Why this project is worth a look
Small-scale building
One eight-storey building with 78 units is a very different proposition from Pattaya's large multi-tower schemes. The common areas and actual maintenance standards are easier to inspect directly, and the purchase is less dependent on promised future facilities. The trade-off is a shorter amenity list than newer resort-style developments.
Central beach access
Soi 1 sits close to Beach Road, the beach, Central Marina and Terminal 21. For an owner-occupier, much of daily central Pattaya can be handled on foot or by the city's shared transport. Buyers who are sensitive to traffic or nightlife should still test the exact unit's orientation and noise levels in the evening.
Observable resale market
Citismart continues to produce sale and rental listings, while a serviced-apartment operation uses part of the building. That gives buyers real units to compare rather than relying on launch pricing. It also means condition, refurbishment and ownership structure vary widely, so there is no single representative apartment.
Documents over branding
The original developer could not be verified from the available sources. For a completed 2008 condominium, the more important evidence is at unit and juristic-person level: title, foreign quota, outstanding common charges, building rules, reserve position and the legal status of the exact apartment being purchased.
About the project
Citismart Residence is an established low-rise condominium on Pattaya Soi 1, close to Beach Road in the north-central part of the city. It is not a launch-stage development with a sales gallery and developer stock: the building was completed in May 2008 and today's market is essentially resale and rental. The main project databases consistently describe one eight-storey building with 78 units. That changes the way a buyer should approach it. The decision is less about future promises and more about the actual unit, the condition of the common areas, the condominium juristic person's records, current charges and the seller's title. The advantage is that almost everything can be inspected in person before money changes hands, including access, parking, the rooftop facilities, maintenance standards and the real outlook from the apartment. The trade-off is that two units with similar sizes can differ significantly after years of private ownership, refurbishment and different rental histories.
The present property website confirms the address as 380/8 Soi 1, Beach Road, Moo 9, Pattaya City, Bang Lamung District, Chon Buri 20150. A serviced-apartment operation currently runs from the same building and markets a selection of units for short and longer stays. That operation should not be treated as evidence of the original developer. Its website focuses on accommodation, housekeeping, room types and guest services rather than the company that developed the condominium in 2008. Major property databases also leave the developer field blank. The dossier therefore does not assign a developer name without evidence. For a resale buyer, it is more useful to acknowledge that gap and obtain the condominium records and seller documentation than to attach the name of today's operator to the original development.

In physical terms, Citismart is closer to a compact urban condominium than to the large resort-style projects that dominate many newer Pattaya launches. Repeatedly confirmed facilities include a rooftop swimming pool, roof terrace or sun deck, gym, parking, lift, CCTV and 24-hour security; some project profiles also mention a garden and barbecue area. With 78 units, the scheme does not offer the scale of multiple towers, large landscaped grounds, children's clubs, coworking floors or several pools. That is not automatically a weakness. It is a different product for a buyer who may value a central address and a manageable set of shared facilities more than a long amenity list. Anyone specifically looking for a new-build resort environment should compare it with newer alternatives rather than expecting Citismart to deliver the same experience.
The available unit evidence is broader than a single standard layout. The current apartment operator markets a 49 sqm studio, a 68 sqm two-bedroom unit with one bathroom, and an 85 sqm two-bedroom version with two bathrooms. FazWaz and Dot Property describe studios from 46 sqm and two-bedroom units from 68 sqm. Current rental listings also show two-bedroom apartments around 70–80 sqm, while an August 2026 DDproperty listing offered a three-bedroom 125 sqm unit; FazWaz has separately shown a 123 sqm three-bedroom apartment. These records are not a substitute for the original developer's complete sales matrix, which we did not locate. They do, however, show that the resale stock is varied and that floor area alone is not enough to judge a unit. A buyer should compare the actual room configuration, bathrooms, balcony, kitchen, renovation quality and any alterations to the original plan.
The lowest live resale anchor found on 7 September 2026 was THB 3.3M for a 65 sqm two-bedroom unit. The important detail is that the listing describes company ownership. Another 66 sqm apartment was marketed at THB 4.26M, while Pattaya Prestige showed a unit around THB 4.675M. Those figures should not be averaged into a single project price: condition, floor, tenant status, layout and ownership structure differ. For a foreign buyer, a unit that can transfer within the foreign freehold quota is not necessarily priced the same way as a company-held or Thai-name unit. THB 3.3M is therefore useful as a lower snapshot of current asking prices, not as a promise that a legally suitable foreign-quota apartment can be bought at that level.
Ownership must be checked unit by unit. DDproperty classifies the project as freehold, and current Citismart listings show examples held in foreign name, Thai name and company structures. Under Thailand's condominium rules, a foreign buyer may register freehold ownership only while foreign ownership remains within the statutory 49% quota for the building. A sale listing alone does not prove that the selected unit can transfer into that quota. Before paying a deposit, the buyer should obtain the condominium juristic person's quota confirmation, inspect the unit title and establish exactly what ownership is being transferred. This matters particularly when a lower-priced listing is company-held: it is not directly comparable with a foreign-quota unit simply because both are apartments in the same building.
Citismart also has an active rental market. During 2026, major portals repeatedly carried two-bedroom units in roughly the THB 35,000–50,000 per month range, while the current accommodation operator continues to market studios and two-bedroom apartments to guests. That is evidence of ongoing tenant and visitor activity, but it is not a guaranteed yield. An advertised rent is not the owner's net income after vacancies, agency fees, cleaning, maintenance, utilities, taxes and management. The serviced-apartment operation in the building also does not automatically mean every private owner can run short stays on the same basis. The condominium's own rules and any licensing or local requirements relevant to short-term accommodation need to be checked separately before an investment case is built around nightly rentals.
Location is the clearest reason to shortlist Citismart. Soi 1 links directly toward Beach Road, and the property website puts Pattaya Beach roughly 150–250 metres away. Independent accommodation platforms place Central Marina within a short walk and Terminal 21 within walking distance as well. For an owner who wants daily life in central Pattaya without relying on a car, that is a practical advantage. The same centrality has a cost: this is an active tourist and entertainment district with traffic, nightlife and a changing street atmosphere through the day. Noise exposure, privacy and the feel of the immediate surroundings can vary by floor and orientation, so they are best judged from the exact apartment at different times rather than inferred from the project name. Buyers who want a quieter residential setting may prefer to compare Wongamat, Pratumnak or Jomtien before deciding.

Ownership format
Units trade on the resale market under different registered ownership arrangements. A foreign buyer can hold a specific condominium unit in freehold only within the building's 49% foreign-ownership quota, so the quota position and title status of the selected unit must be confirmed before purchase.
Unit types & sizes
The current apartment operator markets a 49 sqm studio. Independent project profiles also describe studios from 46 sqm, and broker records show examples around 48 sqm, so 49 sqm should not be treated as the only original studio size.
One of the best-supported layouts: 68 sqm with two bedrooms, a living area, kitchen and balcony. It appears on the current accommodation site and matches the starting two-bedroom size shown in major project databases.
A larger current hospitality-pool layout with 85 sqm and two bathrooms. Resale listings also show two-bedroom units around 70–80 sqm, so this is a confirmed configuration rather than a complete upper boundary for the project.
An August 2026 DDproperty listing shows a 125 sqm apartment with three bedrooms and three bathrooms. It confirms that larger units exist in the resale market, but without the original sales plan we cannot assume every three-bedroom unit was delivered in exactly this configuration.
The original developer's complete unit schedule was not located. The current Citismart site shows apartments actively used by the accommodation operation, while brokers show individual resale units, so the cards above are confirmed examples rather than an exhaustive schedule of all 78 units. - Sources disagree on the administrative subdistrict: FazWaz and DDproperty use Na Kluea, while Booking and Expedia use Nongprue. The street address, building number, Bang Lamung district and Chon Buri province are consistent.
