Why this project is worth a look
Small homes, proper privacy
Each advertised villa has its own pool, rather than depending on shared resort facilities. That matters for personal use and potential guest appeal, although pool maintenance and water provision belong in the operating budget.
A meaningful choice of layouts
The one-bedroom, two-bedroom Deluxe and two-level Premium solve different space problems. Buyers can weigh a compact base against room for guests or the separation of sleeping and social areas, rather than comparing villas purely by price.
Different hillside positions
The terraced design creates potentially different outlooks within the same scheme. A plot-level plan is essential: a sea view attached to one unit should not be assumed for another, even when both are marketed under the same project name.
Furnished delivery is proposed
Furnishing and management services could reduce the work involved in owning a villa from overseas. The benefit becomes real only when the furniture schedule, service scope, running fees and personal-use rights are written into the relevant agreements.
Several decisions before payment
The advertised entry price makes initial comparison possible, but unresolved lease provisions, plot location and inconsistent Deluxe prices prevent a clean all-in comparison. A particular offer should make those differences explicit before a reservation is paid.
About the project
Uluwatu Hills is being offered as a small collection of private-pool villas in southern Bali. The AsiaVillas project profile gives a total of 11 homes; a developer-issued masterplan identifying each plot has not been independently reviewed. The advertised homes have one or two bedrooms, with three layouts rather than a single repeated design. Everything is being sold against a future delivery date in 2028, not as an established, operating resort. That changes the nature of the purchase. You would be making a commitment to a particular design and contract today, while the actual building, access arrangements and operating environment still need to be delivered.

Start with the rooms, not the investment illustration. The one-bedroom villa provides 58 sqm of internal living accommodation and a 12 sqm private pool. The two-bedroom Deluxe increases the living space to 74 sqm and pairs two bedrooms with two bathrooms and a 15 sqm pool. Premium is a considerably different home: 130 sqm across two levels, with the bedrooms separated from the main entertaining space, a 22 sqm pool and, according to the brokerage, two complete bathrooms plus a guest powder room. Each format comes with an individual land allocation. Those allocations are ranges rather than fixed numbers across the type, so the plan and plot attached to an actual offer matter as much as the brochure name.
The unusual element of the scheme is its setting. Sales material describes a 2,500 sqm terraced hillside laid out over five levels. That design could give some villas a green outlook while others face towards the ocean, but the view from any individual home is not established by a photograph of the entire development. On a sloping site, plot placement influences privacy, levels of natural light, the route from parking to the entrance, surface-water drainage and the practicalities of keeping a pool and outdoor deck in good condition. A purchaser considering an ocean-facing villa needs the exact site position and the relevant drawings, not just a generic description of the hillside.
The interiors are intended to be supplied furnished. Descriptions refer to living rooms opening onto pool terraces, separate bedrooms, working kitchens and a palette of timber and stone. For someone intending to use the property as a holiday base, this sounds more manageable than equipping an empty home from another country. Yet furnished delivery is only as complete as the specification attached to the contract. Appliances, beds, curtains, outdoor furniture, pool equipment and even a promised material finish can differ between visualisations and the finished building. Buyers should have a schedule showing what is included, what may be substituted and how defects will be remedied after handover.
Reception, round-the-clock security and professional villa management are part of the marketed offer. No evidence was found that these services are already in operation at Uluwatu Hills, or that a specific management agreement has been signed for a buyer. The distinction is important for anyone who wants rental income while living abroad. Booking administration, cleaning, staffing, maintenance, utilities, insurance, owner statements and access for personal stays can sit under different fee arrangements. Nor does the mere availability of a manager establish that tourist accommodation is permitted under the planning and business approvals applying to the land. A projected yield does not settle either issue.
The published entry price is USD 185,000, attached to the one-bedroom villa. Tropical Riviera advertises the two-bedroom Deluxe from USD 235,000 and Premium from USD 310,000, with a further Premium plot at USD 360,000. There is a material discrepancy: an AsiaVillas listing puts a 74 sqm Deluxe villa at USD 310,000 even though the description on that listing itself says the type starts at USD 235,000. These figures may refer to different plots, changing availability or stale catalogue data; the available records do not establish which explanation is right. Until a dated price schedule and plot number are supplied, treat every figure as an asking-price indication rather than a purchase quotation.
The geographical label is Uluwatu, in Badung on the Bukit Peninsula. Nunggalan, Nyang Nyang and Melasti beaches feature prominently in the agents’ descriptions, alongside well-known clifftop resorts and beach clubs. The underlying address has not been established: one agent explicitly asks prospective visitors to request the exact project location. For that reason we have not assigned a latitude and longitude or treated the travel-time claims as measured journeys. The most useful location questions concern the road into the site, access after rain, water and wastewater arrangements, internet reliability and the journey you would actually make on an ordinary day. A regional map pin cannot answer these.
Tenure deserves its own investigation before the decision reaches the deposit stage. The villas are being marketed through a 30-year initial lease, with an additional 60-year extension arrangement described in sales material. That wording is not evidence of a vested right to use the land for 90 years. The signed lease needs to identify the registered land-right holder, the party entitled to lease the property, the date when the clock starts, any conditions or further payments for extension, and whether the buyer can assign the lease or sell the remaining term. Indonesian Hak Milik land ownership is not an unrestricted title that foreign individuals can simply take into their own name. A contractual lease should not be presented as one.
The public payment schedule is precise enough to understand the proposed cash-flow pattern: 10% at reservation, another 30% when the lease is signed, 20% after the foundations are completed, 20% at the stated 30% construction milestone, 15% at 60% progress and the final 5% on handover. The agent describes the reservation as refundable, but makes that statement subject to written conditions. There is a considerable difference between a refundable booking in marketing copy and an enforceable clause with a defined refund deadline and paying party. Similarly, a construction milestone should have a clear method of independent certification. The schedule does not tell us whether funds are protected if the project stalls.
Timing is not entirely consistent between public pages. AsiaVillas labels the project June 2028, while the body of its own description mentions February 2028. Tropical Riviera uses the broader second quarter of 2028. These are forward-looking marketing dates; an approved programme of works or a binding delivery schedule was not available for review. The difference matters if a buyer plans to relocate, book extended personal stays or begin earning rent in a particular season. A meaningful completion obligation should specify the handover standard, access to the villa, snagging arrangements, remedies for delay and how any slippage affects instalments or commencement of the lease.
The proposed developer identity also remains unresolved at the project level. AsiaVillas associates Uluwatu Hills with PT AXM Bali Capital, and an AXM Bali Capital brand website exists. That website, however, presents AXM Villas, a separate four-villa, three-bedroom product, rather than identifying this 11-villa collection. We have not treated the two developments as one or copied the AXM Villas specifications across. Likewise, no project-specific land title, building approval or zoning instrument could be independently inspected. Badung’s official permitting service explains the roles of PBG, the building approval, and SLF, the certificate of fitness for use once a building is ready. No Uluwatu Hills PBG was inspected, and SLF will be relevant when the villas are completed. Neither approval should be inferred from the advertised delivery date.
What ultimately makes Uluwatu Hills worth comparing is the combination of private pools, relatively compact layouts and a choice between a simpler one-bedroom retreat and more spacious two-bedroom accommodation. That may suit occasional personal stays or a buyer prepared to run a professionally managed rental property. It is less appealing to someone needing a ready home, direct title to Indonesian land or predictable income from the day of purchase. The advertised yields are projections, not a record of this development’s operations. At this stage the most valuable next information is not another forecast; it is a specific plot, final scope of delivery, full acquisition budget and enforceable documents.
Ownership format
Marketed as a contractual leasehold purchase with an initial 30-year term. A further 60-year extension arrangement is advertised, but the actual lease, commencement date, extension mechanism, price and contracting parties have not been verified.
Home types & sizes
A compact layout with a separate bedroom, an everyday kitchen and living area opening towards a 12 sqm private pool. Advertised land allocations range from 102 to 120 sqm. It is the most economical entry into the collection for buyers who value independent living space over an extra guest room.
Get floor plans and current pricesA single-level two-bedroom format with two bathrooms, an open living and dining area, kitchen island and 15 sqm private pool. Plot sizes are advertised at 137–142 sqm. The broker’s USD 235,000 starting figure conflicts with a USD 310,000 price on a separate marketplace listing for the same 74 sqm type.
Get floor plans and current pricesThe main kitchen and lounge open to the pool deck on the lower level; the bedrooms are upstairs, with a private terrace off the principal suite. The broker describes two full bathrooms and a separate powder room, a 22 sqm pool and land allocations of 131–157 sqm. A USD 360,000 position is also shown alongside the starting offer.

- The supported location is the Uluwatu area of Badung, southern Bali. No reliable plot-level address, road name or project coordinates were found.
- Nunggalan, Nyang Nyang and Melasti beaches are named as regional destinations in the listings; advertised travel times are not verified routes from a known site entrance.
- Because the scheme is terraced, plot position can change access, drainage needs, privacy and outlook. A location map for the wider peninsula is not a substitute for the actual site plan.

Best for: Buyers wanting a small but self-contained Bali base for recurring personal visits, with a kitchen and private pool rather than shared hotel facilities, provided they can wait for the proposed 2028 delivery.; Couples who occasionally host friends or family and want a choice between the easier circulation of the single-level Deluxe and the separation of living and sleeping areas in the two-storey Premium.; Overseas owners prepared to contract and pay for a local management service, with transparent reporting, repairs, personal-stay allocations and lawful rental operation established before relying on projected income.; Buyers comfortable with an off-plan commitment and willing to commission their own review of the land title, lease, permits, full price and delivery remedies before releasing material funds.; may not suit: Anyone who needs a completed, immediately usable house and an operating management service today. The project is still advertised as off-plan for a future handover.; Buyers requiring direct Indonesian Hak Milik land ownership, or assuming the advertised 60-year additional extension can be relied upon without the underlying legal instruments.; Investors who need a demonstrated net income stream, known recurring costs or a liquid resale market from day one. No operating track record for this development was identified..
What we confirm before booking
A short, project-specific list. We request these from the developer and go through them with you before any payment.
- The plot-level address and registered land title have not been independently established. No project-specific PBG building approval, SLF fitness certificate, land-use approval or permission for tourist rentals was inspected; this is not a claim that such documents do not exist.
- AsiaVillas attributes the scheme to PT AXM Bali Capital. The AXM brand website covers a different four-villa AXM Villas development and does not identify Uluwatu Hills, so the project company and contractual counterparty remain unverified.
- Completion is described as February 2028 in one marketplace text, June 2028 in its project header and Q2 2028 by the broker. A 74 sqm Deluxe appears at USD 235,000 and USD 310,000 across offers. The advertised 60-year additional lease extension has not been checked against an executed contract.
