The 41st to 43rd floors bring together the pool, restaurant concepts and revolving sky bar, while the seventh floor is identified with fitness, steam, sauna and jacuzzi facilities. That is a broader amenity package than many resale condominiums, although a purchaser should confirm current access rules and any separate fees that apply to the chosen unit.

The building is not operated solely as a residential condominium: the official website describes it as a condominium and hotel, while the IPS project profile also lists residential condo, penthouse and commercial-office uses. For a buyer, that means several functions coexist within one tower, with privately owned homes alongside hotel accommodation, restaurants and commercial space. It is therefore best assessed as an operating mixed-use property rather than a conventional new-launch condo. The advantage is tangible: buyers can inspect the building, common areas and actual resale units instead of relying on renders. The trade-off is that due diligence has to be unit-specific, covering title, permitted use, management charges, parking, rental rules and which hospitality services are actually available to an owner.
The current IPS profile records 43 floors and 458 units and identifies The Penthouse Residence Co., Ltd as the developer. CAM Realty repeats the 43-floor and 458-unit figures, and the current parts of the official website also refer to 43 floors. An older About page still contains a 36-storey description; that appears to be legacy launch copy and is not used here as the primary figure. For a completed building, the current professional profiles and operating configuration carry more weight. Realestate.com.kh and IPS classify the project as completed, with IPS showing 100% construction progress. The buyer’s risk profile is therefore different from an off-plan purchase: construction delivery is no longer the central question. Attention moves to the condition of the chosen apartment, maintenance of shared systems, quality after several years of use, present management and the seller’s legal documents.

The residential mix is unusually broad. IPS describes studios through four-bedroom residences and penthouses, with a project-level floor-area range of 27–474 sqm. CAM Realty also shows standard single-floor apartments and large duplex formats; some live listings for very large homes exceed the upper end of the IPS project range. That is a useful warning against comparing units by bedroom count alone. Two homes described as the same bedroom type can differ materially in floor, configuration, net versus gross area, terrace space and outlook. This dossier therefore keeps the 27–474 sqm range exactly as stated in the current IPS project profile rather than deriving a new range from marketplace listings. For any shortlisted resale unit, the plan, title area, actual furniture package and inclusions should be checked individually before its asking price is compared with another apartment.
A defining part of the building is the hospitality offer on its upper levels. The official site places Celeste Revolving Restaurant and Sky Bar on the 43rd floor, while Ed’s Café and the infinity pool are presented on the 41st. CAM Realty’s current building information adds a restaurant on the 42nd floor and a seventh-floor wellness level with fitness centre, steam room, sauna and jacuzzi. The official Facilities page separately confirms the rooftop swimming pool, fitness centre and parking. These are facilities of an operating completed property, not amenities promised for a future handover. Buyers should still confirm present access conditions for the specific unit they are considering, because membership, parking, guest access and paid hospitality services can be governed separately from condominium ownership and can change over time.
The address is practical in a way that is easy to verify. The tower stands on Sothearos Boulevard in Tonle Bassac, directly opposite or immediately beside AEON Mall Phnom Penh in current CAM Realty and official project materials. The same sources place it close to Sofitel Phnom Penh Phokeethra, with Bassac Lane, BKK1 and the route toward Koh Pich forming part of the surrounding central-city context. The case for the location is therefore not a vague promise about future growth. Everyday retail, restaurants, hotels and established commercial activity already surround the building. That can suit an owner-occupier who wants central convenience and can make the address straightforward for tenants to understand. It does not, however, guarantee occupancy or investment returns; those depend on the individual apartment, price, condition, furnishing, lease terms and competing stock when the unit is marketed.
IPS currently labels the project title as Strata Title. Resale advertisements elsewhere sometimes use Freehold or Freehold / Strata title language. Those marketing labels should not be treated as proof that every unit carries an identical legal position. A completed resale purchase requires the title document for the exact apartment, confirmation of the registered owner, checks for mortgages or other encumbrances, and a match between the documented unit number and area and the property being sold. The Strata Title reference in the project profile is useful context for the building, but it is not a substitute for unit-level legal due diligence. This matters particularly in a tower that combines residential, hotel and commercial functions, because public listings can refer to different categories of premises and may use ownership terminology loosely.
Published resale prices vary widely. Realestate.com.kh currently surfaces a studio resale from about $60,000 and another studio at $69,990, while the project card on the same portal and the IPS profile use a project starting marker around $170,000. CAM Realty also publishes specific two-bedroom sales around $130,000 and above. That spread is consistent with a mature resale building where floor area, floor level, view, furniture, seller urgency and documentation can produce very different asking prices. The page therefore uses $60,000 as the lowest public market anchor found, but not as a developer price or a promise of available stock. Before any decision, the particular listing should be rechecked for availability, actual area, included furniture, title status and the terms on which the seller is prepared to sign an SPA.
There is a small historical discrepancy around completion. Realestate.com.kh, IPS and CAM Realty use 2020 as the completed year, so 2020 is the principal date in this dossier. Knight Frank’s H2 2019 Cambodia market report, however, counted The Penthouse Residence and its 458 units among four newly completed condominium projects in the second half of 2019. The difference may reflect construction completion, partial opening, handover or the later market convention used by project databases. For a buyer today, the distinction does not change the present status: the tower is completed and operating. It does show why a historical completion year should not be stretched into assumptions about an individual unit’s contract or ownership history; those questions are better answered from the specific title, agreements and transaction documents.
The Penthouse Residence is most useful to assess as an established mixed-use asset rather than a fresh launch. A buyer can view several real apartments, test the outlook, inspect the condition of common spaces, and see how elevators, parking, the pool and fitness facilities work in practice. That reduces uncertainty about the finished product but introduces the normal work of resale due diligence: comparing units, checking documents, examining wear, and understanding current operating costs. Its address beside AEON Mall Phnom Penh, substantial upper-floor facilities and broad range of residences give the building several possible use cases, yet the decision should still be anchored to the exact unit. In this project especially, buying the project name is not enough; value ultimately depends on the apartment’s legal status, layout, condition, view, asking price and the management rules in force at the time of purchase.
