Why this project is worth a look
Private living, shared hospitality
The villas are designed around private outdoor space with access to a wider service environment. This combination could be convenient for occasional owners, but the operating contract must identify what is included and what is charged separately.
Three accommodation formats
The offer spans one, two and three bedrooms. The project's own one-bedroom specifications provide both net and gross floor areas, highlighting why consistent measurements matter when comparing a shortlist.
A distinctive coastal setting
The project positions itself near Virgin Beach, with views and beach experiences central to its identity. A specific villa's sightline and enforceable access arrangements have to be checked against the actual site.
An identifiable permit trail
Local government inspection notices name the project company and a proposed site, giving buyers evidence beyond a brochure. They also make it essential to reconcile the planning application and proposed hospitality use with the villas being marketed.
Management is a separate decision
Rental and concierge services may simplify ownership if agreements, budgets and accountability are clear. Projected returns alone cannot establish net income or the owner's ability to change operator.
About the project
Virgin Oasis Residence is being marketed as a collection of private villas on Bali’s eastern coastline, with the feel of a small luxury resort rather than a stand-alone residential subdivision. Its own website introduces one-, two- and three-bedroom homes, while property directories describe a 65-unit scheme targeted for delivery in March 2028. Those numbers give buyers a useful picture of the proposition, but they are not the same as an approved site plan or an independently verified construction programme. At this stage the decision is about buying into an intended development, with the associated exposure to permits, land rights, construction sequencing and the wording of a future handover agreement.

The resort concept is relatively easy to imagine. Each home is intended to offer privacy and outdoor living; sales listings show private pools, terraces and garden areas. The operator’s promotional material goes further, describing a restaurant, wellness facilities, gym, concierge and personalised hospitality. It also mentions private-chef arrangements, boat experiences and helicopter services. None of that should be mistaken for an unconditional package included in the purchase price. A service can exist as an aspiration, an optional paid experience, a future hotel operation or a contractual benefit, and those are very different things when calculating the cost of ownership.
There is a meaningful distinction between the development’s brand and its legal footprint. The project website uses the name Virgin Oasis, while residential portals list Virgin Oasis Residence; the villa types and positioning are consistent enough to treat these as names for the same marketed offering. The precise land parcel is more complicated. Listings place the scheme in Sengkidu, within Manggis district. Karangasem's investment licensing authority, by contrast, identifies a PT Virgin Oasis Bali site on Jalan Raya Bukit Asah in Bugbug, within Karangasem district. The authority’s records concern a proposed restaurant and hotel-apartment activity. Public material does not yet show how that permit application, the sales plans and each villa parcel fit together.
That discrepancy matters beyond the map pin. A buyer’s rights attach to a defined land parcel, not to a broad lifestyle destination such as Candidasa or an attractive beach photograph. Site boundaries determine which approvals are needed, whether the planned buildings are permissible, where utilities and roads may run and which landowner has the power to grant the advertised interest. Virgin Beach is central to the promotion, but a claimed walk or private access cannot establish a legal right of way. Without a cadastral reference and a coherent plan connecting the villas to the land documentation, assigning precise project coordinates would overstate the available evidence.
Official local records provide a useful chronology. On 23 September 2025, the district investment office reported a field inspection at the PT Virgin Oasis Bali site. It described land without construction activity and recommended action on several compliance matters, including obtaining a building approval before development. A subsequent notice dated 6 May 2026 records another visit in connection with an application for spatial-use conformity approval, known as PKKPR. The inspectors were assessing road access, evidence of land control and community considerations. These are observations on those dates, not proof of the situation in October 2026. Equally, a filed application is not evidence of a granted permit.
The advertised completion month is March 2028. There may be a perfectly workable timetable behind it, but no independently reviewed delivery schedule, construction progress certification or contract-based handover definition was available during this research. A buyer should distinguish starting construction, substantially completing a villa, being allowed to occupy it and having the promised common amenities operating. Each is a different milestone. If the restaurant or access route is not ready when a villa is handed over, the practical experience may be very different from what the sales presentation suggests. The purchase agreement should say how these dependencies are handled and what relief exists for late delivery.
The clearest measurements come from the official one-bedroom villa page. It separates 85.1 square metres of net indoor area from 95.5 square metres of gross indoor area. Some advertisements use one figure and some the other, even when discussing what appears to be the same design. This can make one villa seem less expensive per square metre than another for purely accounting reasons. It is better to compare signed floor plans and consistently defined internal areas. Two-bedroom listings show figures of 125 and 141.5 square metres; three-bedroom listings show 199.7 and 225.5 square metres. Without the corresponding complete plan set, those pairs should not be assumed to be independently verified unit variants.
The bedroom count is only a starting point for choosing a home. A couple planning extended stays may find a one-bedroom layout entirely sufficient if its kitchen, storage and shaded outdoor space work in daily life. A two-bedroom villa could offer better separation for guests or remote work, while a three-bedroom home allows for family holidays or groups. Larger occupancy, however, can mean more staff time, laundry, air-conditioning and upkeep. Buyers should also inspect the orientation, the actual privacy of the pool, the relationship between indoor and open areas and whether the ocean view belongs to the particular plot rather than the development as a whole.
The lowest international directory price found during the check was USD 524,475 for a one-bedroom property. The same source shows two-bedroom offers from USD 641,025 and three-bedroom offers from USD 757,575. Indonesian listing pages quote rupiah prices that differ by unit and update, which underlines why these dollar figures should be treated as dated market asking prices rather than an approved developer price list. There is no reliable basis here for declaring a final all-in acquisition cost. Taxes, notarial and registration charges, furnishings, shared-facility contributions and possible ground-lease expenses can materially change the figure. All of them should be reconciled against the actual offer and agreement.
Ownership requires special care in Indonesia. Sale listings describe the villas using leasehold terminology, but the underlying land certificate, executed lease, commencement date, remaining term, renewal mechanism and payment obligations have not been verified for an individual villa. Indonesian law distinguishes registered land rights such as Hak Milik, Hak Pakai and Hak Guna Bangunan from contractual rental arrangements. A foreign buyer cannot infer ownership of the land from a villa purchase price or from the fact that the project has a locally registered company. The relevant questions are who holds the registered land right, what legal interest the buyer obtains, who can enforce it and what happens when the first agreed term ends.
Commercial property portals name Neano Group as the developer. Neano's public website presents itself as a resort operator, with hospitality properties in the Manggis and Candidasa areas. Separately, government inspection notices identify PT Virgin Oasis Bali as the business associated with the reviewed site and record that it held an NIB business identification number with foreign-investment status at the 2025 visit. These details make the business trail more concrete, but they do not establish which entity builds, sells, manages or receives the buyer's money. Those roles need to be connected through corporate documents, land agreements and the actual contracting structure rather than simply being grouped under a familiar brand.
For a buyer planning to rent out the property, the hospitality concept is both the appeal and a major cost variable. An integrated operator could manage marketing, guest arrivals, cleaning and maintenance, but there is no documented operating record for these future villas and no inspected management agreement. Before relying on an income projection, the buyer needs the definition of gross rental revenue, platform commissions, staffing costs, maintenance reserves, insurance, property taxes and the rules governing owner stays. A persuasive return percentage is not a substitute for a realistic cash-flow model or the ability to choose a different operator if performance disappoints.
East Bali may be attractive to people who prefer a quieter coastal setting to the busiest resort districts. The trade-off is that day-to-day errands, access to specialist services, logistics for staff and guests and the depth of the rental market can be different. These questions cannot be answered accurately until the villa location is fixed. Nor should private beach access be assumed merely because the beach is featured in promotional copy; the local authority specifically examined the access-road status in the project's 2026 application. An inspection should test the real journey to the plot, road usage rights, drainage and utilities, not just the view from the proposed terrace.
Taken together, Virgin Oasis Residence has a recognisable residential offering, public-facing villa plans and a business identity supported by third-party listings and local administrative records. What it does not yet have in the reviewed public record is a complete, reconciled documentary chain from an identifiable villa to a land parcel, granted approvals, construction milestones and enforceable buyer rights. That is not a claim that those documents do not exist. It simply sets the boundary of what can responsibly be stated now. A serious buyer would resolve those issues before treating the published completion date, hospitality services or expected rental returns as properties of the investment.
Home types & sizes
The project's own plan distinguishes net usable indoor space from gross indoor space. Listing feeds sometimes display either figure as the villa size, so price comparisons should use the same area definition. Selected listings also show a private pool.
Get floor plans and current pricesTwo indoor-area figures appear in the sale listings without a consistently documented net-versus-gross definition. Buyers planning longer stays should focus on bedroom proportions, kitchen practicality and the outdoor arrangement rather than the headline number alone.
Get floor plans and current pricesLarger villas could suit extended-family stays or groups, but rental economics and maintenance will depend on the actual layout, building systems and operator terms. The marketing figures still need to be matched to the signed plan for the selected villa.

Location
- Virgin Oasis markets the Candidasa side of eastern Bali and references Virgin Beach. The commercial area name helps with orientation but does not locate the individual legal parcel.
- Karangasem's investment office describes a PT Virgin Oasis Bali site on Jalan Raya Bukit Asah, Desa Bugbug, Kecamatan Karangasem. Listing directories instead use Sengkidu, Manggis; both cannot be treated as an established single address without plot-level evidence.
- The local authority's May 2026 inspection considered access-road status and proof of land control. Promotional promises of private beach access do not by themselves establish a permanent legal route from a purchased villa to the shore.

Best for: A buyer seeking a future private holiday home on Bali's quieter eastern coast, with a willingness to wait for construction and verify that resort services form part of the enforceable offer.; Couples and families who want a choice of one-, two- and three-bedroom layouts and who are ready to compare floor-plan measurement methods, plot orientation, pools and outdoor usability.; An overseas owner interested in outsourced guest care and maintenance, provided the fees, service levels, rental accounting and personal-stay entitlements make sense in a written management agreement.; An experienced purchaser comfortable with off-plan execution risk and able to engage independent Indonesian legal, land and engineering advisers before making irreversible payments.; may not suit: Not suitable for someone who needs a finished, independently inspected villa and immediate occupation. The March 2028 date is an advertised target, not verified delivery.; Poorly suited to anyone needing guaranteed rental cash flow, proven occupancy or an easy resale route: there is no completed-villa operating history or independent liquidity evidence.; Not a sound choice for buyers whose decision depends entirely on helicopter and yacht services, full-time personal staffing or legally secured private beach access unless those benefits are expressly documented..
What we confirm before booking
A short, project-specific list. We request these from the developer and go through them with you before any payment.
- Land location and authorised use remain unresolved: listings say Sengkidu/Manggis, while official Karangasem notices describe Jalan Raya Bukit Asah, Bugbug and an application involving a restaurant and hotel apartments. The link to each villa being sold is not documented in the material reviewed.
- Approvals and progress have not been independently established as current: no construction was seen at the September 2025 inspection and a PKKPR application was being checked in May 2026. A final spatial approval, applicable PBG, updated construction programme and eventual SLF were not reviewed; their absence from these sources does not prove non-issuance.
- Buyer rights and economics are document-limited: advertising uses leasehold language, but an executed agreement, verified land title, lease commencement and extension terms, binding payment schedule, management charges and evidence of real rental results for these villas were not available.
