Why this project is worth a look
A genuinely small scheme
Five villas are described, rather than a large hotel-style residence. That could mean a quieter experience, but staffing, security and shared services cannot be inferred from the number of homes.
About the project
The most useful fact about Catur Kala is also the easiest one to miss: its first phase is marked as sold out. AZIMUT Development Group presents five villas in Amed, but its current page offers a place on a priority list for a proposed second phase rather than a clearly priced, available home. Anyone considering the project should separate the design that has already been marketed from the product, terms and delivery obligations that might eventually be attached to a new release.

Catur Kala is conceived as a small villa setting rather than a resort of hotel rooms or a block of apartments. The published range covers one-, two- and three-bedroom houses. Pools, tropical vegetation and views towards Mount Agung are central to the presentation. For a buyer, the limited scale is part of the appeal, though it does not by itself establish how much privacy each plot enjoys, whether facilities are shared, or what ongoing services residents can expect.
Amed sits on Bali’s northeastern coast in Karangasem Regency. Local government tourism information describes the Jemeluk–Amed area as a marine destination associated with reef landscapes, fishing and traditional salt-making. That context makes more sense of the project than generic claims about Bali property investment. A villa here may appeal to people drawn to coastal activities and a quieter rhythm, but regional appeal should not be mistaken for evidence of occupancy, rental rates or future resale demand for this particular development.
The developer describes a five-minute walk to the beach. Without a verified parcel location, street address or site access point, that is a claim rather than a route that can be reproduced. Amed includes several distinct stretches of coast and inland approaches. The experience of reaching the water depends on the actual path, gradient and access arrangements, not simply the distance to a point shown on a map. A site plan would tell a buyer more than the headline walking time.
Choosing between the bedroom formats begins with how the home will be used. One bedroom may suit a couple looking for extended stays with little guest accommodation. Two rooms create options for visiting friends or family without turning the property into a large shared house. A three-bedroom layout offers more flexibility for groups. Yet none of those labels reveals living-room size, storage, kitchen design, bathroom count or the degree of separation between sleeping areas. The published bedroom mix is a starting point, not a floor-plan comparison.
The pools are especially prominent in AZIMUT’s description, with advertised areas ranging from 40 to 100 square metres. It is not clear how those sizes are distributed among the five homes, or whether every detail of the pool arrangement is fixed in the sale specification. A larger pool can shape how a family uses a villa, but it can also change the amount of cleaning, water treatment, equipment maintenance and electricity required. It is worth distinguishing visual impact from the practical cost of keeping the feature in good condition.
Other touches are unusually specific: underwater speakers, a fire terrace and a telescope for stargazing. They suggest evenings spent outside rather than a conventional collection of shared resort amenities. The public description does not state which villa receives which feature, whether the equipment is included in the purchase price or who maintains it. This matters because optional fittings can become a surprisingly large part of the gap between an attractive design presentation and the finished home that a buyer accepts.
The promised outlook towards Mount Agung is appealing but difficult to assess without unit-level drawings. The direction of windows, the shape of the plot, surrounding vegetation and later building work can all affect a view. No verified site coordinates or plans locating each villa have been found. A description of the project’s outlook should therefore not be read as a contractual guarantee that the volcano is visible from every main living space or terrace.
The publicly displayed starting price is IDR 2.16 billion. That figure appears alongside the sold-out first phase, which changes its meaning. It is not evidence of a villa currently for sale at that price, and the website does not publish a separate quotation for phase two. The amount also comes without a unit-specific schedule of inclusions, transaction charges or legal interest being transferred. A buyer comparing this figure with another villa needs to know what is actually being priced before drawing any conclusion about value.
AZIMUT lists the intended completion as the first quarter of 2027. An intended date is not the same as evidence that building work has reached a particular milestone. The available material does not establish that these five villas have been handed over, that final commissioning is complete or that the project has obtained the relevant operating documentation. Nor does a sold-out label settle those questions. Completion and contractual handover remain distinct events.
The developer’s wider website describes a construction process in which payments follow completed and accepted stages, and it promotes property-management services. Those are useful indications of its stated approach, not proof of the terms applicable to Catur Kala. Without a draft agreement for the selected villa, there is no basis for specifying a deposit, instalment percentage, completion remedy, cancellation right or guaranteed management service. A future phase could differ from the first one in each of these respects.
The legal interest being offered has not been made public. In Indonesia, Hak Milik is a form of land ownership that a foreign individual cannot simply register in their own name. Hak Pakai is a recognised right of use, subject to applicable conditions. A long-term contractual lease is different again: its duration, transfer rights and extensions come from the actual deed and underlying title, not a market convention. Catur Kala’s public information does not identify which route is contemplated, who holds the land right or who would sign with the buyer.
The pricing makes that distinction particularly consequential. Under the currently listed Indonesian ministerial decision governing certain direct foreign purchases of landed homes, the minimum price for Bali is IDR 5 billion. The developer’s published IDR 2.16 billion anchor falls below that threshold. This does not prohibit every form of contractual lease, and it does not establish what arrangement Catur Kala is offering. It does mean that direct foreign ownership through that particular route cannot safely be assumed from the marketing materials.
Building permission and lawful occupation are separate questions. PBG concerns construction approval and technical compliance; SLF concerns the fitness of a completed building for use. Neither document has been available for review for Catur Kala. That is a gap in publicly verifiable evidence, not proof that permission is absent. Land-use compatibility also requires site-specific records. A generic reference to tourism in Amed cannot establish that the particular parcel is approved for the proposed use or any commercial letting.
AZIMUT is identifiable as the developer brand behind the project. Public company directories also list an Indonesian entity called PT Azimut Development Group. However, the accessible directory entries do not establish that it is the contracting seller or title holder for Catur Kala, and they differ in their reported registered addresses. The link between brand, landholding entity, builder and payee therefore remains to be shown by transaction documents. A corporate name matching a marketing brand is not enough to settle that question.
For an owner who plans to rent the villa, the decisive numbers would be actual bookings, achievable nightly rates, management and booking fees, utilities, maintenance, insurance and tax. AZIMUT describes management services across its portfolio, but there is no published Catur Kala management contract or project-level operating history to assess. Amed’s coastal tourism gives the idea of a rental villa context; it does not supply a yield forecast. The project should not be presented with a calculated return simply because the brand also operates accommodation elsewhere.
The small number of homes may support a more private atmosphere, although a compact development is not automatically a serviced one. Security, waste collection, road access, water pressure, backup electricity and emergency maintenance are all practical matters that can determine how enjoyable a villa is to occupy. None should be presumed to be included. Someone living abroad and visiting only occasionally will need a particularly clear picture of who checks the property between stays and who is responsible when a problem occurs.
As a lifestyle prospect, Catur Kala has an understandable audience: people who want a smaller villa, coastal surroundings and outdoor space rather than the bustle of Bali’s main southern centres. As an immediate purchase opportunity, the public record is much thinner. The first release is sold out, the second has no verified inventory, and legal as well as construction documents for individual homes have not been published. The right conclusion is neither to dismiss the concept nor to treat its brochure as a ready-to-sign offer.
At the October 2026 research date, the defensible description is a five-villa Amed project with one- to three-bedroom formats, advertised pools and a first-quarter 2027 completion target. The meaningful next decision depends on whether phase two becomes a documented product with a site address, specific layout, stated ownership or lease terms and an accountable contracting party. Until then, the published starting figure and design features serve as an introduction, not as a verified purchase package.

The smallest bedroom configuration in the advertised range, potentially suited to a couple or a solo occupant. No verified floor area, plot size or layout has been published, and the stated pool-size range cannot be assigned to this format.
Get floor plans and current pricesAn option for buyers who want room for visiting friends or family. Its appeal depends on the arrangement of the two bedrooms and shared living areas, which have not been documented in the public project description.
Get floor plans and current pricesThe largest advertised bedroom count, potentially more flexible for a family or a group. Its actual capacity, privacy and layout remain unknown; the general project starting price should not be attached to a three-bedroom home.
