Why this project is worth a look

New and existing homes

The current Phase 3 pitch is for two-bedroom villas; earlier listings and resales feature three-bedroom homes. Buyers can compare a future delivery package with a house available for physical inspection without treating their prices as interchangeable.

About the project

Arkara Village Kedungu is best understood as a collection of private-pool homes built and marketed in stages, rather than one uniform villa product. The development is in Tabanan regency, on the western side of Bali's southern coastal corridor near Kedungu and Tanah Lot. The official project website currently highlights a third phase with two-bedroom villas. Meanwhile, local resale advertisements describe three-bedroom homes and independent operators offer individual Arkara villas for rent. A buyer therefore has two quite different decisions to make: whether to take a newly promoted home whose detailed delivery package still needs checking, or purchase an existing house whose finishes, maintenance and ownership records can be inspected. The project's name alone is not enough to decide either question.

A useful starting point is the address. Two accommodation businesses associate villas in the estate with Jl. Benuo, Belalang, Kediri, Tabanan, Bali 82121. Belalang is an administrative village within Kediri district, a distinction backed by Tabanan's local government records. The familiar name Kedungu describes the wider coastal area, not a promise that the gates open directly onto Kedungu Beach. The developer's journey times to the beach, Tanah Lot and Canggu are promotional estimates, not verified travel times for every property and hour. Anyone planning school runs or frequent trips south should make that decision from the specific villa's access road. The setting may feel different from central Canggu, but actual convenience depends on daily routes rather than branding.

The latest official pitch is simple: two bedrooms, two bathrooms and an additional guest toilet, a swimming pool for the house, and a modern tropical design drawing on Balinese details. The advertised starting price is IDR 2.4 billion on the website checked on 16 October 2026. What the page does not provide is equally consequential: a clearly identified Phase 3 plot schedule, floor areas for the offered homes, a dated construction programme or a reliable live inventory. Those omissions do not make the development fictitious; they mean the public asking price is an entry point for an enquiry, not a fully specified purchase option. A lower-priced two-bedroom home with a smaller plot should not be compared on price alone with an already operating three-bedroom resale villa.

Earlier phases help establish what Arkara has been building, but they cannot fill gaps in the latest phase's specification. Devata Property has a listing explicitly labelled Phase 2, describing eight two-storey, three-bedroom villas. It lists 125–140 sqm of building area and plots ranging from 136–241 sqm, along with three bathrooms, a separate guest toilet, living and dining rooms, a kitchen, balcony, garden, pool and carport. This is useful concrete information about that particular cluster. The agency page carries a sold label, but a sold advertisement does not verify the sale or completion of every one of the eight homes. Nor does it prove that the third phase has the same sizes, finishes or timetable.

An older Brighton project entry tells a somewhat different part of the story. It markets 15 villas, gives a two-bedroom two-storey model the type reference 108/143, and preserves a pre-sale price starting at IDR 1.546 billion. Neither the number of villas nor the type code is accompanied by an authoritative master plan explaining the boundary between phases. Reading 108/143 as two independently verified area measurements would be an assumption. Treating the 15 homes as additional to Phase 2's eight could be double counting. The best interpretation of these records is that the name has been used across more than one selling campaign, with specifications and entry prices changing over time. Historical marketing is context, not a present-day price list.

There are tangible resale alternatives. One Rumah123 advertisement names Cemara House at Arkara Village: three bedrooms, a 125 sqm building on a 152 sqm plot and an IDR 4.5 billion asking price. A Kedungu-focused agency also advertises a three-bedroom Arkara property with 125 sqm of building area at the same asking level. These may describe one property marketed through several agents, so they cannot be counted as distinct sales. A completed villa offers the possibility of inspecting defects, furnishings, drainage, boundary walls and the actual relationship between the pool and neighbouring fields. None of these listings establishes a completed transaction price, a reliable valuation for the entire village, or the appreciation of villas originally bought at earlier promotional prices.

Arkara is not merely a collection of renderings. Villa Arkara 8 is marketed by Triang Villas for longer stays, while another house, Arkara A9 or Casa De Leonel, appears on accommodation booking platforms. Such evidence points to individual houses being used by guests or tenants. It does not show an estate-wide rental programme or a single management contract binding every owner. The rent advertised for one furnished unit is not a transferable performance figure: its location in the estate, furniture, maintenance standard, permitted use, management fee, vacancies and utilities all affect the owner's outcome. A prospective landlord needs evidence about the home being acquired, not an assumed return borrowed from a neighbouring rental.

The rice-field outlook is an understandable part of the appeal. Open views can make a compact tropical villa feel more spacious, and a private pool creates a very different living arrangement from an apartment resort. Yet a view in a sales description is not a registered right over surrounding land. Agricultural activity, changing vegetation and permissible construction on adjacent plots may alter the outlook. Pools and gardens also demand regular attention in Bali's climate, especially when the owner is abroad. That is not a reason to dismiss the setting; it is a reason to separate the genuinely pleasant qualities of a particular parcel from promises no one has documented. The same applies to noise, drainage and road access, which may vary even between neighbouring villas.

The legal question is particularly important for an overseas buyer because Arkara's website promotes SHM, the Indonesian Hak Milik title to land. That is not a title a foreign individual can simply register in their own name. Indonesian rules provide other, conditional forms of residential tenure, including Hak Pakai rights in qualifying circumstances. The current ministerial decision also sets a minimum acquisition price of IDR 5 billion for a landed home in Bali within the relevant foreign-owner framework. That threshold is materially above the advertised Phase 3 entry price. It would be misleading to imply that an international buyer can acquire the IDR 2.4 billion villa directly under the same land-title arrangement aimed at domestic buyers. The eligibility, title route and exact object must be established separately before any payment is committed.

A phrase such as 'SHM and IMB/PBG included' is not a substitute for title and permit evidence. SHM concerns land rights; PBG is the building approval under the modern permitting system, while an older IMB may remain relevant to an existing house. An SLF is a separate certificate concerning a building's suitability for use. We have not seen the specific land certificates, the issued building approvals, SLF documents or zoning approval for the Arkara villas on offer. Nor could we establish the legal developer or the contracting seller from the official landing page, which uses a generic claim about trusted developers and builders without naming the entity. Devata, Brighton and individual rental operators should not be promoted into developers merely because they market or manage a house.

Payment language on the official site contains a specific warning sign. It speaks of cash purchases and mortgage financing, but the section showing a 30% down payment and the balance over twelve months explicitly names Taman Mumbul Suites, a different project. This looks like reused website copy and cannot safely be accepted as the actual Arkara payment plan. Similarly, promises that title handling, notary fees or selected taxes are included must be matched against the written price schedule for a named lot. A bank mortgage is not automatically available to an overseas buyer, and the lender's conditions are independent of the project's advertising. The amount due at reservation, repayment timetable, tax allocation, contract counterparty and refund rules require documentation tailored to the chosen villa.

For someone who values space and privacy over shared resort facilities, Arkara can be worth examining. There is evidence of two- and three-bedroom formats, private pools, existing resale stock and actual use of individual villas. But the package should not be mistaken for a serviced investment product with proven yields or a confirmed completion date for all stages. The central buying decision is concrete: which house and plot, what condition, who legally controls the title, what may the buyer lawfully receive, and which documents exist today? Once those answers are tied to a particular home, the appealing parts of the location and layout can be judged on their merits. Until then, Arkara Village is a real, multi-phase residential proposition with several open questions—not a fully documented transaction.

Best for: A couple or household seeking a private villa rather than a resort apartment, with a pool and a quieter residential setting. Room-count differences between stages matter when a family needs a dedicated bedroom or home office.; A buyer willing to weigh a newly advertised two-bedroom option against an existing three-bedroom home. Existing stock allows inspection, whereas the current stage needs clearer unit schedules and delivery documents.; Someone whose routines suit the Belalang–Kedungu part of Tabanan and who is comfortable driving to shops, schools and the beach instead of expecting dense walkable services outside the gate.; An owner prepared to run a single-villa rental responsibly, either personally or through a contracted operator. Published rentals prove that individual houses can be offered to tenants, not that the complex delivers a uniform investment return.; Foreign buyers assuming the advertised SHM land title is directly available to them without legal qualification. The applicable residential rights and minimum-price rules can fundamentally change the deal.; People who need a fully verified company behind the development, published building and operating permits, and a firm Phase 3 handover date before they even consider a shortlist.; Yield-led buyers who require a guaranteed leaseback, resort-style central management or a proven walk to the beach. Those attributes have not been established for Arkara Village.; may not suit: .

What we confirm before booking

A short, project-specific list. We request these from the developer and go through them with you before any payment.

  • No authoritative phase-wide master plan, confirmed Phase 3 unit count, floor-area schedule, stock list or handover timetable has been found. Previous marketing references eight Phase 2 villas and 15 villas in an earlier campaign; the figures cannot responsibly be added together. The legal developer and selling entity, individual land-title certificates, issued IMB/PBG records, SLF, and site-specific zoning permission have not been independently verified. SHM is promoted, but actual documents and the buyer's eligible ownership structure remain unresolved. The website's 30% / twelve-month payment wording names an unrelated development, Taman Mumbul Suites, so it is not a verified Arkara plan. FazWaz's January 2025 'completed' date is also not proof that the currently marketed Phase 3 is finished.
