About the project

Sky Tree Residence is a completed high-rise complex on Street 105 in Tuol Sangke, Russey Keo. Listings also use Sky Tree Condo and Sky Tree Condominium. The word “condo” is useful when searching the resale market, but the developer presents a broader programme than a conventional apartment building: residential and serviced accommodation, hotel use, commercial space and offices all appear in the official description. For the catalogue, mixed use is therefore the more accurate category. That distinction matters to a buyer because units in different towers or operating sections may follow different service arrangements, cost structures and document pathways. The project is already open, so the decision should be based on the actual unit, the condition of common areas and the transaction documents rather than on construction promises.

J&L Property Development’s current project page describes three 34-storey buildings, 1,420 units or premises and 800 parking spaces. It also gives a site area of 8,243 square metres and approximately 140,000 square metres of construction. Earlier launch coverage and several property portals describe a smaller scheme of 32 storeys and 1,104 residential units. Those figures have not been blended. The registry entry follows the newer primary source, while the discrepancy remains visible for due diligence. It could reflect design revisions or a broader count that includes hotel and commercial inventory, but that cannot be established without an approved unit schedule. A buyer should match the tower, floor, use classification and unit number in the sale documents to the physical apartment being inspected.

The complex is complete and operating. Market profiles place completion in December 2020, while J&L currently markets ready units and serviced rentals. Completion removes the delivery-date question, but it does not remove property risk. A useful inspection goes beyond finishes inside the apartment: visit the relevant tower’s corridors and lift lobby, test water pressure and air-conditioning, check windows and balcony drainage, understand parking access, and observe noise and common-area traffic at more than one time of day. In a large completed development, two units with the same bedroom count can perform very differently because of orientation, floor, neighbouring uses, rental history and the condition of their mechanical systems.

The developer’s sales material highlights unusually generous one-, two- and three-bedroom layouts. A one-bedroom is shown at roughly 80 square metres gross and 61 square metres internal; a two-bedroom at about 117 and 90 square metres; and a three-bedroom at about 183 and 140 square metres. Separate floor-plan material also shows studios and additional size variants. There is therefore no single standard “Sky Tree apartment”. Buyers should request the plan for the exact unit and ask which measurement appears in the listing: internal area, saleable area, an area including the balcony, or another basis. Comparing two asking prices by bedroom count alone can be misleading when usable space, furnishing and condition vary so widely.

Public resale results checked on July 26, 2026 included a one-bedroom of approximately 61.75 square metres at $75,000 and a two-bedroom of approximately 90.14 square metres at $105,000. These are lower market anchors, not a project price list. Sky Tree Residence inventory comes from multiple owners and agents; furnishing, floor, outlook, urgency, title position and renovation needs are not uniform. A listing may disappear, and its asking price may exclude tax, agency fees, outstanding management charges or transfer costs. A sensible comparison uses several live units with similar area and document status. The chosen apartment, availability and commercial terms still need to be confirmed individually with a specialist.

The amenity package is one of the project’s most practical features. Official media shows a semi-outdoor pool within the podium, a fitness room, sauna and steam facilities, a residents’ lounge, a sky-view terrace, reception and waiting areas. The complex also advertises parking, security, concierge support and on-site commercial services, and a MaxValu Express operates within the property. That mix can make daily life more convenient than relying on a small standalone gym or distant shops. Yet an amenity shown on a project page is not proof that every owner, tenant and hotel guest has identical access. During inspection, confirm opening hours, guest rules, any separate charges and the current condition of the facilities that matter to you.

The hotel and serviced-residence component sets Sky Tree apart from a standard condominium. J&L identifies New World Hospitality as the operator, and its rental page describes furnished apartments, round-the-clock support and optional household services. This may suit an owner who wants a ready-to-occupy or managed format. It should not, however, be treated as an automatic rental programme, guaranteed occupancy or fixed return for privately owned units. Before buying, establish whether the selected unit belongs to the residential, serviced or hotel inventory; whether a management agreement is in force; who sets the rent; whether independent letting is permitted; what fees are deducted; and who is responsible for furniture, repairs and guest accounting.

The confirmed address is Street 105, Sangkat Tuol Sangke, Khan Russey Keo, Phnom Penh. The location is supported by the map on the developer’s website and by operating-property listings. It sits in the north-western part of the central urban area, with practical links towards Tuol Kork, Boeung Kak and the administrative and business districts around Phnom Penh City Center. This can work well for residents whose routines are focused on the northern half of the city rather than BKK1 or Tonle Bassac. The district label alone is not enough, though. Drive the real route on a weekday, check access from Street 105, ride-hailing availability, evening congestion and the pedestrian environment immediately around the entrance.

Views need to be assessed apartment by apartment. The towers offer broad city outlooks, but direction, future construction, afternoon sun and noise exposure differ. East- and west-facing homes heat up differently; units close to the podium may hear more activity; and higher floors rely more heavily on consistent lift operation. Balconies and large windows add light, yet they also make waterproofing, drainage and façade condition important after several years of use. A good outlook may support rental demand, but it cannot be judged from the development’s general rendering. Ask for recent photographs from the actual unit and inspect it at the time of day when it will normally be occupied.

Ownership wording needs documentary precision. The developer’s material uses “freehold” and “hard title”, while some current resale advertisements say “hard title under developer”. These phrases are not the same as proof of an individual title for the apartment being sold. A foreign purchaser should review the title or proposed transfer document, registered owner, transfer route, mortgages or court restrictions, the legal position of the land and common property, and the consistency of the unit number across plan, contract and physical door. If the transaction is an assignment or an internal developer transfer rather than a registered strata-title sale, the procedure, cost and risk profile will be different.

Operational due diligence should cover both management and the full holding budget. Before paying a reservation, obtain the current management fee, parking rules, move-in or renovation deposits, electricity and water tariffs, any arrears attached to the unit, reserve-fund arrangements and responsibility for major repairs. Recent invoices and written confirmation of a clean account are more useful than a brochure. It is also worth understanding whether the residential towers and hotel section are managed under the same structure. In a project described as containing 1,420 premises, service quality depends on fee collection, staffing and equipment maintenance as much as it does on the operator’s name. These checks allow a buyer to compare a low resale asking price with the genuine cost of ownership.

Sky Tree Residence is best approached as a completed urban asset with a broad range of layouts and substantial shared facilities, not as one uniform developer offer. Its advantage is that buyers can inspect the building, compare several apartments and potentially enter at resale prices well below the historical launch pricing. Its main complication is heterogeneity: advertisements may relate to different towers, use categories and document structures. The disciplined route is to select a suitable size and tower, compare several live units, verify title and arrears, inspect building systems and only then negotiate a reservation. For a buyer prepared to do that work, Sky Tree offers a tangible, operating property. It is too complex for a purchase based on a rendering and a bedroom count alone.
