Why this project is worth a look
A small hospitality community
MOKA brings different accommodation formats under a shared guest concept rather than selling a row of unrelated villas. The outcome depends on whether the common facilities actually open and are managed sustainably.
Options for different stays
A three-bedroom villa, a two-bedroom townhouse and a one-bedroom suite serve very different travellers. That mix may broaden appeal, but it makes individual unit economics far more important than a portfolio-wide return claim.
Management built into the pitch
UTAMA proposes end-to-end letting and guest services, including owner reporting. The published TRIANG rental listing shows why a buyer should establish the real contracting operator rather than assume that every service sits inside one company.
An identifiable Kedungu location
The project is linked to a published Pangkung Tibah location reference, not just a broad Bali sales map. The exact land boundaries and walking route still need to be matched to the chosen unit.
About the project
MOKA is a boutique hospitality-led residential project in the Kedungu area of Tabanan, Bali. Its appeal is not simply the promise of a private pool close to the coast. The developer is trying to make a collection of individually held accommodation units work as one small destination, with a café, fitness and wellness facilities, and managed guest services. That has consequences for ownership. A buyer may enjoy a furnished place to stay and have somebody else look after rentals, but they also enter a community whose common spaces, operating rules and guest experience affect the value of an individual property. It is better approached as a managed hospitality investment with personal-use potential than as a conventional detached-home subdivision.

The project can be identified confidently as part of the UTAMA portfolio. The company's current investment site markets MOKA in Kedungu and describes 15 residences, with 14 reportedly sold. A recruitment advert posted under PT Utama Bali Property sets out what appears to be the same operating plan: seven three-bedroom villas, four two-bedroom townhouses and four one-bedroom suites. That is the most coherent public description of the present scheme, and it explains why MOKA appears under several names, including Moka Villas and MOKA Boutique Community. It does not, however, establish a certified as-built inventory. The stand-alone MOKA website still describes eight villas and ten apartments, while a distribution partner advertises eight villas and six apartments, alongside a sales counter that does not reconcile with either configuration.
The accommodation choices serve different guests. A three-bedroom Signature Villa is the larger family or group product, with enclosed living space and a private pool described in project marketing. Two-bedroom townhouses would offer a middle ground for smaller parties, although publicly accessible plans do not establish their individual dimensions, outdoor areas or internal level arrangements. The one-bedroom suites target couples or solo travellers and are a notably different rental proposition. This variation makes sense for a resort-like project, but it also means that nightly pricing, maintenance and eventual resale demand should be evaluated separately by unit type. Applying the villa's investment projection to a suite, or the suite's running costs to a villa, would create a misleading picture.
One older but identifiable villa listing provides a physical reference point. Balitecture describes a three-bedroom MOKA property on 134 square metres of land, with a 162-square-metre building, three full bathrooms and an additional guest toilet. Earlier project material mentions a 55-square-metre rooftop area, a private swimming pool and a living room designed around an enclosed indoor space. These figures are attached to a marketed layout; they should not be treated as measurements of every villa in the scheme. Nor should building area, plot area and rooftop area be added up into an invented single headline size. A purchaser needs the signed unit drawing and an explicit definition of what its quoted square metres include.
There is also an emerging operational reference for the smaller product. TRIANG VILLAS advertises a MOKA one-bedroom unit with an area of 53 square metres and a proposed availability date of 15 December 2026. The listing offers long-term rental rather than a purchase, so it does not prove that a suite is on sale or that the whole resort has been handed over. What it does show is that the one-bedroom accommodation concept has reached a named external rental listing. The same page identifies TRIANG as manager of that particular offer. Its role is worth comparing with UTAMA's broader promise of in-house rental operations before assuming that one entity will manage every villa, townhouse and suite.
The site is described in more detail on that rental page than on many sales brochures: MOKA VILLAS, C34J+JJ3, Pangkung Tibah, Kediri, Tabanan Regency, Bali 82121. This is a public map-style location reference, not a cadastral survey of the plot. Kedungu is the locality used for marketing and for the development's coastal setting. Statements about walking distance also vary. The developer's present portfolio page puts MOKA around 600 metres from the beach, while some earlier material advertises approximately 400 metres. The rental operator differentiates Batu Tampih Beach from Kedungu Beach in its local directions. Neither distance should be represented as the measured walk from an unidentified unit entrance.
The location makes more sense when viewed as a particular part of Tabanan rather than an extension of central Canggu. Kedungu still has rice-field landscapes, access to surfing, small businesses and a growing number of hospitality projects. Visitors who want those surroundings may value the setting, while guests who expect Canggu's dense concentration of restaurants and nightlife on their doorstep may find it less convenient. Changes in nearby development could improve services but could also bring building activity and more rental competition. Promotional references to large future investments in the district are not evidence that MOKA will achieve a certain occupancy rate or resale premium. Demand has to be tested for this particular accommodation type and access route.
MOKA's common facilities are central to its positioning. The project site identifies Café MOKA, a wellness club, private gym and lounge areas; the rental-manager job description refers to a community garden and a wellness rooftop. Individual villa marketing adds private pools and rooftop features. These are descriptions of the intended guest offering, not an independent handover inspection of each amenity. Their operating arrangements deserve careful attention. A café open to outside customers can create foot traffic; a shared gym can improve the stay experience while adding equipment replacement and staffing costs. Owners should understand whether the facilities belong to the landholder, a separate business or the residential operation, and which expenses are funded from rental revenue or regular charges.
The management proposal is attractive on paper because it extends far beyond occasional property maintenance. UTAMA markets development, furnishing, bookings and ongoing guest services as a package. Its recruitment post describes channel management, dynamic rates, calendars, monthly owner reporting and tax documentation. None of those functions is automatic: somebody must recruit staff, keep standards consistent and deal with the very unglamorous work of refunds, empty nights and damaged furnishings. The TRIANG listing raises a sensible contractual question rather than disproving the model. Will a villa owner sign with UTAMA, TRIANG or another operator, and may management be transferred or terminated? The answer determines who receives booking proceeds, who pays suppliers and what happens if performance disappoints.
Public rental prices should be read separately from projected investment returns. TRIANG lists its one-bedroom MOKA accommodation from IDR 20 million per month, subject to its stated conditions and future availability. That is an advertised tenant price for a particular unit, not a record of collected rent, net owner income or the achievable price of a three-bedroom villa. Some MOKA sales partners publish aggressive annual return estimates. Those remain marketing assumptions without independently verified occupancy history, expense statements and distributions to owners. The economics of even a well-run villa depend on seasonality, platform fees, management compensation, repairs, utilities, taxes, replacement furnishings and the owner's own use of the property.
The current UTAMA investment page uses a 'from €325,000' price for the remaining MOKA offering and labels it the last unit, with October 2026 as its target completion. This is a sales indication for a promoted Signature Villa rather than a fresh price list across all room categories. An older Balitecture listing gives a different asking figure for a three-bedroom layout, and earlier project content promoted small apartments at much lower entry points. There is no sound reason to collapse those separate dates, sellers and products into a single price range. The final cost of a specific villa must be supported by its current offer, tax treatment, furniture specification, transfer or notary charges and the contractual currency and payment route.
Payment terms are another area where the age of a page matters. ROI Club's MOKA offer describes a substantial amount due at notarisation followed by construction-linked instalments. UTAMA's general investor site shows a different example payment sequence across its wider portfolio. Neither is a signed schedule for the remaining MOKA unit. A buyer should see the identity of the payee, the circumstances in which a reservation deposit is refunded, any linkage between instalments and objectively evidenced work, and what happens when a promised handover date moves. These details matter more than whether a brochure uses the reassuring phrase 'interest-free instalments'. A payment timetable without enforceable delivery and refund provisions provides little meaningful protection.
The tenure needs the same documentary treatment. UTAMA's general materials describe a contractual leasehold model in which individual buyers hold rights in their own names. Historical MOKA marketing refers to an initial 29-year land lease with an option to extend by another 30 years; newer company-wide material uses a 30-plus-30-year formula. Neither statement reveals the commencement date, extension price, conditions or landowner's obligations in an individual agreement. A contractual land lease is not a government-issued ownership title. In practice the buyer needs to understand the underlying registered rights, how the villa and lease are connected, and whether a subsequent sale or transfer to heirs can take place on stated, enforceable terms.
Indonesia's land rules are especially important for overseas purchasers. Hak Milik is land ownership that a foreign individual cannot simply acquire directly by buying a villa. Hak Pakai and Hak Guna Bangunan are distinct regulated rights, and their application depends on who holds them and the legal structure of the transaction. Government Regulation No. 18 of 2021 addresses foreign residential ownership, but it does not turn a developer's generic 'leasehold' label into proof of legal entitlement in MOKA. Even a notarial document needs to be checked against the underlying land rights and relevant purchaser status. Any proposal relying on an Indonesian nominee instead of a transparent, lawful structure warrants particular caution.
The construction timeline cannot yet be reduced to a verified completion date. A brokerage listing recorded April 2026; UTAMA currently publishes October 2026. The separate MOKA website retained an announcement that guest bookings would open in August 2026, while the later TRIANG apartment listing points to a December availability date for one unit. These dates describe different activities, and some may simply be uncorrected website text. None independently confirms that all buildings were finished, handed over, certified and operating on 21 October 2026. It would be premature to label the development completed solely because one proposed milestone has arrived. A dated construction report, signed handover evidence and operational certificates would resolve much of the uncertainty.
A hospitality-focused project also needs clarity about construction consent and lawful use. Indonesia distinguishes PBG, the building approval, from SLF, the certificate confirming fitness for use; the government's SIMBG system explains both. UTAMA makes a broad portfolio-level statement that it handles building and operational paperwork, yet the reviewed public sources do not provide plot-specific MOKA certificates with numbers and scope. Similarly, claims that the land is in a favourable tourism or 'pink' zone are marketing descriptions, not a site-specific planning decision. A buyer should match the actual land parcel, permitted activity and individual building to the relevant documents. Not finding them online is not evidence that they do not exist, only a limit on public verification.
UTAMA is the confirmed development brand, and founder Steven Gijsman is identified in its corporate material. But branding and contracting parties are different matters. An official social post refers to PT Bali Utama Property, while a recruitment listing bears the name PT Utama Bali Property. The public material reviewed does not resolve whether these names represent the same registered entity or establish which company owns the land interest, signs the unit agreement, receives the payment and operates the rentals. That chain should be made explicit. A well-presented development company can use multiple entities for legitimate reasons; the buyer's protection depends on understanding and documenting their respective responsibilities.
Moka Wellness Residences should not be folded silently into this main MOKA inventory. ROI Club presents six two-bedroom Sanctuary residences as the next phase, with different dimensions, a May 2027 delivery target and a distinct sales and instalment proposition. Those specifics point to a separate product even though the MOKA name and wellness theme carry across. Someone comparing two MOKA offers should first establish the exact plot or phase, then compare tenure and building plans, instead of treating the six future villas as additional units within the present 15-unit configuration. The relationship of the land titles and shared amenities between the phases is not publicly documented in the sources reviewed.
MOKA has a recognisable idea: several accommodation formats gathered around a small-scale guest community in Kedungu, with a development company prepared to organise rentals. That could suit a buyer looking for occasional personal stays and an outsourced hospitality operation. It is less compelling for someone whose first priority is unquestioned freehold land title, a fully verified operating history or complete control over every aspect of the property. The decisive next evidence is not another return spreadsheet. It is the latest numbered site plan, the unit-specific drawings and price, the land and lease documents, the building and use approvals, and the actual management agreement. Together they will tell the buyer exactly what is acquired and who is responsible for making it work.
Ownership format
UTAMA promotes an individual contractual land-lease arrangement. Older MOKA material refers to 29 years plus a possible 30-year extension, while newer group-level marketing uses a 30-plus-30-year formula. The unit-specific contract, commencement date, renewal price and underlying land documents have not been reviewed.
Unit types & sizes
A brokerage listing gives a 134 sqm land plot. Earlier project material mentions a private pool and a 55 sqm roof terrace; other villa drawings require separate verification.

Location
- MOKA is marketed in coastal Kedungu, within Tabanan Regency, rather than in the administrative city of Canggu.
- The TRIANG rental listing gives the more specific public location reference C34J+JJ3, Pangkung Tibah, Kediri, Tabanan; it is not a surveyed parcel boundary.
- Published beach-distance claims differ between approximately 400 and 600 metres. The actual walking route depends on the entrance and the intended beach access.
- Batu Tampih Beach and Kedungu Beach are distinct local destinations in the rental operator’s description, so a single blanket walking-time claim would be misleading.

Best for: Buyers seeking a holiday base that can be let professionally when they are away, with a contractual operating arrangement rather than self-managed guest turnover.; People attracted to a smaller hospitality community where café, wellness and lounge spaces are part of the intended living experience.; Investors willing to assess the specific unit’s net income, ongoing expenditure and exit prospects instead of extrapolating from promotional annual return estimates.; Overseas buyers comfortable with contractual lease tenure, provided the exact land rights, documents and responsible counterparties pass independent review.; may not suit: Not suitable for anyone assuming they can acquire Indonesian Hak Milik land ownership directly as a foreign individual through this purchase.; Not a proven completed, income-producing asset with an audited operating track record on the currently accessible evidence.; Probably a poor fit for owners who do not want any involvement in shared-facility rules or managed hospitality operations..
