The project announcement says organised inspections and phase-one handovers began in June 2024 after key common areas, lift systems and core electrical installations had reached the stage required for that process. It does not by itself confirm that every apartment is ready, that a strata title is available or that defects in the selected unit have been rectified.

Before making a payment linked to handover, obtain a written notice for the exact unit number, the inspection record, the snagging list, evidence of rectification and the date from which the owner becomes responsible for management and utility charges. The statement that “the project is handing over” should be broken into separate pieces of evidence for the apartment being purchased.

About the project

Vue Aston stands on Koh Norea in Chbar Ampov, where the Mekong and Bassac rivers meet. This is not central BKK1 and it is not an established block with a dense line of cafés outside the lobby. The proposition is different: a large mixed-use waterfront tower in a new piece of city that is still forming around bridges, promenades and neighbouring sites. The Koh Pich–Koh Norea bridge has made the connection to Diamond Island more direct, but a buyer should still test the journey at the times they would actually travel rather than rely on a promotional drive time.

The official project facts state a height of 150 metres, a 4,999 sqm site and 857 condominium units. Market profiles also describe 38 floors and sometimes quote 895 units, so the page uses the developer’s figure while keeping the discrepancy visible. This is a substantial vertical community, not a small residential building. Private homes share the wider development with hotel, office, retail and service uses, and that scale affects everything from lift demand to the feel of the common areas.

HKS designed the architecture. The tower uses an L-shaped plan facing the water, with floor-to-ceiling glazing in living and bedroom areas and broad viewing angles advertised for some layouts. The project links its façade language to Cambodia’s krama textile. For a buyer, the practical result matters more than the story: different wings and heights will have different outlooks, sun exposure and privacy. A dramatic exterior render cannot replace checking the exact floor, orientation and view corridor of the chosen unit.

How to verify the selected unit’s outlook

The L-shaped tower and its different wings mean that apartments on similar floors may face different directions and receive different sun exposure. Before making a non-refundable payment, obtain a marked floor plate, the compass orientation and current photographs or video taken from the actual apartment rather than a neighbouring layout.

Check the outlook from each habitable room separately: a broad living-room view does not guarantee the same result from a bedroom. Also inspect the relationship to lift lobbies, service areas, shared terraces and neighbouring plots where later construction could change privacy or the view corridor.

Landscaping is spread through the building rather than confined to one garden at ground level. The official scheme identifies a riverside green embankment, terrace garden, vertical planting rising as high as 120 metres, a pool garden and a rooftop garden. It is an ambitious arrangement. During a viewing, the useful questions are which levels are open now, which belong to the residential component and how access is controlled, because a long amenity list only has value when residents can use it in ordinary life.

Published facilities include an infinity pool, gym, spa and sauna, a social lounge, meeting rooms, a library and shared workspace, together with a ballroom, children’s area, cafés, restaurants and a sky bar. Official news reported that the Sky Gym and infinity pool opened in July 2025. Operating facilities carry more weight than future renderings, although they still do not answer questions about opening hours, guest rules or charges. Those points belong in the building’s current regulations and fee schedule.

The residential range runs from studios to four-bedroom homes, with Realestate.com.kh giving a project-wide area range of 27–167 sqm. The source does not map every size to a bedroom count, so this page does not invent that relationship. The lower market anchor was $72,000 on the platform when checked on 16 July 2026. It is an entry point in a published profile, not a promise that the layout a buyer wants is available at the same figure. Unit, area basis, stock, price and transaction terms all require direct confirmation.

Vue Aston combines private residences with hospitality and commercial components. Official material names The Ascott Limited as a partner and describes Citadines inside the development. That does not automatically place a privately owned apartment in a hotel programme or attach hotel services to it. Those rights and obligations need to be shown in the documents for the specific unit: who operates it, what is deducted, whether the owner can occupy it and how participation can end.

The tower’s surroundings do not yet behave like a dense central street. Open map data identifies Coconut Park Koh Norea, Treellion Park, Norea Garden and Khmer StrEAT Night Market within roughly 900 metres. Distances are straight-line measurements from the centre of the address circle, not walking-route promises. They are useful orientation points, but they do not establish the quality of pavements, lighting, crossings or the practical entrance to the complex. A buyer should test those details in person, including an evening route and an ordinary trip carrying shopping or travelling with a child.

A buyer in a large mixed-use development also needs to understand the operating model. The review should establish how residential, hotel, office and retail flows are separated, which lift bank serves the apartment, who may use each garden and pool, how the management fee is calculated and whether particular zones create additional charges. A development-wide presentation shows what exists in the complex; it does not prove that every owner has identical access. The reliable answers belong in current building rules, the management agreement and the schedules attached to the SPA.

Choosing a layout starts with the way it will be used, not merely the bedroom count. A studio may suit shorter stays, but storage, the kitchen and a real working area still need checking. In a family home, the useful questions include bathroom count, bedroom separation, the outlook from each room and distance from the lift. Because the public source gives only a project-wide 27–167 sqm range, the page does not assign an area to a type without its plan. The full cost of ownership is not assembled into one reliable public tariff. If a residence is tied to Citadines or another operator model, its management agreement should be reviewed separately from the SPA. The documents must also show whether furniture transfers, who is responsible for defects, when service charges begin and what is delivered with the keys.

The available sources are now sufficient for a substantive page, but they do not answer every question. The gaps are not filled with labels such as “reliable developer” or “high return”, and promotional journey times are not restated as facts. Where an official page, a platform and a competitor profile give different figures, the discrepancy stays visible. That is not a weakness in the card; it is the boundary of the evidence that the buyer must close with documents for the selected apartment.

The unit handover document pack

A key handover should not be the only record collected. For the selected unit, request the approved plan carrying its unit code, the SPA finish and equipment schedule, a photographed snagging record, confirmation of the reinspection, meter readings, an inventory of keys and access cards, and the current building rules.

Record any work that remains the developer’s responsibility and the deadline for completing it. Where the apartment has already been occupied, rented or used as a completed show unit, ask for the management-fee commencement date and written confirmation that no earlier building charges will pass to the buyer.

Plan area versus contractual area

The project’s official design page states that published unit types and areas are for reference, may change because of design and construction variations, and are ultimately subject to the sales contract. A brochure or portal figure is therefore not enough to establish the area used to price the apartment.

Before booking, match the layout code, floor, area and drawing across the reservation, SPA, attached plan and handover record. Confirm which area definition is used for the purchase price and management fee, and what the contract provides if the final measurement differs.

Citadines within the development: what is confirmed

The Ascott Limited currently describes Citadines Vue Aston Phnom Penh as a separate 140-unit serviced apartment property within the mixed-use development and lists its planned opening as December 2026. As of 23 July 2026, that remains a future date, so the operating status of the hospitality component should be checked again before purchase.

This does not establish that a privately owned residence is automatically managed by Citadines, earns hotel income or receives the same services without separate charges. Any operator arrangement needs its own agreement defining the managed unit, fees, income allocation, owner-use rights, term, termination and responsibility during vacant periods.
