Why this project is worth a look

A choice of living styles

A compact one-bedroom apartment and a private-pool villa sit within the same wider development. That variety creates options, but buyers should compare ownership documents and service costs unit by unit.

A quieter coastal address

The Cemagi location offers an alternative to central Canggu, with the shoreline promoted as close by. Exact access, nearby building activity and day-to-day convenience still depend on the position of the selected home.

Facilities beyond the home

Plans include a rooftop pool, dining, wellness areas and guest services. Their opening dates, access rules and running costs should not be confused with confirmed, free amenities.

A traceable developer brand

Remarc identifies the scheme as its current project and publishes construction updates. The buyer still needs to establish the registered seller and documentary authority over the land and buildings.

About the project

The name Zen Luxury Villas suggests an estate made up entirely of standalone homes. The developer, however, markets the wider development as Zen Luxury Complex, and listings under the Villas name include apartments as well. The evidence points to one mixed residential project in Cemagi, not two unrelated addresses. That distinction matters when comparing offers. A one-bedroom apartment and a villa with its own pool may share an entrance, amenities and a developer, but they are very different purchases with potentially different service charges and management arrangements.

Cemagi is a coastal village in Mengwi, Badung Regency, southwest Bali. The location is repeatedly given as Jalan Pantai Mengening, with the developer describing the shoreline as roughly 300 metres away. That is useful orientation rather than proof of the position of any particular unit. A balcony sold with an ocean view needs its own outlook confirmed, while a buyer concerned about walking to the beach should check the actual access route. The public sources do not provide a plot identifier tied to a land certificate, and a street address alone cannot resolve that question.

The setting is part of what distinguishes this development. Cemagi is generally quieter than the entertainment streets of Canggu, with a more residential and semi-rural feel along parts of the coast. That may be appealing to someone wanting a retreat rather than a busy holiday base. It also changes everyday logistics. Restaurants, supermarkets and other services are spread across adjoining areas, and trips can depend on road conditions and traffic. A short straight-line distance on a sales map is not a reliable substitute for checking the journey a resident would actually make.

Remarc describes three apartment blocks within the development, alongside villas. Public inventories feature compact one-bedroom apartments of around 39 square metres and approximately 48–49 square metres, as well as larger villas around 198 and 264.5 square metres. The project is therefore not a single repeated floor plan. Buyers should begin with the kind of space they need: a lock-up-and-leave base for occasional stays, an apartment suitable for a couple, or a house that can accommodate relatives and friends with more privacy.

In the apartment listings, furnished interiors and home-automation features appear regularly. Some descriptions mention a kitchen and jacuzzi. Those details should not be treated as a universal fit-out specification. A 39-square-metre home can look generous in architectural photography and still feel constrained when used for longer stays. The actual plan, light, storage, kitchen arrangement, balcony, noise exposure and access to elevators will tell a buyer much more than the project's luxury positioning. The floor and orientation of a particular apartment may materially change its appeal.

The villas follow a different idea. Published offers describe private pools and roof terraces, with some showing a jacuzzi, sauna or dedicated parking. These features can make a home attractive to families or groups travelling together, but they also need cleaning, servicing and maintenance. There is a notable inconsistency in the descriptions of the roughly 198-square-metre design: a Remarc construction update refers to three-bedroom villas of that size, while an agency listing advertises a two-bedroom villa of approximately the same area. This might reflect a changed layout, a different internal configuration or an error. None of those explanations is established. The approved plan for the exact unit should decide the bedroom count.

The development's total size is not settled by the available public material. Several property platforms list 113 apartments and villas, while another gives 103 units. No accessible signed master plan reconciles the figures. The four-storey building height reported in directories appears to describe the apartment component; the villa listings describe multi-level houses instead. It would be misleading to picture 113 identical units in four floors. The actual layout of the apartment blocks, pool areas, villas and circulation spaces matters for privacy, noise, management costs and potential competition between short-stay rentals.

Remarc Property Group is the identifiable development brand. It names Zen Luxury Complex as its current project, has issued construction reports and identifies Nakhid Sadyhov as its founder and president director. That is stronger evidence than a broker merely attaching a familiar brand to a listing. It does not, on its own, establish the registered entity that holds the land or is entitled to receive a buyer's payment. The legal seller, land-right holder, construction permit applicant and future operating company may be distinct parties. Their relationship should be clear in the transaction documents rather than assumed from the branding.

Completion needs particular care. Earlier listings suggested handover in the first quarter of 2026. Others gave July, the third quarter or simply 2026. On 27 July 2026, the developer itself reported that major structural work had been completed but interior finishing, landscaping, technical testing and inspections were continuing. In August, Remarc described furniture installation in apartment interiors. These are concrete signs of progress; they are not evidence of final handover of every unit, a functioning full-service complex or an issued building-use certificate. It would be premature to describe the development as fully delivered.

The apartments and villas may not move through the final stages together. Remarc's more detailed March construction report described three apartment blocks at different finishing stages and separate work on the larger villas, including the lift-equipped model. A purchase contract should therefore identify the relevant building or villa and spell out the handover standard. Finishing a room, completing the common rooftop area and obtaining the approvals needed for occupation can happen at different times. The date that matters to a buyer is the enforceable handover date for the unit being purchased, together with remedies for delay.

Much of the lifestyle proposition lies outside the private apartment. Remarc's announced amenities include a rooftop infinity pool and lounge, dining outlets, a gym, spa and yoga facilities, a cinema and parking. Reception and hospitality services are also part of the promoted concept. If delivered and well maintained, these facilities could make a compact apartment more usable for holidays and give guests reasons to stay within the complex. They are nevertheless proposed or developing amenities, not independently verified operating services. Access rules, guest permissions, maintenance charges and any separate usage fees deserve attention before treating every advertised feature as included in the purchase.

The group also promotes an in-house property management team. That can be convenient, especially for owners who live overseas, but the value lies in the agreement rather than the label. Management can cover guest enquiries, cleaning, maintenance, seasonal pricing and reporting; it may also involve exclusions and additional charges. A buyer needs to understand who approves repairs, how personal stays are booked, when rental proceeds are transferred and whether the owner can choose another operator. No complete unit-level management agreement was available in the public sources reviewed, so no management fee or net rental return should be presumed.

The pricing landscape is unusually fragmented. An official Remarc article dated 23 March 2026 promoted an entry price of US$145,000. A property directory displaying offers dated 10 September 2026 showed one-bedroom stock from US$99,000, while another inventory contained a smaller 39-square-metre apartment with an even lower indicative price. Larger villa offers were shown around US$450,000 and US$630,000, with variations elsewhere. These amounts cannot be combined into one trustworthy current price list. They may reflect different sizes, packages or dates, and some may refer to stock that is no longer available. The unit reference and written quotation matter more than a headline starting price.

Several agency listings describe a payment structure with 30% paid initially and the balance spread across as much as twelve months without stated interest. That is a published sales proposition, not proof that identical terms are available from the legal seller today. If payment is linked to construction, the milestones and documents supporting each instalment should be specific. It should also be clear which company signs, which company receives funds, whether furnishing is included and what happens if the agreed delivery date is missed. Taxes, registration expenses and recurring service charges need a separate breakdown.

The advertised acquisition model is contractual long-term leasehold, with one directory stating a 30-year term. That is a right arising under a lease agreement; it is not the same as personal ownership of Indonesian land. Indonesia has several land-right categories, including Hak Milik, Hak Pakai and Hak Guna Bangunan, and the legal position of a foreign buyer depends on the actual title and transaction structure. None of those terms should be attached to this individual unit without the supporting documents. The relevant question is what rights the specific agreement gives the buyer and against whom they can be enforced.

The start date of a 30-year lease can be as important as its length. An agreement entered into through a developer or another intermediary may sit within an older underlying lease, unless the documents establish otherwise. Renewal rights may also be conditional, priced separately or dependent on the landowner's consent. The ability to resell, assign, sublet or leave the interest to heirs should be addressed explicitly. Generic advertising language about an extension does not guarantee that a buyer will receive a fresh thirty years at the end of the initial period.

There are gaps in the project-specific legal material available publicly. Indonesia's PBG is the building approval process, while an SLF concerns fitness for use once a building is ready. They serve different purposes, and a marketing claim that construction is nearly complete establishes neither. No project-specific PBG number, issued SLF, verified land certificate or zoning decision linking the site to its proposed uses was found in the materials reviewed. This does not mean the documents do not exist. It means their contents cannot yet be relied upon in an independent description of the purchase.

Projected returns appear in marketing material, but the figures should not be treated as achieved rental performance. A small apartment and a large villa have different operating costs, maintenance demands, guest capacity and possible occupancy patterns. Useful underwriting would look at off-season bookings, actual room rates, management deductions, replacement furnishings, common-area charges, repairs, tax and the remaining lease term. A promise presented as guaranteed income is meaningful only if a specific accountable party, calculation method and enforceable contract can be examined. None of those matters can be settled with a brochure percentage alone.

For a buyer seeking a quieter Bali base, Zen Luxury Complex is worth assessing for its blend of private accommodation and planned shared facilities. For someone prioritising immediate, operational rental income, it is a different proposition until handover and licensing are evidenced. Apartment buyers should examine outlook, noise and total service charges. Villa buyers should look at pool and rooftop maintenance, bedroom layouts and independent access. Both should compare the all-in transaction cost and remaining lease years with competing properties rather than relying on generalised price-growth predictions.

There is enough evidence to describe a real Remarc project in Cemagi with apartments, villas and an active construction history. There is not enough public documentation to certify that every unit is ready, that the advertised lease terms apply unchanged or that the projected returns will be realised. A sound final decision should bring the property layout, land documents, contracting entity, permits, payment schedule and handover obligations into one consistent set. Only then can the quieter location and amenity-rich concept be weighed against the price and contractual risk.
