Morgan Central City is planned as a large mixed-use district with residential, office, hotel, and retail components. That may place more daily functions within the site, but buyers need to establish which elements belong to their phase and when each component is contractually due to open.
Low entry threshold
The lowest public offers sit at a price level that is uncommon among new high-rise projects in Phnom Penh. The advantage is meaningful only after checking area, floor, outlook, finish, compulsory charges, and the balance due at handover, because a headline starting price does not describe the whole inventory.
Connected roofscape
The renders present an extended amenity deck with pools, walking links, fitness, sports, children’s areas, a café, and barbecue terraces. It is a strong design idea, but access, size, operating hours, and future maintenance costs should be secured in the project specification rather than assumed from marketing images.
Three compact layouts
The open sales matrix lists a 39.23 sqm one-bedroom and two-bedroom formats of 65.38 sqm and 75.96 sqm. The range is understandable for a first home, a city base, or a small household, although the figures appear to be gross areas and a complete net-area and orientation schedule is not public.
Early-stage choice
Construction is active after the spring 2026 launch. An early purchase may provide more selection by floor and layout, but it also increases the importance of checking the project company, works programme, delay clauses, payment protection, and land documentation before any reservation.

Morgan Central City is an under-construction mixed-use district by Morgan Group on Street 105 in Sangkat Tuol Sangke 1, Khan Russey Keo, Phnom Penh. The public launch and groundbreaking took place in April 2026, while current project profiles point to completion in the fourth quarter of 2028. It is a separate development: it is not the Chroy Changvar riverfront scheme known as Morgan EnMaison, the completed Morgan Tower on Koh Pich, or the low-rise Morgan Park Villa community along National Road 6A. This page covers the parent Morgan Central City project rather than a single apartment listing, office lot, or one tower marketed under a component name.
The published concept combines homes, offices, a business or enterprise centre, a hotel component, retail, and shared leisure areas. Several sources repeat an overall development scale of about 300,000 sqm, so the project should not be assessed as a conventional stand-alone condominium. Its proposition is an integrated urban node in which residential blocks are intended to operate alongside commercial uses. That could bring more services within the site, but it also implies higher density, several visitor flows, and a strong dependence on which parts of the wider master plan are actually delivered and opened.

A May 2026 sales matrix showed three principal gross sizes: 39.23 sqm, 65.38 sqm, and 75.96 sqm. The lowest separate market card started at $27,000 for 34 sqm, while the more fully described one-bedroom layout was listed at $29,635. That entry point is below many new towers in central Phnom Penh, yet the headline price is only one part of the comparison. Contract area, usable area, floor, orientation, finish, payments due before handover, and the scope of the completed phase all matter.
The most distinctive shared-space proposal sits at roof level. Project material shows two sky pools, a connected skywalk, fitness areas, sports courts, children’s play zones, a sky café, and self-service barbecue terraces linked by landscaped paths. Other advertised facilities include gardens, common areas, lifts, car and motorcycle parking, a commercial zone, CCTV, and 24-hour security. While construction is ongoing, these remain planned facilities rather than operating amenities. Their final dimensions, access rules between towers, opening hours, and service-charge implications need to be confirmed in contractual and management documents.
The confirmed address is in Tuol Sangke 1, within Khan Russey Keo, beside Phsar Sam Han and opposite the newer Tuol Sangke market. This is a dense north-western part of Phnom Penh with established local commerce and road connections toward Toul Kork and other northern districts. Marketing pages quote short driving times to TK Avenue, Eden Garden, Camko City, and AEON Mall 2, but those figures are highly traffic-dependent and are not treated as guaranteed travel times here. A buyer should instead inspect Street 105, the approach to the site, future exits from the complex, and real peak-hour routes.
The development is still at an early construction stage. After the April 2026 launch, the site moved into foundation and piling works; later public updates reported that piling had been completed. This supports an under-construction classification, but it does not remove the normal risks of an off-plan purchase. Handover may move, specifications may change, and the hotel or commercial portions may not open at the same time as the residential towers. Buyers need a tower-specific programme, extension provisions, notice rules, delay remedies, and a clear contractual definition of when handover becomes due.
Open sales listings use terms such as hard title, strata title, freehold, and foreign ownership. Those labels are not, by themselves, proof of the legal rights attached to a particular apartment. Before reserving, the buyer should check the land title, development approvals, legal identity of the seller, draft sale-and-purchase agreement, future strata title, common-property allocation, and any foreign-ownership limitations. The same caution applies to financing. Full-payment discounts, an interest-free schedule of up to 30 months, and longer financing were advertised, but the live structure must be obtained in writing for the selected unit.
Morgan Group is consistently identified as the developer brand in specialist profiles and launch coverage, and group leadership appeared at the groundbreaking. Accessible material does not, however, provide one consistently verified name for the project company or special-purpose vehicle that will sign the contract and hold the relevant development rights. The developer brand is therefore confirmed, while the legal transaction chain still requires verification. Morgan’s earlier Cambodian projects help identify the group, but they do not replace document checks for Morgan Central City itself.
In practical terms, the project is most notable for its low entry budget, compact layouts, and large mixed-use programme in Tuol Sangke. It is not a completed income-producing asset, and the available evidence does not support promises of rental yield or price appreciation. A decision should be built around the exact tower, unit number, contractual area, outlook, all-in price, payment schedule, management fee, ownership structure, and confirmed handover date. Buying earlier may provide more choice, but it also places greater weight on documentation and delivery discipline.

It may suit one person or a couple prioritising a low total budget, but the exact plan, usable area, orientation, balcony, floor, and finish specification should be requested before selection; the open listing confirms only the type, gross area, and price.
