Why this project is worth a look
Outdoor living on two levels
Each of the four detailed villa types is marketed with a private pool and a second pool on the rooftop. The configuration offers flexibility for hosting and relaxing, provided the drainage, waterproofing and maintenance arrangements meet the buyer's expectations.
Different uses of 295 square metres
C, C+ and D carry the same published area but allocate it to different combinations of three or four bedrooms and four, five or six bathrooms. Comparing room sizes and circulation is more informative than treating the three plans as interchangeable.
Facilities beyond the front door
Padel, fitness, sauna, cold plunge and yoga spaces form part of the marketed community. Their practical value depends on delivery, operating rules, service fees and how the shared areas sit in relation to each home.
Pecatu rather than central Bali
The location is the southern Bukit area, with a claimed connection to Nyang Nyang Beach. That suits buyers who want this coastal setting, but it does not prove any particular villa's uninterrupted ocean view or daily travel time.
Clear choices, incomplete contract
The Paralian directly confirms its association with the homes and describes the C, C+, D and E layouts. The land title, seller identity and binding delivery conditions are still missing from the accessible public record.
About the project
Waits Estates Uluwatu is a gated villa development in Pecatu, on the southern Bukit Peninsula of Bali. Its appeal is relatively easy to picture: substantial houses, private pools at ground level, additional rooftop pools and shared spaces for exercise and socialising. Yet the public information is stronger on design than on the transaction itself. The developer has published layouts and descriptions of the communal facilities, but a buyer still cannot establish the precise land title, seller entity, contractual delivery date or current price from those materials alone. This distinction matters more than any description of the view.

There is a naming problem worth resolving before comparing listings. The Paralian presents the regular villa community as Waits Estates Uluwatu and has also used Waits Residences for it. Property portals vary between Waits Estate Villas and Waits Estates Villa. Those names lead back to the same broad development. Signature Waits Estates, however, has its own project page and a much larger residence. It should not be counted as an extra standard villa or used to set the normal project's floor-area range. Some independent property databases put it in the same table, making the project appear to offer a wider and more coherent range of units than its own primary website supports.
The geographic identification is clear at area level: Pecatu, Kuta Selatan, Badung Regency, Bali. Bali.RealEstate gives a map plus code, 5477+VJ3, for Waits Estate Villas. The Paralian website also shows a street address on Jalan Labuansait, but presents it in the company's contact section; it is not verified as the construction parcel. It would be misleading to pin the development automatically to an office or infer a land-title number from a plus code. Exact surveyed boundaries and a parcel-specific geographic point have not been established from the material inspected.
The developer describes Nyang Nyang Beach as approximately five minutes away and promises broad coastline views. Those are claims about the setting, not measured travel times or an enforceable view corridor for every villa. Roof height, vegetation, the orientation of each plot and construction on neighbouring land may all shape what a buyer can actually see. Access to a beach also involves the local route and topography; proximity on a marketing map does not ensure an effortless walk or an easy daily journey. A site visit or plot-specific video will be far more informative than a generic location graphic.
The developer brand itself is identifiable. The Paralian says it began in 2022 with a project called 11-11 and later moved into villa communities and property sales. Its own website places Waits Estates in that portfolio, which is stronger evidence of the development relationship than a portal's automatically generated developer profile. However, the commercial brand does not identify the legal owner of the land, the party entitled to sell a particular house or the company that would receive a deposit. Those can be separate entities. Public references to a partner on the separate Signature development should not be transplanted to this one without supporting documents.
Four villa designs are actually described on the official project page: C, C+, D and E. Types C, C+ and D are each stated as 295 square metres, while E is listed at 407 square metres. The website introduces them as five distinct residences, even though only four types have details. Third-party portals frequently report seven villas, but their project breakdowns also include smaller A-type units and the separate Signature property. The available information therefore does not establish a reliable total for this precise development. A dated, approved site plan showing individual plots and villa numbers would settle that question much better than another sales portal.
Type C is the three-bedroom option, with two principal suites and four bathrooms. The plan described by the developer includes a private pool, patio and another pool on the rooftop, accompanied by a second kitchen. The published sales notation says two have sold and one remains available. That is useful context for how the developer has marketed this model, not real-time inventory confirmation. A serious comparison needs its floor plan and specific plot: a three-bedroom home arranged around multiple levels can feel very different depending on which room opens to the pool, how stairs interrupt daily movement and where guests circulate.
C+ keeps the same headline area of 295 square metres but increases the accommodation to four bedrooms and six bathrooms. It also has a pool at the house, another on the roof, a second kitchen, patio and parking. The distinction from C is not that one is simply better. More bedrooms and bathrooms can work well for extended families or friends sharing the house; a smaller household might prefer more generous communal rooms instead. Without dimensioned drawings, it is impossible to say how much enclosed living space the additional bathroom provision uses or whether both floor plans measure outdoor areas the same way.
Type D also offers four bedrooms across a stated 295 square metres, but has five bathrooms rather than the six listed for C+. Two bedrooms are described as principal suites. Ground-level and rooftop pools and a kitchen upstairs appear again in the specification. The official website marks D sold. Buyers should resist treating that label as a permanent fact about the whole market, since an owner could later resell a house; equally, a sold design should not be advertised as newly available. A resale would be a different transaction with its own owner, title history, condition and payment pathway.
At the larger end, E is listed as a 407-square-metre five-bedroom home with eight bathrooms, including two principal suites. The same two-pool arrangement is shown alongside a patio, rooftop kitchen and claimed coastal panoramas. Room count alone is not a good guide to the lived cost of a house of this kind. Eight bathrooms, two pools, rooftop surfaces, pumps and wet areas mean multiple systems to inspect and maintain. A purchaser considering occasional stays should think particularly carefully about who will look after those systems between visits, and how maintenance access is provided when the home is unoccupied.
What exactly does the advertised area include? The Paralian gives 295 and 407 square metres without a definition of gross floor area, internal living area or the treatment of terraces and rooftops. A Xavier Marks Paradise listing for a C villa describes a 295-square-metre building and a 163-square-metre plot, but no registered site survey was provided in the public materials. Comparing an apparent cost per square metre with another Bali property would therefore be premature. The comparison only becomes meaningful when the land area, enclosed floor space, roof terraces, pool footprint and the method of measurement are separated consistently.
The communal programme adds another dimension to the project. A padel court, gym, yoga chalet, sauna, cold-plunge pool, garden and barbecue lounge are described on the primary site. There is also a gated entrance with around-the-clock access control and a four-metre-wide approach road. All of those features might make a small residential enclave more practical for longer stays. They remain proposed or marketed features until operational status can be demonstrated. Owners will also need to know whether access is reserved for residents, who maintains shared infrastructure and whether the community has enforceable rules for noise, guests and service charges.
Privacy is the central trade-off in that arrangement. Some will welcome guarded access; others may dislike activity around a padel court. The siting of an individual house relative to the gate, access lane and shared spaces is likely to matter as much as bedroom count. The public materials did not provide a sufficiently documented, plot-by-plot master plan to judge those effects reliably.
The construction picture is not settled. Some online listings still carry a first-quarter 2026 completion estimate, a date already in the past at this review. A foundation-work claim has circulated in an apartment listing under another project name and cannot independently establish site progress. The official villa page publishes type availability, not a documented handover milestone. Until completion certificates, an updated build programme and dated evidence for the specific plots are available, neither completion nor a reliable future move-in date should be presented as confirmed.
Price transparency is limited, and the older numbers do not fit together neatly. The Paralian asks visitors to enquire for the price of each published villa type. A Xavier Marks Paradise advertisement dated 18 December 2025 priced a three-bedroom C model at IDR 9.9 billion, also giving a USD 595,000 figure. Bali.RealEstate has carried a USD 270,000 two-bedroom, 85-square-metre listing; Ulu Homes advertises an entry price of USD 245,200 while describing a minimum area of 214 square metres. These cannot be combined into a single current price list. They may reflect different designs, releases, old rates or inaccuracies. We have not assigned a project-wide starting price as a result.
Ownership language is even less consistent. The Xavier Marks Paradise listing calls the villa freehold; Bali Listings uses both freehold and Hak Milik terminology. Rumavi labels the wider project leasehold. The primary developer website does not publish the underlying land certificate or a sample agreement that could resolve the difference. Hak Milik is the Indonesian ownership title for land and cannot simply be registered by a foreign individual in the ordinary way. Hak Pakai, a regulated right of use, is a different legal interest and may be relevant to qualifying foreign residential purchasers. Neither term should be put on a buyer's contract without first establishing the actual existing title and permitted transfer structure.
Indonesia's land rules provide a framework, not a ready-made answer for this property. Government Regulation No. 18 of 2021 and the applicable ATR/BPN rules address land rights and aspects of foreign residential ownership. The ministry's still-listed Decision No. 1241/2022 sets a minimum purchase-price threshold for certain foreign purchases of landed housing in Bali, but meeting a price threshold does not cure a defective title or establish buyer eligibility. An overseas purchaser's immigration status, intended use, contractual counterparty and the exact rights being transferred can all change the analysis. A promised lease extension also needs to be read as an actual contractual obligation or option, not assumed from an advertising formula.
Building approvals are a separate question from the land title. One Bali Listings advertisement claims that villas are equipped with PBG and something it calls LSF permits. No permit numbers or project-linked certificates were available for direct inspection. Under the current Indonesian framework PBG addresses building approval, while SLF is the certificate associated with fitness for use. An agent's statement, particularly one using inconsistent document terminology, does not establish that a particular villa has passed the necessary checks. Nor does it answer whether the land's permitted use would cover any commercial accommodation operation an owner hopes to run.
A brokerage sales page describes a payment structure of 30% upfront and 70% in interest-free instalments through construction. It explicitly warns that terms change and should be reconfirmed. The developer's own current contract was not published, so those percentages are not a verified offer from the contracting entity. The protections are in the mechanics: which legal person receives funds, what work or documentation triggers each instalment, how delays are treated and what happens if approvals or completion are not achieved. An instalment plan is convenient only when the milestones and buyer remedies are clear.
Management cannot yet be treated as a fully specified service either. The Paralian's corporate site refers to a planned property-management operation in 2026, but the reviewed public materials do not provide an executed management agreement for Waits Estates. Anyone buying for rental use will need clarity on booking permissions, licensing, staffing, cleaning, pool maintenance, guest rules, shared charges and the ability to change operators. Two private water features plus community infrastructure will create ongoing costs whether or not the villa is occupied. Advertised nightly rates do not establish net earnings.
For an owner-occupier, the strongest reason to keep Waits Estates on a shortlist is its proposed combination of generous villas and a compact, amenity-rich residential setting near the southern coast. For an investor, that same complexity demands more attention rather than less. The official specifications are sufficient to choose which design deserves a closer look. They are not sufficient to reserve it confidently, assume completed facilities or model a dependable net yield. A lot-specific offer, current approved plan, chain of title, verified permits, contracting-party details and clear construction milestones should come before any financial commitment.

Location
- Pecatu, Kuta Selatan District, Badung Regency, on Bali's southern Bukit Peninsula. Uluwatu is the familiar coastal area name rather than a separate administrative city.
- A property directory associates plus code 5477+VJ3 with the estate. It is a location clue, not evidence of the registered land parcel or its precise boundary.
- The developer uses Nyang Nyang Beach as a nearby landmark and quotes approximately five minutes; neither the precise route nor that travel time has been independently established.
- Coastline panoramas are part of the design pitch for the villas and shared barbecue lounge. What one can actually see needs a villa-specific check.

Best for: A household considering a multi-bedroom home in southern Bali, with enough flexibility to compare real room layouts, stair arrangements and plot positions instead of buying from the overall marketing concept alone.; Someone who values both personal outdoor space and on-site sporting amenities. The community element is most attractive when delivery, access rules, upkeep costs and neighbour activity are clear rather than merely promised.; An occasional resident who can arrange reliable care for pools, rooftop wet areas, plumbing and the house itself during absences. This is a more management-intensive property than a simple holiday apartment.; Buyers specifically drawn to Pecatu and the Uluwatu coastline who are prepared to establish actual routes, road access and views for their selected plot, not assume every villa has identical surroundings.; may not suit: Buyers who need an immediately habitable, documentary-complete property. Published sales statuses do not establish actual handover or a building fitness-for-use certificate.; Foreign individuals expecting to hold an ordinary Hak Milik land title directly in their own name; that is not the legal ownership route available to them under Indonesian land law.; Buy-to-let purchasers who require an audited operating record, documented short-stay permissions, a firm management contract or dependable net-yield assumptions before committing..
What we confirm before booking
A short, project-specific list. We request these from the developer and go through them with you before any payment.
- The precise unit count is unresolved: the official page details C, C+, D and E despite mentioning five designs, while portals cite seven units, add A and sometimes fold the separate Signature residence into the same project.
- Tenure claims conflict: some agencies advertise Hak Milik or 'freehold', another calls the development leasehold. No unit-specific land certificate, sale agreement, legal payee or transfer terms were available for verification.
- A binding completion date, current building stage, PBG/SLF documents, surveyed parcel and live developer prices were not established; a first-quarter 2026 estimate remains online although that period has passed.
