The developer describes the architecture as English-Georgian, using pale façades, symmetrical compositions, tall windows and dark pitched roofs. Those are design characteristics of the scheme, not evidence of future investment performance.

The published address is Road 6A near Bridge No. 2, Sangkat Prek Leap, Khan Chroy Changvar. The project website also provides the map coordinates used in this dossier. The setting is north of central Phnom Penh, between the Mekong and Tonle Sap river systems. In practical terms, this is a more suburban proposition than BKK1, Tonle Bassac or Daun Penh: the house, private plot and managed estate are central to the purchase, while routine trips into the business core require planning. National Road 6 is the main access corridor, so buyers should test travel times, peak-hour traffic and the level of road noise at the exact plot.

Classic and Luxury are four-bedroom homes, while the other three have five bedrooms. The range then differentiates itself through bathrooms, kitchens, family and formal living rooms, service accommodation, specialist rooms and parking capacity. Classic and Luxury share the same published plot and house dimensions but have different internal programmes. Manor and Grange also use a common dimensional framework, with Grange adding a second kitchen, private library, service room and prayer corner. The Estate is the largest published format and includes two service rooms, a multi-purpose area and parking for four to six vehicles.

The website gives linear dimensions rather than verified square-metre areas. The unit cards therefore retain the source format: for example, Villa Classic and Villa Luxury are associated with plots of 15–20 by 22–29 metres and a house dimension of 11.5 by 14 metres. These figures should not be multiplied into a stated floor area. Plot configurations may vary, and the house measurement could describe a footprint rather than total usable space across every level. A buyer needs the floor plans, room schedule and contract drawings for the selected plot before comparing value or planning furniture and alterations.

Shared facilities focus on landscaped recreation and club use. The developer lists an exclusive clubhouse, health club, a large infinity pool, private-event space, an outdoor children’s area, a sports park, organic gardens and private gardens. Published access and security features include 24-hour CCTV, automatic gates, video phones, RFID access, perimeter fencing and fire-fighting provisions; smart-home capability is also listed. The missing part is the operating model. Public pages do not state the management fee, service scope, access rules, handover standard or who bears the long-term cost of maintaining water features, gardens and the clubhouse.

Chulassa Park has its own official product page, yet the developer also calls it the commercial heart of the broader Chulassa environment. Its programme includes a community mall, shophouses, restaurants and cafés, a supermarket or food hall, learning centres, event space and parking. This dossier treats Chulassa Park as an integrated commercial component and resident convenience, not as a separate residential estate. That approach keeps the villa inventory distinct from commercial products and avoids turning one master development into duplicate residential pages without clear independent boundaries.

At the time of review, the current official website was still accepting registrations for a sales-gallery visit and asking prospects to select an interested house size. That supports an active sales presentation, but it does not establish the build status of an individual home. The reviewed public pages do not publish a current price list, payment schedule, definitive completion date, title structure or live availability by plot. Chulassa Estate therefore has to be assessed lot by lot: location within the master plan, physical progress, specification, utilities, land and house documents, and the developer’s contractual obligations for shared amenities all require direct verification.

An official article describes the community as accommodating more than 200 families, but it does not provide an exact home count or a breakdown by villa type. This is enough to understand that Chulassa Estate is intended as a meaningful managed neighbourhood rather than a handful of standalone houses, but not enough to calculate density or supply. The final master plan and plot number are essential. They determine proximity to the gate, clubhouse, water features, sports areas and commercial component, and they may also reveal exposure to later construction if additional stages are planned.

Landed property — what this means for a foreign buyer

This is landed housing, not a unit in a co-owned building. Cambodian law does not allow a foreign individual to hold land. Foreign ownership works for an apartment above the ground floor inside a co-owned building, within the foreign quota — that is a different product from this one.

That does not automatically mean the project is closed to you: structures exist, and each carries its own legal and tax trade-offs. Which one applies — if any — is a question for a qualified Cambodian lawyer on your specific deal, not something we settle on a web page.
