Together they make it much easier to separate this tower from the many brokerage listings described generically as buildings “at OCIC project.”
Purpose-built business use
The original specification includes open-plan offices, multi-storey parking, retail, reception, meeting and conference rooms and green areas. The later BDC occupation confirms that the asset functions as a multi-occupier business centre rather than an office-labelled development with no demonstrated operational use.
Ownership can be tested
The lack of title evidence should not be replaced with the word “strata.” Public sources document the BDC takeover but do not publish the cadastral title or separately titled private office units. For a serious acquisition, that creates a clear document checklist that has to be satisfied before ownership is treated as available.
Sale gate stays clean
Current public project profiles do not verify a unit for sale in the target tower. Listings that use the OCIC name but have a different floor count and building area have been excluded, preventing a neighbouring commercial building’s asking price from being misrepresented as the price of OCIC Office Building.
About the project
OCIC Office Building is the original development name of a 19-storey commercial building in Chroy Changvar Satellite City, constructed for Overseas Cambodian Investment Corporation (OCIC). For a buyer today, the important point is not the historic name but the change in the building’s function and control after completion. CMED Construction records approximately 27,000 sqm of total construction area, a height of 80 metres and 19 floors, with the project handed over in 2020. CMED later stated that the Ministry of Economy and Finance Business Development Center (BDC) officially took over the OCIC Office Building from OCIC. Current addresses used by public and private organisations identify the same property as BDC Building on OCIC Boulevard. The project should therefore be understood as a completed office asset that was developed under the OCIC Office Building name and is now operated and occupied as the Business Development Center, rather than as a conventional developer-led office scheme with individual units still being openly marketed for sale.
The original building programme was clearly commercial and office-led. CMED’s materials list a multi-storey car park, retail space, open-plan offices, green areas, meeting rooms and conference rooms. Its project profile also names parking, retail, a cafe and reception, while the facade concept incorporates passive-solar principles through orientation, selected glazing, louvers and screening intended to reduce direct solar exposure. Under the later BDC use, the functional mix is broader: Business Development Center material describes offices, a cafeteria, gym, auditorium, community hall and meeting rooms, with a published lettable area of 17,185 sqm within a building of roughly 26,815 sqm. Those figures do not imply that any particular floor or amenity is currently available to a new occupier, because allocation is controlled through the BDC’s current management arrangements. They do, however, reinforce the identity of the asset as a purpose-built business centre rather than a residential condominium with incidental commercial space.

The current sale gate is the part that requires the most discipline. As checked on August 12, 2026, the FazWaz and BaanCoin project profiles do not show a verified unit for sale in OCIC Office Building; BaanCoin explicitly displays “No Units Available.” Realestate.com.kh does carry active and historic advertisements using wording such as “building for sale at OCIC project” in Chroy Changvar Satellite City, but those listings refer to the wider OCIC area and do not identify the target 19-storey BDC Building as the asset being sold. A separate brokerage advertisement is actually titled “OCIC Office Building for SALE” at $3.75 million, yet its specifications describe a 13-storey, 4,124 sqm building on 486 sqm of land. That cannot be reconciled with the confirmed 19 floors and approximately 27,000 sqm of the target building, so it has been excluded from this project’s pricing and inventory. The practical conclusion is that no publicly verified current sale of either an individual unit or the whole 19-storey OCIC Office Building/BDC Building has been established. Similar listings need to be matched by building, floor count, area and title documents, not by the OCIC name alone.
The ownership structure also differs from the familiar strata model used by many condominiums. OCIC is documented as the original client that received the completed building, and CMED subsequently reported an official takeover by the Ministry of Economy and Finance Business Development Center. That is enough to avoid presenting OCIC as a current seller of private office units, but it does not establish the exact cadastral ownership of the land and building today. The public material does not disclose a transfer deed, cadastral certificate or other legal instrument explaining how the asset moved from OCIC to BDC. No reliable project source was found showing that the building is registered as a co-owned building with separately titled private office units. Cambodia’s law allowing qualifying foreigners to own private units applies to registered private units in co-owned buildings; it does not by itself make an ordinary office floor a transferable strata asset. If a future seller offers space “in OCIC Office Building,” the decisive evidence would be the exact building identity, the registered title for the specific private unit, the legal treatment of common areas and the seller’s authority to transfer that asset.
Current occupation can be verified more readily than ownership. Ministry of Economy and Finance data uses the address Business Development Center Building, OCIC Blvd, Sangkat Chroy Changvar, Khan Chroy Changvar, Phnom Penh 121001. Khmer Enterprise lists the 9th floor, while other organisations publicly use floors including the 7th, 11th, 17th, 18th and 19th. This pattern confirms a multi-occupier office function and the building’s current BDC identity. It does not prove that those occupiers own their floors; ownership would require title or transaction documents that are not public in the sources reviewed. A company interested in space here should therefore begin by asking the BDC management side about lease or occupancy terms rather than assuming that a strata purchase is available. An investor seeking ownership should not value the opportunity as if it were a standard office-condominium unit until an alienable private unit and its legal basis have been documented.
The location is much better established than sale availability. Historic project sources consistently place the building in Chroy Changvar, while current records give the working address as BDC Building on OCIC Boulevard, Sangkat Chroy Changvar, Khan Chroy Changvar, Phnom Penh. That full address is important because brokers frequently describe unrelated commercial buildings, shophouses and hotel properties simply as being “at OCIC project.” A buyer assessing a specific offer should match several identifiers at once: 19 floors, roughly 27,000 sqm of construction area, the completed tower shown in CMED’s photographic record and the current Business Development Center name. If those identifiers do not align, the listing should not automatically be treated as OCIC Office Building. The distinction matters here because OCIC is both the name of the original developer and a common shorthand for the much larger Chroy Changvar Satellite City area, so a marketing headline can easily make separate buildings appear to be the same asset.
