The practical value is a completed, functioning building rather than a future promise of facilities or management.
The operator confirms the address as No. 2–6, Street 41, Sangkat Tonle Bassac, Khan Chamkar Mon. Street 41 is Preah Norodom Boulevard, a clear north–south route through central Phnom Penh and the city’s diplomatic quarter. Tonle Bassac is sought after for its access to offices, embassies, restaurants and central services while retaining a more residential feel than some of the busiest BKK1 streets. Living on a major boulevard also creates trade-offs. Traffic levels and road noise can change substantially with floor height, orientation and glazing, so the selected apartment should be inspected at more than one time of day.

Meridian highlights skyline and Bassac River views, but the actual outlook depends on the apartment’s floor, direction and surrounding development. Current specific to the project listings show real interiors with open living rooms, fitted kitchens, large windows and sliding partitions between sleeping and living areas. Finishes are not uniform across the resale stock. Furniture, appliances and decorative choices may belong to an individual owner, so photographs from one listing should never be treated as a specification for another unit.
The private residential mix includes studios and apartments with one, two and three bedrooms. Verifiable market examples include a 53.82 sqm one-bedroom apartment, two-bedroom units of about 79.45 sqm and 86 sqm, and a broader project profile indicating roughly 50–65 sqm for one-bedroom homes and 80–100 sqm for two-bedroom homes. The shared amenity package is one of the project’s best documented features. Meridian lists an infinity pool, sundeck, yoga room, gym, residents’ lounge, sauna, lobby and concierge. Somerset also confirms a swimming pool, fitness area, children’s playroom, residents’ lounge and 24-hour reception. Project-specific agency photographs show several of these spaces in operation rather than only as launch renders. A private buyer should still obtain written confirmation of which facilities can be used by the owner, occupants and tenants, because some services are linked to the hospitality component of the building.
Somerset gives the address visibility and supports continuous professional activity within the tower, but its presence does not guarantee returns for a privately owned apartment. Private units may have separate management agreements, different service charges, rental restrictions and a different entitlement to hotel-style services. The investment case therefore has to be built around the exact apartment: purchase price, title, condition, furniture, parking, recurring costs, rental rules and observable demand for that layout. Promotional yield claims found on market pages have not been treated as facts here.
As of July 2026, open market pages show both rental and resale activity at Skylar. Those listings are useful for checking actual sizes and interiors, yet the $135,000 starting figure is only a lower anchor from one current development profile. It does not prove that a suitable apartment is available at that price. Floor, view, size, renovation, furnishing, tenancy and documentation can materially alter the final value. In a completed building, a buyer is better served by comparing a live shortlist of units than by relying on one general launch-style price.
Skylar is most relevant to buyers who want a central address, a building with an established operating history and facilities associated with a serviced residence. It can suit an owner-occupier, a long-term rental investor or a company seeking accommodation for staff. Its clearest strengths are the Norodom Boulevard location, several apartment formats, an active international operator in the same tower and shared facilities that can be inspected today. The decisive risks are transaction-specific rather than conceptual: whether the chosen home belongs to the private or serviced inventory, what title is transferred, which management rules apply and what the recurring ownership costs are.
Before reservation, request the title or ownership evidence for the exact apartment, a numbered floor plan, confirmed area, management-fee history, furniture and appliance inventory, facility-access rules, parking terms and current rental restrictions. For a tenanted unit, review the lease, payment history and termination clauses. For a vacant apartment, compare several alternatives in the building because open listings show meaningful differences in size, fit-out and condition within the same bedroom category. That unit-level review will give a more reliable decision base than any blended description of Skylar as a whole.
