Why this project is worth a look
Real homes to inspect
Existing resale properties can be viewed and assessed as they stand. The trade-off is that ownership records, alterations and maintenance histories differ from one address to the next.
Everyday Kuta access
The estate sits off the Bypass Ngurah Rai corridor, with shopping, healthcare and airport links nearby. Access is practical, but neither low noise nor an uninterrupted drive is guaranteed.
A functioning local community
A documented mosque address and a community pavilion inaugurated in 2025 give the neighbourhood a residential identity beyond agents’ descriptions of security and gates.
Meaningful price comparisons
Three- and four-bedroom offers both appeared at IDR 2.8 billion, despite different land sizes. Buyers can compare tangible attributes rather than relying on an estate-wide brochure or projected returns.
About the project
Kuta Permai is a resale neighbourhood rather than a new villa launch. You will not find a reliable set of developer floor plans, one handover date or a uniform price per house here. Indonesian property portals classify it as Perumahan Kuta Permai, a residential estate in Kuta, Badung, and the market consists of individual homes advertised by different agents. That distinction shapes the entire buying process: an attractive asking price is only useful once you know which house is for sale, who owns its land and what has happened to the building over time.

Its setting is urban Kuta, not a secluded beachfront resort. Local address records place the Raya Istiqomah mosque at Jalan Kuta Permai II inside the estate, while another property advertisement identifies Jalan Kuta Permai and a numbered residential block. The estate is approached from the Bypass Ngurah Rai area, giving residents access to the southern Bali road network. Listing platforms place Ngurah Rai Airport and local hospitals among the relatively nearby destinations, but those approximate map distances are not a journey-time promise. The practical trade-off is convenience versus the traffic, activity and aircraft-related considerations that should be experienced at the actual house.
This is a place where the lot matters as much as the building. A three-bedroom example offered in 2026 occupies 112 square metres of land, with a reported 150-square-metre two-storey house, three bathrooms, a carport and some outdoor space. A different four-bedroom property comes with 168 square metres of land and about 170 square metres of building area, but only two bathrooms. Both were advertised at IDR 2.8 billion. There is no sensible way to describe these as two standard sizes within a single design collection. They are separate resale assets, and the second may suit a different household despite having much the same advertised budget.
At the upper end of the visible listings sits an unusual offer for two adjoining houses on Boulevard Raya Kuta Permai I. The agent describes 482 square metres of combined land, 466 square metres of building area and sixteen bedrooms in total, with an asking price of IDR 11 billion in January 2026. It is a paired-property offer, not a typical sixteen-bedroom villa product. The number of registered parcels, whether both buildings are included on the same terms, and the limits on any proposed business use would all need to be established from documents before this could be treated as an investment or hospitality proposition.
Search results can give a misleading impression of both choice and price. Some agents repeat substantially the same four-bedroom home at the same asking price, and a property appearing on several sites is not additional inventory. Pinhome also retains an older five-bedroom advertisement carrying a price below the current IDR 2.8 billion entry point, but the page now says the property is unavailable. For this reason the published starting figure is taken from the visible 2026 Kuta Permai resale advertisements rather than from that inactive page or the portal’s automated mixed-property averages. Negotiability and real availability have not been independently established.
The neighbourhood has a civic life that is unusual to see documented in villa marketing. Bali’s local religious-office database gives a specific address for the Raya Istiqomah mosque within Perumahan Kuta Permai. In December 2025, local coverage reported the opening of a wantilan, a covered community pavilion intended for residents’ social and cultural activities. These are tangible signs of an established community. Estate listing pages also mention a gated entry, security and internal paved roads, although no residents’ rules, operating budget or security contract were made available. An owner who plans to leave a house unattended would need a much more precise understanding of how the area is managed.
There is also a landscape feature beyond the residential streets. A Udayana University marine-science paper, published in 2020 using fieldwork from 2017, identified a mangrove study site behind Perumahan Kuta Permai, on former fishpond land. That supports the location’s connection to the mangrove area; it does not establish a protected view for every home or describe drainage conditions in 2026. If you are attracted by a listing that mentions mangrove views, the relevant questions are whether those views belong to the actual plot, what happens during heavy rain and whether nearby land use could change. Those are property-specific observations, not facts a neighbourhood description can settle.
For an overseas buyer, the advertised ownership labels deserve more attention than the asking prices. Multiple house advertisements claim SHM, a certificate associated with Hak Milik ownership of land. Indonesia’s Basic Agrarian Law restricts Hak Milik ownership to Indonesian citizens, subject to the law’s limited provisions, so a foreign individual cannot simply receive the same freehold title in their personal name. Indonesian law also recognises Hak Pakai use rights, but their possible application depends on the buyer, the parcel and the legal mechanism. No examined land certificate or seller identity document has been supplied for these particular offers, and a nominal Indonesian owner is not a substitute for a lawful, enforceable arrangement.
The building paperwork is equally individual. One listing mentions an IMB dating from 2015; that is a claim about one house, not evidence that every building in the estate has an approved and current documentation trail. IMB is the former building-permit system. Current construction approval is referred to as PBG, while an SLF concerns fitness of a building for use. Extensions, altered room layouts, an added floor or a change from residential to commercial purposes can all make the match between physical construction and approved plans important. Neither a house advertised as move-in ready nor an old permit number establishes that the necessary documents have been checked.
Secondary-market ownership brings practical cost questions that are often missing from Bali development brochures. Individual owners may have different electricity capacities, water connections, drainage arrangements, maintenance histories and levels of furnishing. For one three-bedroom home, the agent lists a PDAM water connection, 3,300-watt electricity service and air conditioning; another house has different stated specifications. These are useful leads, not estate-wide guarantees. The buyer’s budget should allow for an inspection of roof, damp, structure and alterations, plus notarial and registration costs, taxes and any recurring payments that residents actually owe.
Kuta’s visitor economy does not automatically turn every home in Kuta Permai into licensed tourist accommodation. A quiet street with existing households can be well suited to owner occupation or a conventional tenancy, yet less well suited to frequent guest turnover. Local land-use permissions, the intended business activity and any community restrictions need separate assessment. The two-house listing’s suggestion that the buildings could be a hotel is promotional speculation unless the necessary permissions can be shown. No reliable rental yield, occupancy series or professional management agreement was found for the estate as a whole, so an investment return cannot responsibly be supplied from these listings.
A sensible shortlist starts with the house rather than the neighbourhood label. Kuta Permai offers a recognisable Kuta address, examples of three- and four-bedroom existing homes, and a local community whose presence is documented outside property advertising. It does not offer the legal simplicity or service consistency that a project brochure might imply. The decisive comparison will be between specific land certificates, sellers, building records, access arrangements, physical condition and total transaction costs. Only then can the apparently similar IDR 2.8 billion offers be meaningfully compared.
Ownership format
Several individual listings advertise Hak Milik land ownership (SHM certificate), but the certificates themselves have not been examined. A foreign individual cannot directly take SHM title; any lawful alternative depends on the exact parcel, the buyer’s eligibility and current Indonesian land rules.
Home types & sizes
A two-storey property advertised with a living area, kitchen, balcony, carport and garden. The agent refers to a public water connection and a 2015 IMB permit, neither of which has been inspected. Its specification should not be assumed to apply to other homes in the estate.
Get floor plans and current pricesA resale home with a carport and an advertised SHM land certificate. The agent describes roughly one-and-a-half storeys while the listing fields show two, so the actual layout needs direct inspection. Repeated advertisements may refer to the same property rather than separate stock.
Get floor plans and current pricesAn exceptional paired-property advertisement with sixteen bedrooms across two buildings on Boulevard Raya Kuta Permai I. It should not be compared directly with a standard family house. The number of legal titles and any proposed commercial use remain unverified.

Location
- The verified address hierarchy is Bali Province, Badung Regency, Kuta District, Kuta urban village. The named residential roads are Jalan Kuta Permai and Jalan Kuta Permai II; a mosque’s street number must not be used as the address of every house.
- Bypass Ngurah Rai is the principal road landmark. A street-level map places Jalan Kuta Permai behind the hotel and commercial frontage, rather than directly on the bypass itself.
- 99.co gives neighbourhood-level reference distances of about 2.7 km to Ngurah Rai Airport and about 1.1 km to Murni Teguh Tuban Bali Hospital. Those figures are platform estimates, not confirmed road journeys from an individual parcel.
- Udayana University’s 2017 fieldwork recorded a mangrove study area behind Perumahan Kuta Permai. That is historical landscape context; contemporary water, access and plot-level conditions require observation.

Best for: People who need a practical home base in urban Kuta, with access to everyday services, rather than an isolated holiday compound. The estate has a residential community separate from any projected tourist operation.; Buyers comfortable with the discipline of a resale transaction: comparing two physical houses, commissioning inspections and tracing alterations instead of choosing a floor plan from a new-development catalogue.; Households looking for three or four bedrooms and willing to trade off plot size, bathroom count and maintenance history within a broadly similar advertised price bracket.; Purchasers whose eligibility and legal structure can be established before a deposit is made. An overseas buyer in particular needs a lawful, documented route rather than an informal arrangement with a nominee.; may not suit: A poor match for a foreign individual expecting a direct SHM land transfer into their own name. Advertised freehold language cannot remove Indonesia’s statutory eligibility restrictions.; Not a packaged hospitality investment: no estate-wide operator contract, guaranteed rental income or uniform permission for short stays has been established.; Unsuitable for a purchase based only on generic neighbourhood descriptions. Building paperwork, drainage, security arrangements and repair needs are all address-specific..

- No verifiable original developer, project legal entity, estate establishment date, total home count or consolidated master plan was found in the public material reviewed.
- SHM and an older IMB are mentioned in some house advertisements, but no parcel certificate, current registration extract, full building-permit history, PBG/SLF documentation or verified permitted-use record was examined.
- Live availability, security operations, community fees and rental performance have not been substantiated. An older lower-priced Pinhome advertisement is marked unavailable; IDR 2.8 billion remains an indicative resale asking price only.
