Why this project is worth a look
An operating office tower
The building is complete, so a decision can be based on current conditions rather than construction promises. An occupier or buyer can inspect the exact premises, lift traffic, common areas, management, parking and surrounding streets. That reduces brochure-to-reality risk, although legal documents, engineering capacity and unit-level costs still require full review.
A broad size range
Current marketing covers offices of roughly 35 to 1,446 sqm, while earlier sale schedules included sections of about 39.75 to 165 sqm. This creates options for a representative office, a mid-sized team or a large open-plan workplace. The important checks are live availability, usable area and combination rights because a published range is not an inventory list.
A Koh Pich address
Sopheak Mongkol Road sits inside Diamond Island’s established high-rise business district. The location supports routes to Tonle Bassac, BKK and Daun Penh, with newer connections toward the east of the city. Its practical value depends on peak-hour travel, the correct entrance and parking access, so the commute should be tested on a normal working day.
Core building systems
Project profiles refer to 15 lifts, central cooling, fire-safety systems, round-the-clock security and backup power. These services matter more than decorative amenities for a densely occupied workplace. Before signing, confirm electrical capacity, cooling hours, generator coverage for the premises and the building’s actual operating procedures.
Business-support spaces
Meeting and conference facilities, club areas, fitness, food and ground-floor retail can reduce the need to travel for routine appointments and staff breaks. The address may support work, client meetings and events in one place. Each facility still needs a status check because access, opening hours, charges and upper-floor uses are not described consistently across sources.
About the project
Morgan Tower is a completed office high-rise on Koh Pich, or Diamond Island, in central Phnom Penh. It stands on Sopheak Mongkol Road in Sangkat Tonle Bassac and belongs to the island’s commercial cluster; it is not Morgan EnMaison, the residential riverfront scheme in Chroy Changvar, and it is not Morgan The Pure Bay, the coastal mixed-use development in Sihanoukville. APS, CAM Realty, REINZ and the PropertyGuru award archive consistently identify this building as an office development. Market materials call it Grade A, but an occupier should translate that label into verifiable items: operating lifts, power resilience, management standards, access control, air-conditioning hours and the actual condition of the selected floor.
The Koh Pich address is central to the project’s appeal. Diamond Island sits between the Tonle Sap and Bassac rivers and connects to the established city through several bridges and arterial roads. Sopheak Mongkol Road runs through a built-up concentration of offices, hotels, residential towers, event venues and retail. This can suit businesses whose clients and staff move regularly between Tonle Bassac, Daun Penh, BKK and the eastern side of Phnom Penh. It is still worth testing the route rather than relying on a map: weekday peak-hour traffic, the correct vehicle entrance, guest drop-off, ride-hailing pickup points and the amount of usable parking can materially change the daily experience.

The most frequently repeated current specification is 48 storeys and a height of 210 metres. Public sources are not fully aligned. Early construction-era reports described 46 floors, while some mapping and brokerage pages publish heights of 218 or 230 metres. This dossier uses 48 floors and 210 metres because that pairing is repeated across several project-focused profiles, including APS and REINZ, but it should not be treated as a substitute for an approved technical record. The building is visibly complete and operating. Completion dates also vary between 2021 and 2022; 2022 is used here because it appears in the current APS profile and a specialist tall-building record, while the discrepancy remains clearly disclosed.
The office inventory covers more than one occupier size. CAM Realty advertises spaces from about 35 to 1,446 sqm, APS starts from 100 sqm, and PropertyHub preserves earlier sale configurations of roughly 39.75 to 165 sqm. In practical terms, Morgan Tower can be considered by a compact representative office, a mid-sized professional team or a larger company seeking an open-plan section. Published ranges do not prove that every size is available at the same time. Before negotiating, request a current stack plan showing the exact floor, gross and usable area, column grid, frontage, window orientation, handover condition, toilet access and whether adjacent sections can legally and technically be combined.
Handover specifications are described as raised flooring, suspended ceilings, lighting and central air-conditioning. That can remove part of the initial construction scope, yet it does not make every unit plug-and-play. Current market photographs show both bright fitted shells with ceiling tiles and floor panels and more open spaces with exposed services. An occupier’s budget therefore needs to cover workplace design, electrical and data distribution, partitions, acoustic treatment, fire approvals, furniture, branding and any reinstatement duty at lease end. The lease should record exactly what is delivered, who maintains the central systems, the hours included in the standard air-conditioning charge and the process for approving alterations.
Building systems are a meaningful part of the proposition. APS and CAM Realty refer to 15 lifts, central air-conditioning, 24-hour security, fire-safety systems and backup power; APS states that the building has full power backup. Those features need operational due diligence. Ask how lift groups are allocated between offices, parking and upper-level uses; whether visitor registration creates delays; what after-hours access costs; how weekend cooling is billed; what electrical capacity is assigned to the premises; whether the generator covers tenant equipment; which internet providers are available; and how contractors gain access. A strong published specification helps, but everyday reliability depends on management procedures and maintenance records.
Shared amenities broaden the building beyond a conventional office floor. Sources list a business centre, meeting and conference rooms, an entrepreneurs’ club, fitness facilities, a swimming pool, restaurant or sky-bar space, ground-floor cafés and retail. The upper tower is also described as containing hospitality and club functions, although sources disagree on the exact floor allocation and current operating status. These facilities may be useful for meetings, staff breaks and corporate events, but access is not necessarily automatic. Confirm which areas are operating, who may use them, the opening hours, booking rules, fees and whether office tenants receive any preferential terms.
CAM Realty provides a public rent anchor from $12 per sqm per month and also quotes a broader $12–18 range. APS publishes a $5 per sqm monthly service charge, a two-year minimum lease and a three-month security deposit. The total occupancy cost can be materially higher than the headline rent once service charges, electricity, after-hours cooling, internet, parking, fit-out, taxes and reinstatement are included. Compare alternatives on a consistent basis: gross area, usable work area, included operating hours, incentives and lease length. The lowest advertised rate may apply to a different floor, outlook, condition or size than the office a business actually needs.
Buying an office section requires a separate legal and technical review. PropertyHub shows historic sale configurations, but the public material is not enough to establish the title structure, rights over common areas, transfer procedure, management liabilities or parking entitlement for a particular unit. A buyer should obtain the seller’s authority over the exact premises, the original acquisition agreement, payment evidence, building documents, management clearance and any restrictions on assignment or resale. An investment case should be based on executed leases, tenant payment history, vacancy assumptions and real operating costs, not on return promises found in launch-era advertising.
Morgan Tower is best assessed as an operating commercial building rather than a brochure concept. During a viewing, follow the full route from the street to the desk: vehicle access, parking, lobby, security, lifts, corridor, toilets, the premises and emergency exits. Check solar exposure and heat at the relevant time of day, mechanical noise, mobile reception, water pressure, internet resilience and the level of occupation on the floor. This separates the tower-wide strengths—scale, address and shared systems—from the characteristics of an individual unit, which can differ substantially within the same building.

Unit types & sizes
Suitable for a representative office, advisory practice or a small team that wants a dedicated address without taking a large floor. CAM Realty starts its current range at about 35 sqm, while the historic PropertyHub schedule includes 39.75, 56 and 60 sqm sections. Confirm usable work area, shared-toilet access, permitted occupancy and the actual fit-out before relying on the headline size.
APS markets offices from 100 sqm, while PropertyHub records earlier 158 and 165 sqm sections. This scale can accommodate private rooms, a meeting room and an open work area behind one entrance. Layout efficiency depends on columns, frontage and service cores, so workplace planning should use the current drawing for the exact premises rather than a generic tower plan.
A potential fit for a headquarters, corporate hub or occupier seeking a substantial open workplace on one level. At this size, the usable-area ratio and lift performance during staff arrival become critical. Electrical load, server rooms, backup power, cooling, fire compartments, contractor access and phased fit-out should all be agreed before the space is priced as an operational office.
APS gives a typical floor plate of about 1,600 sqm, whereas REINZ refers to approximately 2,000 sqm. The difference may reflect floor type or the use of gross versus leasable area. Neither number should drive a transaction without a current plan showing measured boundaries, shared areas, cores, any terraces and the efficiency ratio for the selected level.
This is an office tower, so the cards describe commercial space bands rather than residential floor plans. Sources publish different availability ranges and different typical-floor figures; obtain a current vacancy list, measured areas and unit-specific terms before viewing and record them in the formal quotation.

Location
- Sopheak Mongkol Road, Koh Pich, Sangkat Tonle Bassac, Khan Chamkar Mon is a complete address that clearly separates the tower from other Morgan-branded projects.
- Koh Pich is an established mixed-use district containing offices, homes, hotels, event venues and retail, with activity extending beyond normal office hours.
- Routes to Tonle Bassac, BKK and Daun Penh use the island’s bridges and central road network; travel time should be tested during peak periods.
- Newer eastern bridge connections improve access toward Koh Norea and Chbar Ampov, although local congestion can still form at island approaches.
- The correct entrance, drop-off point, parking access and visitor-registration procedure matter as much as the general location and should be checked during a viewing.

Best for: Companies seeking a recognisable Koh Pich business address in a completed building that can be inspected immediately.; Professional-services, finance, technology, trading and regional teams that value meeting facilities, controlled access and resilient building systems.; Occupiers looking across a flexible range, from a small private office to a large block or substantial part of a floor.; Corporate tenants prepared to manage fit-out, the full operating budget, after-hours cooling and parking as separate workstreams.; Commercial buyers willing to verify the exact unit title, contracts, management liabilities, tenant position and actual cash flow.; may not suit: Users seeking a home: Morgan Tower is an office building, not Morgan EnMaison or Morgan The Pure Bay.; Small teams choosing only by headline rent and unwilling to budget for service charge, fit-out, electricity, cooling and parking.; Buyers or tenants requiring a single unquestioned specification without due diligence, because public sources differ on floors, height, completion date and floor-plate area..

Disputed and unknown information
This keeps the open points in one place. A missing or disputed fact is not treated as a conclusion.
- Sources disagree on floor count and height: early material states 46 floors and 210 m, current project profiles more often show 48 floors, while some mapping and agency pages publish 218–230 m. The registry uses 48 floors and 210 m; obtain the building’s technical records for any legally material verification.
- Completion is reported as either 2021 or 2022. The building is complete and operating; 2022 is used here based on the current APS profile and a specialist tall-building database, but the public sources reviewed did not establish the formal occupancy-permit date.
- APS publishes about 90,000 sqm of total area and a typical floor of roughly 1,600 sqm, whereas REINZ gives approximately 105,000 sqm and 2,000 sqm. Total building area is therefore omitted; an official measurement and current floor plan are required for a specific transaction.
