Why this project is worth a look
Homes, not renderings
Residents and neighbourhood activities are documented independently of the marketing catalogue. That gives prospective buyers a real community to assess, without implying every phase has been delivered.
Recognisable house types
The government listing gives built and plot areas for several configurations. Those dimensions provide a useful starting point for viewing a house, although layouts and finishes remain unit-specific.
An identifiable developer
PT Bumi Cempaka Asri is named in the public housing record and in local reporting. The seller, borrower, land-title holder and contracting entity for a particular property still need to be identified.
A location to assess carefully
The estate sits near TPA Mandung, which has been the subject of smoke complaints and remediation work. The point is not to generalise the impact but to make local conditions part of the buying decision.
About the project
BCA Land Kerambitan Tabanan is a neighbourhood of modest landed houses in Sembung Gede, Kerambitan district, Tabanan Regency. Its purpose is quite different from the holiday-villa developments commonly advertised to overseas buyers in Bali. Much of the housing is presented through Indonesia’s subsidised homeownership system, aimed at eligible local households rather than investors looking for a managed rental property. The scheme has its own entry in the government’s SiKumbang housing directory, location ID TAB0420122020T002, where PT Bumi Cempaka Asri is named as the developer. That is meaningful evidence that the estate exists. It is not evidence that a buyer can reserve one of the displayed homes today.

The listed entry price is inseparable from the housing-subsidy context. Indonesia’s FLPP mortgage programme is designed for eligible Indonesian citizens meeting requirements concerning income, existing homeownership and previous receipt of public assistance. BP Tapera, the programme operator, states the Indonesian-citizenship requirement explicitly. A foreign buyer cannot treat a subsidised price on SiKumbang as a generally available purchase opportunity. A separately offered commercial house or an established resale needs its own assessment, but being labelled commercial does not itself grant a foreign person ownership rights over Indonesian land.
No uniform, documentary ownership structure has been established for the entire estate. One old resale advertisement describes an individual property as having a Hak Milik certificate, the Indonesian land ownership title, but this is an agent’s claim, not a verified copy of that title. It would be wrong to project it onto every plot. Indonesian rules do not permit a foreign individual to register Hak Milik directly in their own name. Other forms of occupation or ownership may be available only within specific legal conditions and for the right kind of property. Without the title documents of the actual unit, the identity of the seller and an assessment of the buyer’s circumstances, a reassuring answer about foreign ownership would be speculation.
New subsidised purchases and resales also follow different paths. A home previously bought with assisted financing may carry obligations that a conventional house does not. Under the housing-finance regulations, recipients of certain down-payment subsidies face restrictions on letting or transferring their homes before the required occupation period, subject to specified exceptions. That does not establish that every resale at BCA Land Kerambitan is prohibited. It does mean that a resale buyer should examine the original purchase, any subsidy assistance, the mortgage lender’s position and the legally available transfer procedure. An informal agreement to take over instalments is not equivalent to a properly documented transfer of title.
The nearby Mandung landfill, known as TPA Mandung, is the central environmental consideration. A local report in 2019 questioned the proximity of the development to the waste facility; the article is an allegation, not a regulatory determination that construction was illegal. More directly relevant to living conditions, detikBali interviewed a resident of BCA Land in April 2025 who described smoke reaching houses during the morning. Waste-management measures in 2026 reduced incoming mixed-waste traffic, and authorities continued to cover older waste deposits. Yet reports in August and September 2026 still referred to smoke associated with fires and residual hot spots. The existence of remediation work is not the same thing as proof that the exposure has ended.
The impact should not be portrayed as identical across every block. Wind direction, elevation, the position of a house, the time of day and the condition of the landfill all affect what residents may experience. No independent air-quality assessment for each BCA Land Kerambitan block was available in the sources reviewed. This is an issue worth testing at the property itself, including during the early morning or evening, and discussing with neighbours closest to the prospective home. Neither a colourful sales brochure nor one visit at a convenient hour can resolve it. At the same time, published complaints should not be stretched into unsupported claims about medical outcomes or every household in the estate.
Where the estate is located matters more than a short locality label on a property portal. The government directory places it in Sembung Gede, while older local reporting identifies Banjar Mandung and an access route through the neighbouring Samsam area. The catalogue’s marketing-office address is in Banjar Anyar, Kediri, elsewhere in Tabanan Regency. That office address is sometimes repeated by property portals as though it were the estate itself. It should never be used to estimate the location of a house. The government page supplies a location-map pin, but a pin is not a surveyed boundary and does not identify an individual plot. Block, house number and the land parcel shown on the relevant documents remain necessary.
This is not a development represented only by concept drawings. Local reporting places construction activity in the area as far back as 2018. A public infrastructure assistance programme covered an estate road in 2021. Accounts of community events in 2025 and 2026 show that households have moved in and established a residential life. Equally, it would be misleading to call every phase finished. Reports from 2024 and 2025 describe further housing plans in the wider BCA Land Kerambitan area, while an estate-wide completion schedule, complete handover inventory and final master plan have not been independently verified.
That residential history also offers a practical way to test sales claims. For example, a government-supported road section was reported in 2021, but the condition and ownership of internal roads today cannot be established from that earlier announcement. These are more substantive indicators of habitation than vague claims of premium facilities. They do not, however, verify a swimming pool, estate-wide security, central sewerage, reliable utilities, common-area charges or a management company serving every block. Even neighbouring houses may have different water arrangements, electricity connections and responsibility for road upkeep.
There is more reliable detail about house configurations than about the number of available homes. The registry includes Type 27 houses with 27 square metres of built area on plots of 60, 72 and 78 square metres. Displayed prices are IDR 168 million for one 27/60 entry and IDR 185 million for several other Type 27 entries. It also lists a commercial Type 36, with 36 square metres of built area and a 72-square-metre plot, at IDR 300 million. Most entries describe two bedrooms and one bathroom. There is, however, a duplicate Type 27 listing that records one bedroom and zero bathrooms. That apparent inconsistency is a good reason to request the actual plan and specification rather than relying on a generic configuration copied from the directory.
The figures describe compact housing on a small plot, not a resort lifestyle. A buyer should think about everyday routines: how the kitchen fits into a 27-square-metre house, whether the bathroom is finished, how rainwater leaves the property, where a vehicle can be kept, and whether alterations are allowed. The directory records various roof, wall, flooring and foundation specifications, including tiled roofs, plastered block walls and simple floor finishes for some subsidised types. The commercial house has a different specification. None of these catalogue descriptions is a structural inspection or a warranty of present condition. Age, construction phase, occupation and past modifications may all affect the condition of a specific house.
There is no defensible single figure for the estate’s total number of houses. The SiKumbang page shows 82 under its subsidised-housing status and a separate sold-subsidised counter in the hundreds; the digital site-plan view currently exposes zeroes across its status groups. Two media summaries published in early 2026 instead cited 92 and 86 subsidised units. These figures may cover different snapshots or reporting categories, but their relationship is not documented. A reader should not interpret 82 as confirmed vacant stock, add all the counters together, or assume that press releases about another phase describe new inventory under this exact registration. The relevant question is whether an identified address is available and can legally transfer.
The developer’s ongoing activity has been reported under several overlapping descriptions. In January 2024, the company discussed a plan for another 200 subsidised houses in a Kerambitan cluster. In March 2025, a police housing programme in the wider BCA Land Kerambitan area was described as having 50 Type 27/60 houses built and a further 200 planned. Some coverage references Samsam while the official housing registration states Sembung Gede. These accounts could involve adjacent access routes, additional blocks or separate phases, but the publications do not provide a master plan connecting them to the government record. Counting them as separate new estates, or simply adding their announced unit numbers, would both be unjustified.
For an overseas investor, this is a poor fit for a familiar Bali villa-investment pitch. No verified short-stay operating arrangement, contracted rental return, current resale transaction series or managed-rental programme was found. A historic loan-transfer advertisement and broad property-platform results do not give a credible yield for the whole development. A local household eligible for public financing may judge the project mainly on affordability, work access and day-to-day practicality. A foreign buyer requires an entirely different threshold: an independently supportable legal route, a genuinely available non-subsidised property, and clear evidence of the intended use and its restrictions. These are not minor details to solve after paying a deposit.
The estate can therefore be described with confidence, but not sold on the strength of its registry page alone. There is a named developer, a specific village, a range of house types, public reports of built homes and an existing community. There are also material unknowns about current inventory, individual land titles, phase boundaries, permissions and the environmental experience of a particular block. The next meaningful step is a unit-level file: title and encumbrances, seller authority, financing history, a live quote, building documents and an informed visit to the neighbourhood. Once that evidence exists, the asking price becomes something a buyer can compare rather than a headline they are expected to trust.
Home types & sizes
The subsidised entry describes two bedrooms, a tiled roof, plastered block walls and basic flooring. Its published specification is not a condition report for an individual house.
Get floor plans and current pricesListed with two bedrooms and one bathroom. More land than the 27/60 configuration does not in itself establish extension rights or the usable shape of the plot.
Get floor plans and current pricesAnother subsidised two-bedroom, one-bathroom configuration. Plot boundaries, drainage and current condition require verification at the relevant block and house number.
Get floor plans and current pricesThe catalogue includes a two-bedroom specification with lightweight roof framing and ceramic floor finishes. Its commercial inventory counters nevertheless read zero, so live availability is not established.
