The property would first have to qualify as a lawful acquisition, and its permitted use would have to be confirmed in writing.
Finally, the developer's name is useful but not a substitute for transaction records. The public page identifies PT Shaka Mulya Abadhi, while the parties authorised to sign a particular sale and receive payments have not been independently established. A separate entry, Graha Rajawali II, appears in the same government search system with location code NGA0510012026T002. Its existence should not be used to enlarge the first project's unit count or attach a new phase's features to it; neither a shared site plan nor a unified legal development was verified. There is enough reliable information to describe the type of housing on offer. There is not yet enough to promise an available unit, a completed build or a clean transfer on any particular ownership terms.
Unit types & sizes
The registry describes a compact house with two bedrooms and one bathroom. Its stated specification covers locally sourced roof timber and tiles, plastered and painted block walls, 30-by-30-centimetre floor tiles, and a stone foundation with reinforced-concrete detailing. The room plan and actual finish of an individual home have not been verified.

Best for: An eligible Indonesian household looking for a first home in the Jembrana area, provided the particular property and borrower meet the applicable subsidised-housing and bank requirements.; A buyer who values a small landed home and a defined plot more than resort amenities, and is comfortable assessing compact rooms, utilities and local day-to-day access.; Someone prepared to identify an actual plot and review the transfer documents and physical handover before making a financial commitment. The government listing is a starting point for that process.; may not suit: Foreign nationals seeking straightforward land ownership or a documented residential acquisition structure. The housing-subsidy financing route is not a foreign-buyer programme, and this estate's buyer-specific title path has not been shown.; Short-term rental investors or buyers planning an immediate resale. Publicly assisted housing may be subject to occupation and transfer restrictions, while rental permissions and returns here are unverified.; Buyers who need a confirmed unit, exact plot address, handover date and all-in price before beginning their search. The publicly available record does not yet supply those details..
