Why this project is worth a look
An inspectable property
Guests began staying at the resort in 2026, and individual homes are visible in the live rental catalogue. A buyer can assess how the spaces actually work while still insisting on unit-specific handover, title and permission documents.
A distinctive hillside
The nine villas sit on successive terraces facing the valley and sea. That setting is an attractive part of a stay, but shared drainage, retaining structures and access are part of the ownership equation too.
Homes with privacy
Private pools, gardens and two levels of living space give families more independence than a conventional hotel room. Private facilities also bring maintenance and replacement costs that should appear in an owner's budget.
An active operator
Amed Villa Management has a working guest-service operation associated with Celuke. The benefit is practical local support, not a promise of passive profit; the owner's management agreement still governs fees, access and decision-making.
More than one layout
The current accommodation mix includes both three-bedroom houses and a four-bedroom family option. Buyers can compare how each design fits real guest demand, provided they use the actual unit plans rather than assuming every villa matches the launch brochure.
About the project
Vesica Villas Celuke is a nine-home hillside development above Amed on Bali's east coast. The houses are arranged across a terraced slope in Celuke Valley, with private pools and views towards the Bali Sea. Each was conceived as a self-contained residence rather than an apartment or a room within a shared hotel building. The project's story has since moved beyond off-plan sales: part of the estate operates as Vesica Villas Resort, with guest services and holiday bookings. That change makes the homes easier to assess in person, but it does not remove the need to establish what a purchaser would legally receive, how long the rights last, and whether a particular villa is actually offered for sale.

The resort now gives its address as Jl. Raya Amed, Purwakerti, Abang, Karangasem, Bali 80852. Its accommodation manager places the homes in Celuke Valley, set back from the shoreline rather than directly on the beach. Amed's diving coast, restaurants and everyday services are part of the local appeal, yet a hillside address is not the same thing as being able to walk comfortably to every destination. The developer describes the town and beach as a short drive away. No parcel-specific cadastral reference or independently confirmed coordinates for the whole estate were available in the reviewed public material, so the resort's postal address should not be mistaken for a surveyed lot boundary.
The land itself matters here. Construction reports describe a stepped site, retaining walls, drainage channels, a water well and roads serving the different villas. Those are not ornamental extras on a hillside. A pool terrace may look effortless to a guest, but the owner has to live with whatever drainage, structural maintenance and access arrangements the site requires. Vesica documented substantial retaining-wall work as building advanced through 2024 and 2025. Public construction updates are useful evidence that this work took place; they are not substitutes for approved structural drawings, inspection records or a clear allocation of responsibility if a common wall or shared drain needs major repairs.
The original villa proposition was straightforward. A large open-plan living and dining room shared the upper level with the main bedroom and balcony. Two guest bedrooms occupied the lower level, opening towards the garden, pool and outdoor sitting areas. Private en-suite bathrooms were central to the design, as were a kitchen island and spaces to eat outside. It is a plan built around families and groups rather than a compact lock-up-and-leave apartment. The split levels also mean stairs are unavoidable in daily use, and the downstairs bedrooms can function differently from the upstairs master suite when owners host friends or rent the property to a group.
Buyers should not assume that the whole complex still matches the original three-bedroom brochure. The live accommodation catalogue includes Aman Amed Lima, a three-bedroom villa with four bathrooms, and Villa Svara, which has four bedrooms and a bunk room designed for children or larger groups. Booking.com identifies Villa Svara as Villa #5 within Vesica Villas Celuke. This is an important identity clue: an individually named holiday villa is not necessarily a separate real-estate project. It also shows that operational layouts have evolved from the initial uniform specification. Before valuing a unit, use its current as-built plan and room count, not the generic description on an older sales page.
Land area and built area appear in different forms across the project's records. The sales page singles out Villa #2 as having a 471.1 sq m plot. More recent operator descriptions put Aman Amed Lima on a roughly 500 sq m property and Villa Svara on a 480 sq m one. These are site sizes, not internal floor areas. A 2023 brochure gives an older plan with 339.30 sq m of combined indoor and outdoor area, while a later project page cites 382.49 sq m of total built-up space for its illustrated layout. Neither figure can safely be applied to all nine houses. A final measured survey and the schedule of included exterior areas matter far more than choosing the more attractive number from marketing material.
Vesica's build sequence followed four groups on the terraced site: Villas #7–9, #5–6, #3–4 and #1–2. These are construction phases within one nine-villa compound, not four independently marketed developments. The June 2025 progress report discussed the advanced state of Villa #8 and works continuing elsewhere, while later posts described individual handovers, including Villa #6 in December 2025. Those dated reports help distinguish real construction milestones from forecast dates. They do not, on their own, establish the final handover or regulatory sign-off of every house, and the public material does not provide a consolidated completion certificate for all nine.
There is nonetheless clear evidence that the property moved into operation during 2026. Vesica's resort site says it opened that year and describes nine two-storey pool villas. Separate accommodation listings, along with Tripadvisor reviews referring to June 2026 stays, show that people were already using the site. For someone comparing an existing home against an unbuilt rendering, this is a meaningful improvement in what can be checked. It is not proof that every individual plot has been transferred to its buyer or that all required building and operating permissions have been verified. We have therefore kept the whole-estate construction status open rather than treating resort opening as a legal handover certificate.
The development brand is Vesica Property Developments, which says its Indonesian operation was incorporated in 2023. Richard Stokoe is presented as leading operations and Daniel Hemingway as handling administrative matters. Amed Villa Management describes itself as the group's property-management arm and operates the current Celuke villa catalogue. An independent company-directory entry also names PT Vesica Property Developments in Karangasem. This combination makes the connection between the brand, the homes and the operator reasonably clear. It does not tell a prospective buyer which registered entity or current titleholder will sign a new contract, nor does it replace current corporate records and proof that the seller is authorised to dispose of a particular house.
Land tenure is the most consequential unresolved item. In an article dated 8 November 2024, the developer described the Celuke estate as using Hak Guna Bangunan (HGB), Indonesia's time-limited right to build and hold buildings on qualifying land, and promoted ownership through a foreign-invested Indonesian company, or PT PMA. Elsewhere the marketing uses '25 plus 25 years', '24 years plus a 25-year extension' and even 'lease' to characterise the arrangement. The 2024 article says the first term expires in 2048 and that renewal carries a further payment calculated with reference to land value. Those statements are not interchangeable. No executed unit contract or full, current land-certificate record was available to establish which arrangement actually applies to a buyer today.
HGB should not be presented as unrestricted, perpetual freehold ownership. Indonesia distinguishes the landownership right Hak Milik from HGB and other rights, and the identity of the legal holder matters. Holding an asset through a PT PMA does not mean a foreign individual personally owns the plot outright. A sensible document review must therefore identify the named holder of each relevant certificate, any subdivision of the estate, encumbrances, the expiry date, the transfer mechanism and the exact legal basis for renewal. The developer's claim that a further term is guaranteed is not independently verified by a document available to the public. Even where a contractual promise exists, its conditions and enforcement deserve scrutiny.
The same care applies to the building's regulatory status. Indonesia's current system distinguishes PBG, the building approval, from SLF, the certificate dealing with suitability for use. A holiday villa being listed on a booking platform is not equivalent to seeing either document. We did not locate publicly verifiable PBG or SLF identifiers for the individual Celuke villas, nor project-specific zoning records or a permit file establishing the allowable commercial use. Their absence from the research is not evidence that permits were never issued. It simply means a purchase assessment should not treat photographs, guest reviews or marketing claims as documentary clearance of the property.
An operating guest-service team is one of the complex's tangible differentiators. The current resort and management pages discuss housekeeping, pool care, food prepared at the villa, and help arranging local activities. An investor, however, needs a separate view of the owner's relationship with the operator. Who takes bookings, receives payments and pays utilities? How are platform charges, cleaning, repairs, staff, local taxes and periods of owner occupation handled? In an October 2024 article, Amed Villa Management advertised a 20% commission for a managed-rental service. That is useful historical context, not a verified 2026 contract rate for a specific Celuke house. Real net income requires actual statements and current contractual deductions.
The developer also outlined a communal maintenance reserve funded by a contribution equal to 1.5% of sale proceeds, intended for shared roads, lighting, drainage, water infrastructure and other common facilities. That describes a proposed funding mechanism, not the audited balance of an account. Owners would need to know who controls the fund, what maintenance it covers, whether additional levies can be imposed and how emergency work on retaining walls is funded. The distinction matters because the private pool and garden are only part of a villa's upkeep. The slope, the access network and shared systems can create obligations for everybody living in the compound, even if each house is marketed as private.
Public prices require equal caution. Vesica's 2024 marketing cited villas from US$279,000. Other sales pages carry US$399,000 and a US$449,000 headline, but their update chronology and the corresponding inventory are not clear enough to call either a current floor price. One page labels eight of nine villas sold and displays Villa #2 as the remainder; another uses a sold-out heading. Meanwhile the main domain now focuses on holiday accommodation. There may be a resale opportunity, but no particular resale was independently confirmed for 20 October 2026. We have therefore left the current starting-price field unset. Historic offers are not live quotations, and a rental tariff is obviously not a property purchase price.
For the right buyer, the attraction is that Celuke can be visited and tested as a functioning place rather than assessed solely from a design deck. Spend time in the house, see the road after rain if possible, understand the quiet and the view from the actual terrace, and examine genuine operating records if rent is part of the plan. For anyone purchasing from abroad, the legal and accounting documents are even more decisive: lot identity, the party receiving the money, the right being transferred, the remaining term, renewal costs, permits and management arrangements. Marketing return projections are not evidence of realised returns, and they cannot make an unclear land interest acceptable.
Home types & sizes

Get floor plans and current pricesThe original sales plan lists this plot within the nine-home, mainly three-bedroom scheme. It is useful as a lot-specific land-area reference, but does not establish current availability, the as-built layout or authority to sell in October 2026.

Location
- Celuke Valley is above Amed in Purwakerti, Abang district, Karangasem regency, on Bali's eastern coast. This is an entirely different setting from the busier southwest, and listing descriptions that merely say 'Bali' leave out the most useful part of the address.
- The resort gives Jl. Raya Amed as its contact address. The villas themselves stand up the valley, making the last section of access and the journey from the main road worth checking in person. The reviewed documents did not establish a parcel number or verified site coordinates.
- Houses sit at successive heights, a deliberate choice to capture views towards the Bali Sea. The experience will not be identical for every unit: sightlines, privacy, wind exposure and distance to the internal road depend on the actual plot and position on the slope.
- Amed is associated with diving, coastal scenery and a slower pace of life. That can suit longer visits and quiet family stays, but the practical commute to larger shops, medical facilities and other island services may matter much more to a full-time resident than to a holiday guest.

Best for: Families seeking a private base in East Bali may value several bedrooms, a pool and on-site help with meals and housekeeping. The difference between a standard three-bedroom plan and Villa Svara's larger sleeping arrangement is a reason to view individual homes rather than purchase from a generic project summary.; Buyers who prefer existing, inspectable properties can learn from the resort's operations. A stay reveals how the house feels, how the team responds and what upkeep looks like in practice. It is still not a substitute for seeing owner-level cash accounts, building records and a list of ongoing shared expenses.; An owner who wants both personal use and occasional holiday letting may find the managed-villa model useful. Their decision turns on guaranteed access dates, management termination rights, channel commissions, maintenance approvals and who ultimately controls rental pricing, not on a percentage printed in the original investment pitch.; International buyers comfortable with professional Indonesian legal advice can investigate a PT PMA and HGB structure, if the underlying title actually supports it. They should be prepared to distinguish company ownership, individual ownership and a contractual lease, and to verify the remaining term and renewal price before committing funds.; may not suit: Anyone expecting a level, walk-everywhere beachfront home should test the hill road first. Being described as minutes from Amed is not the same as having an easy everyday walk to the water.; A buyer whose non-negotiable requirement is perpetual personal freehold title to the land will not get that assurance from the published HGB and extension language. The holding route needs professional review and may simply not match the intended ownership model.; The project is a poor fit for decisions driven by an advertised 15–20% annual return or an old launch price. There is no verified, unit-specific net income history or current sale quotation in the reviewed public materials..
What we confirm before booking
A short, project-specific list. We request these from the developer and go through them with you before any payment.
- Sale status and price remain unresolved: one Vesica page marks eight villas sold and Villa #2 as the last unit, another has a sold-out heading; marketing prices of US$279,000, US$399,000 and US$449,000 relate to different materials, not a verified offer as of 20 October 2026.
- The land interest needs unit-level evidence. The developer promotes HGB through a PT PMA while also using 25+25 and 24+25-year language. We could not verify the relevant certificate, titleholder, transfer procedure, expiry date, renewal obligation or cost.
- Opening in 2026 is supported, but exact parcel coordinates, PBG and SLF records, land-use permissions, handover documentation for all nine units and the contracting seller's authority were not independently established from publicly available documents.
